DEO orders 2 illegal schools to be shut down for violating RTE norms

Time of India15-05-2025

Ludhiana: In a major crackdown on
unauthorised educational institutions
, district education officer (elementary), Ravinder Kaur, ordered the immediate closure of two private schools operating without recognition under the Right to Education (RTE) Act, 2009.
The schools, Prerna Academy in Sherpur Kalan and Sarthak Academy on Tibba Road, were found to be running illegally.
During inspections by the DEO (elementary) office team, it was found that Prerna Academy had 65 students enrolled from Classes I to V, while Sarthak Academy was catering to 96 students from Classes I to VII. Neither school had approval from the education department and both lacked the basic infrastructure and qualified staff required under RTE norms.
Upon inspection, school representatives claimed they were merely operating tuition centres. However, further investigation revealed that academic activities were being conducted on the premises with no proper infrastructure.
DEO (elementary) Ravinder Kaur, who is personally leading the enforcement drive across the district, said the students in these schools would be admitted in nearby govt schools according to their classes.
This action is part of a broader campaign initiated by the
Ludhiana education department
to ensure that all schools comply with RTE guidelines. Following the shutdown of Prerna and Sarthak Academies, a surprise inspection was also carried in the Giaspura area, where several other unauthorised institutions were found operating in substandard conditions.
Among the schools inspected were Maa Sharda School, Government Flats, Maa Sharda School, Giaspura, Bright Future School, and Gopal Vatika School, in Viaspura area.
None of these schools had applied for or received recognition under the RTE Act. The inspection team found overcrowded classrooms, absence of desks, unhygienic toilets, unsafe drinking water, and untrained teachers. Moreover, students above the age of 15 were found enrolled in primary classes, which is another violation of the RTE Act.
In response, the education department launched a targeted admission drive under the 2025-26 enrollment campaign.
Over 100 children from the affected areas were immediately admitted to nearby govt schools, about 100 at Government Primary School Lohara and 19 at Government Primary School Giaspura.
DEO Ravinder Kaur was joined by Vishal Mittal, MIS coordinator, along withother staff during the inspection and enrollment drive.
The education department has warned that further action will be taken against any unrecognised institution operating in violation of the RTE Act.

Odisha: Junior engineer under the scanner for bribery

BARGARH: Vigilance officials caught a junior engineer (JE) in Bargarh's Gaisilet block red-handed while she was allegedly accepting Rs 8,000 bribe from a contractor on Tuesday. Officials of the anti-corruption agency said the JE, Susmita Oram, had demanded a bribe of 10 per cent (Rs 32,000) of the contractor's total bill to clear pending arrears related to a road improvement project under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). While the estimated cost of the project was Rs 9.5 lakh, bills worth Rs 3.15 lakh had already been paid. The contractor had previously paid Rs 24,000 to Oram and the JE reportedly demanded the remaining Rs 8,000 to finalise the bill clearance. Subsequently, the contractor approached the Vigilance authorities following which a trap was laid to nab the JE. The officials recovered the entire bribe amount from Oram's possession. Later in the day, simultaneous searches were launched at two locations linked to the JE to investigate the disproportionate assets angle. A case has been registered under section 7 of Prevention of Corruption (Amendment) Act, 2018 against Oram and investigation is underway. Oram had joined in Gaisilet block as JE on January 29 last year. This was her first posting.

Senior Civil Servant Detained In Odisha Corruption Sting Operation

The Odisha Vigilance Department executed a successful anti-corruption operation on Sunday, apprehending Dhiman Chakma, a civil services officer from the 2021 batch, during an alleged bribery transaction involving Rs 10 lakh. Chakma, who serves as Sub-Collector in Kalahandi district, had reportedly demanded double this amount from a local business owner. The arrest occurred at Chakma's official government residence in Dharamgarh, where the officer allegedly received what vigilance officials described as a partial payment of a larger Rs 20 lakh demand. The businessman who became the complainant in this case alleged that the administrative officer had issued threats against his commercial operations unless the requested payment was made. During the carefully orchestrated sting operation, surveillance teams observed Chakma receiving the cash payment at his official quarters and subsequently placing the money in a desk drawer within his residence office. The officer reportedly methodically counted all 26 bundles of various denomination Rs 100 notes before securing them in the furniture. The vigilance investigation expanded beyond the immediate bribery incident, with search teams recovering approximately Rs 47 lakh in additional cash from various locations within the officer's official residence. This substantial sum raised further questions about the scope of alleged corrupt activities. Legal proceedings have commenced against Chakma under applicable provisions of the Prevention of Corruption (Amendment) Act, 2018, with investigators continuing to examine the full extent of the alleged misconduct. The case represents a significant development in the state's ongoing efforts to combat administrative corruption. The arrest carries particular significance given Chakma's previous public statements about public service ideals. Following his successful completion of the UPSC examination in 2021 and initial selection for the Indian Foreign Services, Chakma had expressed ambitious goals for serving his country and the northeastern region in particular. In a media interview at the time, he spoke passionately about addressing financial disparities and social divisions in the northeast, emphasizing his desire to work toward better resource utilization and regional unity. The contrast between these earlier stated aspirations for public welfare and the current allegations of exploiting his administrative position for personal gain has drawn attention to the challenges of maintaining ethical standards in civil service. The case underscores ongoing concerns about corruption within government departments and the importance of vigilance mechanisms in maintaining public trust. Authorities continue their investigation to determine whether additional individuals or transactions may be connected to this case, as part of broader efforts to ensure accountability in public administration.
