
Council accepts easements from Cleburne ISD
The Cleburne City Council accepted a donation of 4.6 acres of right-of-way easements from Cleburne ISD during the council's March 25 meeting.
'I want to thank CISD for dedicating this land to the city,' Cleburne Councilman Blake Jones said. 'This is a big deal and I look forward to our continued partnerships with the district.'
The easement dedication affects the city's planned extension and improvements to University Drive.
Plans, targeted under the city's master thoroughfare plan, call for increasing University Drive into a four-lane, divided roadway, Cleburne Director of Public Works Jeremy Hutt said.
A portion of the new roadway will parallel CISD-owned property at the northeast corner of Surry Place and University Drive.
The CISD board voted to dedicate the right-of-way parcels, which consist of five separate easements, to the city, Hutt said.
The parcels include a 90-foot right-of-way for University Drive plus additional property west of University Drive, which will become stranded parcels once the right-of-way becomes established.
The portion of University Drive to be enlarged is part of the Legado subdivision and is part of a development agreement with Forestar Development. The construction is expected to take about 18 months, Hutt said.
}The agreement helps coordinate the interests and participation of multiple developments and property owners with the city's participation costs to total $3,169,897.
'This plan has been on our thoroughfare masterplan as a critical and key gateway toward the southern part of our community for a long time,' Mayor Scott Cain said in 2023. 'It will bring desperately needed relief around the Smith Middle School area.'
Through partnership between the city and developers, construction of the roadway will come in a timely manner at significant saving, Cleburne Public Works Director Jeremy Hutt said.
}Forestar Development is developing the Legado subdivision, a 147-acre subdivision of about 500 single family lots located south of West Henderson Street and east of Mayfield Drive.
Council members during the March 25 meeting also approved a resolution requiring a license agreement with Burlington Northern Santa Fe Railroad and also approved payment of license fees and any costs associated with the project.
The project, Hutt said, involves installation of a 16-inch water main loop.
'[The water main] will provide a more reliable and robust means of water distribution for the eastern half of the city and the northern industrial park,' Hutt said.
The new system will improve water quality and improve system pressure, Hutt said.
'And add redundancy to the water supply system, ensuring the city can continue to serve its residents and businesses effectively, even during maintenance or unexpected failures in other parts of the water distribution network.'
Construction of the project involves crossing a portion of BNSF's right-of-way, something requires planning and approval from the railroad company.
Hutt said the council's approval of the resolution addressing and authorizing the matter represent critical steps necessary before construction can begin and ensure necessary regulatory requirement are in place before construction begins. The agreement will also help prevent delays during the construction phase, Hutt said.
Council members also amended ordinances addressing fire lane access easements in subdivisions.
'This streamlines the process without sacrificing safety,' Jones said.
Current ordinance mandates that fire lane access easements — at least 24 feet in width — be included on plats for all subdivisions. Doing so ensures that fire lanes are established early in the development process, Community Development Director Marcos Narvaez said.
'However, it poses challenges when properties are later redeveloped,' Narvaez said. 'In many cases, redevelopment requires a replat to adjust fire lanes, even though thes requirement could be more efficiently addressed during the site plan review process.'
To those ends, the council's amendments removes the requirement to establish fire lanes during the platting process and now requires that fire lanes be established during the site plan review process for individual developments.
Doing so, Narvaez said, renders the process more efficient and flexible especially in relation to redevelopments.

"There's been this narrative in the market, particularly for the last two years. It's a bit false that companies can't go public," Martin said at the Piper Sandler Global Exchange & Trading Conference. The companies debuting at this time were public-market ready, she said, highlighting the successful listings of cybersecurity firm Rubrik and social media platform Reddit last year. "They were ready to go. They went, and they've done extraordinarily well," Martin said. Analysts say the IPO market could be in the early stages of a broader pickup, but that sustained stability was needed before the window opens fully. "We expect approximately one or two deals per week in June, ramping up a bit in July after Independence Day, and if all goes well, a full rebound in September, October after the summer lull," said Matt Kennedy, senior strategist at Renaissance Capital, a provider of IPO-focused research and ETFs. NYSE TEXAS The impending launch of the Texas Stock Exchange, backed by Wall Street giants BlackRock and Citadel Securities, is set to heat up the competition in listings markets. The NYSE was following its playbook, talking to its customers about why more of them were moving to Texas, Martin said. NYSE Texas officially opened for business in March and has secured a handful of companies over the past few weeks - including Trump Media & Technology Group - as its "founding" members. One in 10 cars sold in Britain are Chinese
Nearly one in 10 cars sold in Britain are now Chinese-made as drivers turn away from Tesla and embrace newer manufacturers such as BYD. Chinese-owned brands had a 9.4pc share of Britain's new car market last month, according to the Society for Motor Manufacturers and Traders (SMMT), up from 7.7pc in April. The surge saw BYD's sales alone quintuple to 3,025 cars – about 1,000 more than US rival Tesla sold. BYD recently launched its Dolphin Surf car in the UK with a starting price of £16,000, compared to an average of about £49,000 for new EVs. Some analysts have speculated that Chinese brands could still cut prices further, with the Dolphin Surf – known as the Seagull in Asia – selling for just 56,800 yuan (£5,800) in its home market. Other Chinese carmakers saw similarly strong growth. Geely-owned Polestar increased sales by more than 270pc to 1,174 vehicles, while Chery's Omoda and Jaecoo brands sold a combined 3,000 cars, having not been in the market a year ago. SAIC Motor-owned MG remained the biggest-selling Chinese brand, shifting 6,625 cars in May, but its sales were down 8.3pc compared to the same month in 2024. Chinese brands have made major inroads in recent years, particularly in the electric segment where they have launched some of the cheapest models available. Manufacturers have undercut Western rivals including Tesla, which has struggled to stem a steep sales decline in Europe partly driven by a political backlash linked to Elon Musk's support of Donald Trump. Tesla sales in the UK fell by 36pc in May compared to a year earlier. It came as the overall market returned to growth, with sales rising 1.6pc to 150,070 in May, SMMT said. Sales of EVs surged 25.8pc to 32,738 in May, with electric vehicles (EV) taking a 21.8pc market share overall. However, the SMMT warned that the EV market was gripped by 'unsustainable' discounting as manufacturers scramble to hit the Government's ZEV mandate sales targets. Under the mandate, 28pc of cars sold must be electric this year, a target that rises steadily to 80pc by 2030, although the real requirement is lower in reality because of 'flexibilities' afforded to companies under the scheme. Sales of petrol and diesel cars tumbled 12.5pc and 15.5pc respectively last month. Carmakers are calling on the Government to boost demand for EVs through tax breaks or grants for drivers. Mike Hawes, the chief executive of the SMMT, said: 'A return to growth for new car registrations in May is welcome but manufacturer discounting on new products continues to underpin the market, notably for electric vehicles. 'This cannot be sustained indefinitely as it undermines the ability of companies to invest in new product development – investments which are integral to the decarbonisation of all road transport. 'Next week's spending review is the opportunity for Government to double-down on its commitments to net zero by driving demand through fiscal measures that boost the market and shore up our competitiveness.' Hooters shutters dozens of restaurants after bankruptcy filing as industry suffers
Hooters has closed dozens of restaurants nationwide just a few months after filing for bankruptcy as a slump in consumer sentiment continues to hit casual dining chains hard. Around 30 locations were shuttered across Florida, Georgia, Michigan, North Carolina, South Carolina, Tennessee and Texas, according to local news outlets. 'After careful consideration of what is needed to best position our company for the future, Hooters made the difficult decision to close certain Company-owned locations,' with closures effective Wednesday, a Hooters spokesperson told The Post. Hooters has closed dozens of restaurants around the country just a few months after filing for bankruptcy. AP CNN earlier reported the closures. The dining chain, best known for its scantily-clad, all-female staff, filed for bankruptcy in March to address $376 million in debt. At the time, it boasted that its restaurants 'are here to stay' and announced plans to sell all 150 locations to a franchise group backed by the chain's founders. Earlier in the year, Hooters had revealed a 're-Hooterization' effort aimed at creating a more family-friendly image for the chain and improving service times and ingredients. The closures are not a complete surprise, as the chain said it was evaluating its retail footprint during the bankruptcy process. Hooters is just one of many fast-casual dining chains to suffer over the past few years as food prices remain stubbornly high and consumer sentiment slumps, prodding customers to tighten their purse-strings and cook at home more. Last week, Bahama Breeze abruptly closed more than one-third of its locations, or 15 stores, including its sole restaurant on Long Island. The Caribbean-inspired dining chain is owned by Darden Restaurants, which also runs Olive Garden and LongHorn Steakhouse. Red Lobster, which struggled to recover from its all-you-can-eat shrimp deal, shuttered at least 50 locations and filed for bankruptcy last May. It hired a new chief executive that summer. Italian restaurant chain Buca di Beppo also closed about 20 locations and filed for bankruptcy in 2024. It was a rough year across the industry. Sales ticked up just 3% across the 500 largest restaurant chains in the US – the slowest rate in a decade aside from the pandemic, according to Technomic's Top 500 Chain Restaurant Report. More than half of those chains saw their sales fail to keep pace with the 4% food service inflation rate, according to the report.
