Haryana bars liquor sub-vends in small villages with population less than 500
The Haryana Cabinet Monday approved approved the Excise Policy for 2025-27, introducing several reforms including not permitting any liquor sub-vend in villages with a population of 500 or less, stricter restrictions on ads, and ensuring that no vend or theka is directly visible from state and national highways.
The Cabinet meeting, chaired by CM Nayab Singh Saini, also approved the realignment of the excise policy year with the financial year. The current policy will come into effect on June 12, 2025 and will remain operations till March 31, 2027.
The new policy mandates that no liquor vend will be visible from state as well as NHs. 'There will be no direct way from these highways to the liquor vends. The vends near state or NHs will also not be permitted to display any signboards,' as per the policy.
In case of violations, a penalty of `1 lakh for the first offence, `2 lakh for the second offence, and `3 lakh for the third will be imposed, as per an official statement. No sub-vend shall be permitted in villages with a population of 500 or less. This is 'aimed at promoting responsible retailing of liquor and addressing public sensitivities in small habitations. As a result, 152 existing sub-vends will not operate across the state with effect from the commencement of the new excise policy year', it said. Vends in urban areas cannot remain open after 4 am, as against 8 am now, it said.

Deficiencies in civil works: Haryana govt to chargesheet 80 irrigation department officials
The Haryana government has ordered that 80 engineering officials including a number of class 1 officials of the irrigation and water resources department be charge-sheeted for major and minor penalty. The action has been initiated after samples of the civil works being undertaken by the department failed quality tests in 16 circles. Officials in the rank of superintending engineer (SEs) and heading these 16 circles would be issued a charge sheet for minor penalty while those in the rank of executive engineer, sub-divisional officer and junior engineer would be chargesheeted for major penalty. Chief minister Nayab Singh Saini has approved disciplinary action against these officials. Certain chief engineer rank officials will also get a displeasure note from the state government, officials said that samples of ongoing civil works and installation of high density polyethylene pipe were collected for quality check by the office of superintending engineer, vigilance of the irrigation department in November-December 2024. 'The testing was done at IIT, Ropar, NIT, Kurukshetra and Shri Ram Lab at New Delhi. A lot of deficiencies were found in the civil works and the samples did not meet the parameters set by the Indian Standards Code. The testing revealed use of inferior quality material. Also, construction parameters were not met,'' said an official. Officials said that a committee under the lead of chief engineer (coordination) Jai Deep Rao has been constituted to frame chargesheets against the errant officials. Irrigation and water resources minister Shruti Choudhry said that compromise on the quality of construction material will not be tolerated. '48 samples of construction materials used in various ongoing projects of the Irrigation department were collected out of which 18 failed quality tests,' Choudhry said. The minister said some of the projects were nearing completion, a stage where the accountability of officials increases significantly. After repeated complaints, the vigilance wing of the department conducted raids and took samples, she said. Punishment for major penalty under Rule 7 of Haryana Civil Services (Punishment and Appeal) Rules entailed compulsory retirement, dismissal from service, withholding of increment with cumulative effect, withholding of promotion for more than a year, reduction to a lower stage in the pay band or pay scale for a specified period. Punishment for minor penalty under Rule 8 of Haryana Civil Services (Punishment and Appeal) Rules included issuing a warning (with a copy in the personal file), censure, withholding of promotion for a year, recovery of any pecuniary loss caused by negligence or breach of orders, withholding of increment without cumulative effect.

Sanitation workers' wages to be raised by ₹2,100 per month: Haryana CM
Haryana chief minister Nayab Singh Saini on Wednesday announced to increase wages of sanitation workers by ₹2,100 per month. Addressing a gathering in Sirsa to mark the birth anniversary of Sant Kabir Das, Saini also announced to set-up a 100-bed de-addiction centre at the upcoming Sirsa medical college, besides establishing a 30-bed new de-addiction centre near the government hospital in Ellenabad. He also announced expansion of the existing de-addiction center in Dabwali from 10 to 30 beds. The chief minister said that his government has increased the wages of sanitation workers to ₹26,000 per month. Notably, Saini also made similar announcements during the birth anniversary of Maharishi Valmik last year in November during a state-level function in Jind. He also announced to give ₹5 lakh for death on duty of a sanitation worker and ₹10 lakh in case of death while doing sewerage work. 'As many as 5,000 sanitation workers employed through private agencies have now been brought onto the official roles of the respective municipal bodies,' he added. Saini said, Sant Kabir was a torchbearer of India's spiritual values of 'Sarva Dharma Sambhav' (equal respect for all religions) and 'Vasudhaiva Kutumbakam' (the world is one family). Referring to the supreme court's verdict regarding reservation for the deprived scheduled castes (DSC), the chief minister said that the Haryana government has implemented the decision in the state, ensuring that the DSC community received its rightful share. He further said that his government has provided a financial grant of ₹71,000 crore for the marriage of 2.6 lakh women from scheduled caste families living below poverty line under the Mukhyamantri Vivah Shagun Yojana. He said that ₹80,000 is provided to 76,985 beneficiaries from the scheduled castes for house repair. 'The deprived scheduled castes community had to struggle for years to get their rights. This issue was raised several times before the previous governments and no chief minister provided them their legitimate rights,' Saini said. Social justice and empowerment minister Krishan Kumar Bedi leaders from the DSC community were compelled to stage demonstrations, and many protesters even had to go to jail. 'The dream that once remained incomplete has now been fulfilled by the present government, he added.

"Matter of great pride for Haryana": Nayab Singh Saini on Hisar-Chandigarh air service
Chandigarh (Haryana) [India], June 10 (ANI): Haryana Chief Minister Nayab Singh Saini travelled in the inaugural flight from Chandigarh to Hisar on Monday. The Chief Minister called the launch of the new air service a 'matter of great pride for Haryana' and said it would boost development and accessibility in the region. Speaking to the mediapersons after the flight, Saini said, 'Under the leadership of Prime Minister Modi, the country has taken a big leap of development. Work has been done with progress... Today, the work of connecting Hisar to Chandigarh has been done; this is a matter of great pride for Haryana.' The new air service has been scheduled to run twice a week, providing a faster travel option between the state's capital and one of its major cities. The Chief Minister added, 'This flight will run two days a week and our people will get a lot of benefit from it. This is an important step in the direction of the resolution taken by Prime Minister Modi that even a person wearing slippers can travel by air.' He also hinted at future expansion of the service, saying, 'In the coming time, more flights will start from Hisar.' Earlier on Friday, the Chief Minister also announced a series of development projects worth crores of rupees for the Palwal assembly segment, covering sectors such as sports and education. The projects will also boost civic amenities for the region. Addressing a public meeting in Palwal, the Chief Minister announced that an international-level modern sports complex will be constructed in Palwal. In addition, the local indoor stadium will be upgraded with soundproofing for Rs 55 lakh. He also announced Rs 50 crore for the development of basic infrastructure such as parking facilities, rainwater drainage, sewerage systems, and water supply in Sector-21, Transport Nagar. The Chief Minister also announced that 75 roads covering 152 km in the Palwal assembly constituency are currently under warranty and will be repaired by the concerned agencies. In addition, Rs 37.57 crore was sanctioned for repairing eight roads spanning 37.5 km, and Rs 40.18 crore for renovating 26 roads covering a length of 54.5 km. The release mentioned that among other key announcements were Rs 50 lakh for remodelling the Janauli distributors and Rs 13 crore for constructing a VR bridge in five villages. He also announced a 66 KV substation in Mustafabad and a 220 KV substation in the Line Par area of Palwal, subject to land availability. The Chief Minister also announced opening two new schools in Palwal city, following departmental norms and land availability. He announced that a new grain market would be set up outside Palwal city, upon land availability. In Wards 1 to 10, the kutcha streets in residential colonies will be paved. An allocation of Rs 5 crore was announced to construct community centres in villages across the Palwal assembly constituency. (ANI)
