95% people not aware of central schemes in state: Odisha Governor Hari Babu
Addressing a function at the Raj Bhavan on 'Awareness among the people about social security schemes and cyber crime', the Governor said, 'Around 95 per cent people are unaware of the central schemes and their benefits. Not only general public but even government officials at the district level are unaware about the schemes.'
He pointed out that during his visits to various districts for review meetings, he had observed that most government officials failed to respond or give any details regarding central welfare schemes.
Stating that this reflects a serious gap between the common people and the administration, the Governor said it indicates why a majority of people in the state are not availing benefits from central schemes.
Highlighting the importance of schemes like Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Jeevan Suraksha Bima Yojana and Atal Pension Yojana, the Governor said these schemes need annual premium ranging from Rs 20 to Rs 436. 'Most of the people can pay the premium but they are missing out because of poor outreach of the administrative apparatus and awareness,' he added.
Kambhampati further underlined that successful implementation of welfare schemes depended on policy formulation along with effective communication and public participation.
Stating that cyber crimes have emerged as a growing challenge, he advised people to remain alert and informed. He further added that since digital platforms are being increasingly used for accessing government schemes and services, there is a need for increased vigilance and digital literacy.

Delhi High Court questions Centre's jurisdiction to recommend six cuts in ‘Udaipur Files'
The Delhi High Court on Wednesday asked the Union government whether it had the jurisdiction to recommend six cuts in the Hindi film Udaipur Files, which is reportedly based on the 2022 killing of Udaipur tailor Kanhaiya Lal, Live Law reported. A division bench of Chief Justice DK Upadhyaya and Justice Tushar Rao Gedela asked the government whether revisional powers granted by Section 6 of the Cinematograph Act allow the government to pass such an order. 'You have to exercise the powers within the four corners of the statute,' the court said. 'You can't go beyond that.' The film was originally scheduled to be released on July 11. The Delhi High Court had temporarily stayed the release on July 10 and directed the Union government to examine the film's content. The Centre had recommended six cuts to the film, besides directing that it should be released with a disclaimer. On Wednesday, the court questioned whether the Centre's actions ventured into it acting as an appellate authority instead of a revisional authority, The Indian Express reported. Additional Solicitor General Chetan Sharma, representing the Centre and the Central Board of Film Certification, informed the court that the film had passed through a two-stage filter test, PTI reported. First, the censor board recommended 55 cuts, followed by an additional six cuts suggested by the review committee, bringing the total to 61 edits, Sharma said. Kanhaiya Lal killing In June 2022, Lal, a tailor, was killed in Rajasthan's Udaipur for purportedly sharing a social media post in support of suspended Bharatiya Janata Party Spokesperson Nupur Sharma. She had made disparaging remarks about Prophet Muhammad during a television debate in May 2022. The assailants and several other persons accused in the matter were arrested by the Rajasthan Police. A video showed two men claiming responsibility for the killing of Lal as they brandished the cleavers used in the murder. The murder case was investigated by the National Investigation Agency and the persons accused in the matter were charged under the Unlawful Activities Prevention Act. The trial is underway in a Special NIA Court in Jaipur. The High Court had stayed the release of Udaipur Files while hearing a batch of petitions, including one filed by Jamiat Ulama-e-Hind chief Maulana Arshad Madani, seeking a ban on the film. The petitioners had alleged that the film is communally provocative and vilifies the Muslim community.

Centre yet to respond to Uttar Pradesh government's request for Chief Secretary's extension
LUCKNOW: With just a day left for Uttar Pradesh Chief Secretary Manoj Kumar Singh to hang up his boots, uncertainty surrounds his future as the state awaits the Centre's decision on its request to extend his tenure by a year. A 1988-batch IAS officer, Manoj Kumar Singh, was appointed as the state's Chief Secretary on June 30, 2024, replacing Durga Shankar Mishra after the latter's two-and-a-half-year term, which included three extensions. The keenness to retain Singh is evident from the formal request sent to the Centre nearly two weeks ago, seeking an extension of his service beyond the scheduled retirement date of July 31, 2025. In support of its request, the UP government, in its letter, highlighted Singh's involvement in major projects, including the Zero Poverty programme, which he is spearheading. It also cited the upcoming Global Investors Summit and a Groundbreaking Ceremony slated for the end of this year, for which Singh's leadership would be crucial. Moreover, with UP Assembly elections less than two years away, the state government would prefer to avoid any major bureaucratic reshuffle while implementing its key programmes.
