Punjab governor approves various bills including Thalassemia Prevention Bill
LAHORE: The Punjab Governor Sardar Saleem Haider Khan has given assent to several bills passed by the Punjab Assembly.
After the assent of the Governor, different bills become an act and will come into force immediately in the entire Punjab.
As per details, the governor approved the Thalassemia Prevention Bill 2025. The aim of this legislation is early detection, prevention and management of thalassemia and related genetic diseases to reduce the burden of these conditions on the health system.
The governor also assented the Punjab Efficiency and Conservation Agency Bill 2025, the Nexus University, Sialkot Bill 2025, the Nawaz Sharif Institute of Cancer Treatment and Research Bill 2025, the Next Institute of Science and Technology Bill 2025, the University of White Rock Bill 2025 and the Punjab Spatial Planning Authority Bill 2025.
The governor also approved the Punjab Acid Control Bill 2025. He also assented the Finance Amendment Bill 2025.
Moreover, the governor, during a meeting with a delegation of public transport companies, stated that Pakistan remains committed to fostering peace and harmony in the region. He emphasized that the Pakistan Army, Navy, and Air Force have sent a strong message to the Indian government and our military leadership is fully equipped to safeguard the country's integrity.
The governor emphasized the vital role of public transport companies in facilitating safe and efficient travel for citizens to their destinations. He said that drivers should avoid over speeding so that various accidents on the roads could be averted. He said that we all have to play a role for the development, prosperity and stability of the country.

IHC halts FBR tax recovery under Tax Laws Ord, 2025
ISLAMABAD: In a major development, Islamabad High Court (IHC) has stopped the Federal Board of Revenue (FBR) from immediate tax recovery against taxpayers under the controversial Tax Laws (Amendment) Ordinance, 2025. In this regard, IHC has issued an order on Tuesday in favour of the private limited companies (petitioners). The National Assembly Standing Committee on Finance has also categorically conveyed to the Federal Board of Revenue (FBR) that the government has bypassed Parliament for promulgating Tax Laws (Amendment) Ordinance, 2025, and urgently communicated ordinance to the FBR's field formations for recovery from taxpayers. Tax laws bill: NA panel defers Sec 114C until FBR system overhaul According to the order of the IHC, the court has issued notices to the FBR to submit comments and meanwhile, no coercive measure to be taken by the FBR against the petitioners. The petitioners have requested the IHC to declare that the Tax Laws (Amendment) Ordinance 2025, promulgated on May 2, 2025, as Ultra Vires of the Constitution and void ab initio. IHC should declare that sections 138 (3A), 140(6A), 175 C of the Income Tax Ordinance, 2001 (as amended), and section 27 (4) of the Federal Excise Act, 2005 are inconsistent with Articles 4, 8, 10-A, 18, and 25 of the Constitution, hence void. IHC should suspend the operation of impugned Tax Laws (Amendment) Ordinance, 2025 dated 02.05.2025, till pendency of this Writ Petition and restrain the Respondents (FBR) from enforcing or taking any coercive action under the impugned provisions till pendency of this Writ Petition, petitioners added. Climate Action Board Bill approved
Khyber-Pakhtunkhwa government has approved the "Climate Action Board (CAB) Bill 2025." Advisor to the Chief Minister on Information and Public Relations, Barrister Dr Saif, stated that the bill would provide a comprehensive and effective framework to tackle climate change across province. He said that the CAB will be an autonomous financial body, responsible for monitoring and coordinating environmental strategies across all government departments. The board will also be tasked with developing and revising environmental policies, conducting research, assessing performance, and ensuring effective implementation. Furthermore, it will have the authority to collaborate with international organizations, environmental experts, and the private sector to address environmental challenges. Saif added that a special "Climate Action Fund" would be established under the board to financially support environmental projects and encourage eco-friendly initiatives at the local level. He emphasized that the initiative marked the second major environmental project by the Khyber Pakhtunkhwa government, following the success of the Billion Tree Tsunami Project, and aimed to mitigate the risks of climate change while promoting sustainable development. Industries to pay for pollution
Punjab Chief Minister Maryam Nawaz Sharif has approved a comprehensive plan for the restoration, management and reform of the drainage systems throughout the province. The environmental protection department and district administrations have been strictly directed to ensure legal enforcement of the Punjab Drainage and Local Government Acts. A province-wide operation has been approved to prevent the discharge of toxic water and chemicals into Punjab's drains. Under environmental protection guidelines, the 'polluters pay' principle will be strictly enforced, holding polluting industries accountable for environmental damage. A ban has been imposed on the disposal of industrial and municipal waste into all drains across Punjab, including the Hadyara Drain. As a Drainage Restoration and Management Committee commenced implementation of the measures, in the first meeting chaired by Senior Minister Marriyum Aurangzeb, a detailed briefing was given on the Hadyara Drain. The environmental protection department was tasked with strict enforcement actions around the Hadyara area. A crackdown will be initiated against factories that fail to install water treatment plants and continue to discharge chemical waste into the drain. The health department was instructed to submit a report and plan regarding public health conditions around Hadyara. WASA, along with the departments of industry and irrigation were directed to take immediate action to improve the conditions. A survey of the drainage system across the province will be conducted to identify flaws and propose solutions. Approval was granted for a plan to repair and upgrade the drainage system. Moreover, it was decided to enhance the wastewater management infrastructure through a public-private partnership (PPP) model. The provincial senior minister said key environmental projects have been included in the Annual Development Programme (ADP). Meanwhile, during a meeting with Punjab Assembly Members Muhammad Ahmed Khan Leghari and Naeem Akhtar Khan Bhabha to discuss welfare projects, public problems and development issues of their constituencies, Chief Minister Maryam Nawaz termed education and financial independence of the youth her top priorities. She said, "We want to bring benefits of development to every section of the province." The MPAs thanked the chief minister for starting the construction and expansion project of the Multan-Vehari road. Chief Minister Maryam Nawaz Sharif directed the authorities concerned to start classes in the Vehari Girls College after the summer break. She also directed the authorities to launch a water supply scheme for Fort Munro. In her message on the Global Day of Parents, Chief Minister Maryam Nawaz said, "Today, do remember those children whose parents sacrificed their precious lives for the security of our beloved homeland." She added, "I also pay tribute to those parents whose children were martyred."
