
Chandigarh administration has more IAS officers than sanctioned posts
Chandigarh: The Chandigarh administration, infamous for its top-heavy babudom, now has more IAS officers posted than the sanctioned IAS posts in the city. According to the Jan 3, 2025 notification of the Govt of India, 'The Indian Administrative Service (Fixation of Cadre Strength) Amendment Regulations, 2025', there are 11 sanctioned posts for IAS officers in the city.
Of these, the secretary-level posts are only six, but the UT has 13 such officers currently.
After the latest joining of three new IAS officers, the total strength of the IAS officers with the UT increased to 12. This includes one IAS officer posted as municipal commissioner, who is also holding the charge of secretary, rural development and panchayats. In addition, there is also a Central Secretariat Service (CSS) officer serving as Secretary of the Social Welfare Department.
Consequently, there are 13 secretary-level officers in the UT administration.
In contrast to the fully filled IAS posts, there is a shortage of staff lower down the hierarchy. For instance, in the education department, there are 1,500 posts vacant. Of these, only recently, the administration started the recruitment process for 993 posts.
Earlier this week, three officers - Swapnil M. Naik, Pradeep Kumar, and Mohamed Mansoor - joined the Chandigarh administration.

Naik, an AGMUT officer of the 2009 batch, was assigned the charge of Secretary, Hospitality, relieving Anuradha S Chagti of the charge. He was also given the charge of Chairman, CITCO, relieving Ajay Chagti of the charge. In addition, he was appointed as Officer on Special Duty (OSD), Personnel.
Pradeep Kumar, a 2013 batch officer of the AGMUT cadre, has been posted as Special Commissioner, MC. In addition, he has been assigned the charges of Secretary, Agriculture, and Secretary, Animal Husbandry and Fisheries, relieving Hari Kallikkat of these charges.
The third officer to join the UT, Mansoor, has been assigned the charge of Secretary, Cooperation, and Secretary, Food and Supplies, relieving Prerna Puri of these charges.
He has also been appointed as Secretary, Excise and Taxation, relieving Ajay Chagti of the charge.
Questions have been repeatedly raised over the utility and efficacy of the 'large' IAS strength in the UT administration. "For most of its history, including the 2010s, the city was run by three senior IAS officers – UT adviser (now renamed as chief secretary), home secretary, and finance secretary.
But slowly, the number of IAS officers increased. So, now we have a secretary being posted as OSD or having main charges of Agriculture and Animal Husbandry, both of which have a very small footprint in an urban area like Chandigarh," said a retired IAS officer who didn't want to be named.
A senior UT official, however, contended, "We have IAS officers heading multiple departments and are overburdened. The posts are sanctioned by the central govt. There are 11 posts sanctioned, and 11 IAS officers have been posted. The MC commissioner post is not counted in these 11 sanctioned posts."

Madras HC suspends one-month prison sentence of senior IAS officer
CHENNAI: A division bench of the Madras High Court on Thursday suspended the one-month simple imprisonment imposed on IAS officer Anshul Mishra by a single judge last month after finding him guilty of contempt of court. The bench comprising justices MS Ramesh and V Lakshminarayanan passed the interim orders on the appeal, filed by Mishra, challenging his conviction. It can be recalled that the single judge himself had suspended the sentencing for a month to provide time for the officer to prefer an appeal. The division bench on Thursday directed Mishra to deposit Rs 25,000 within three weeks and adjourned the next hearing on the appeal petition to July 21. The single judge found the officer guilty of contempt on finding that its order, issued in November 2023 to consider the petitions of two elderly siblings, was not complied with by Mishra in his capacity as the member secretary of Chennai Metropolitan Development Authority. The siblings had been fighting for long to retrieve a small portion of their land that was acquired by the Tamil Nadu Housing Board but was not utilised.

Major shake-up in T babudom, Harichandana named Hyd collector, Lokesh new CCLA
1 2 3 4 Hyderabad: Telangana govt on Thursday transferred 36 IAS officers, including top bureaucrats and several district collectors, in a major reshuffle—the largest bureaucratic overhaul in the past one year since the Congress assumed power in Dec 2023. Posts in revenue, energy, Hyderabad collectorate, and Delhi coordination saw high-profile changes, hinting at an administrative reset designed to bolster CM Revanth Reddy's social justice, land reform, and national coordination agenda. Significantly, Navin Mittal, principal secretary of the revenue department for the last two years, has been shifted to the energy department. His replacement, DS Lokesh Kumar (from panchayat raj and rural development), has been given full additional charge as revenue secretary and chief commissioner of land administration (CCLA)—a sensitive post linked to the contentious land records and Bhu Bharati issues. In a high-visibility swap, Hyderabad district collector Anudeep Durishetty was moved to Khammam, while Dasari Harichandana, currently special secretary in roads and buildings, was named as the new Hyderabad collector—administratively crucial post. District collectors of Medchal Malkajgiri, Siddipet, Nizamabad, Sangareddy, and others were also changed. Chekka Priyanka is the new I&PR commissioner. 85 if not 100: e-bus plan in limbo, UT ready to settle for less
1 2 Chandigarh: Facing the imminent phasing out of 100 diesel buses and struggling to get 100 e-buses as their replacements for more than a year, the Chandigarh administration will now send a fresh proposal for procuring 85 new e-buses to the central govt. A UT official said the Transport Department would again prepare a detailed proposal and submit it to the Ministry of Home Affairs. Recently, the officers of the Transport Department also went to Delhi and held a meeting regarding the purchase of buses. "Under the current circumstances, the administration will float fresh tenders on its own. The terms and conditions will be the same as those set by the central govt. The tender will be floated after approval from the competent authority. From the start of the tendering process to the delivery of buses, it will take at least six months," said a UT official. The urgency for procuring the buses stems from the fact that out of the 358 diesel buses, 100 will complete their 15-year service limit by November this year, and these will have to be phased out. The process to replace these 100 diesel buses with e-buses started a couple of years ago. "The buses were being purchased under a central govt scheme, and even the tendering process was completed last year. But since then, litigation plagued the execution of the tender. Even if the tender materialises now, we are still unlikely to get the 100 buses before November," said the official. The new 100 e-buses were to be ultra-low entry (ULE) vehicles of 12m length. The existing e-buses with CTU are 9m long and of low entry. The 100 buses were being availed under the 'PM e-Bus Sewa' scheme. Earlier, e-buses were availed under phase II of the FAME (Faster Adoption and Manufacturing of Electric Vehicles) India Scheme of the central govt. In the tendering process for the new e-buses, which concluded in March 2024, the lowest bid was Rs 61.8 per km.
