Hyderabad: Telangana govt on Thursday transferred 36 IAS officers, including top bureaucrats and several district collectors, in a major reshuffle—the largest bureaucratic overhaul in the past one year since the Congress assumed power in Dec 2023.
Posts in revenue, energy, Hyderabad collectorate, and Delhi coordination saw high-profile changes, hinting at an administrative reset designed to bolster CM Revanth Reddy's social justice, land reform, and national coordination agenda.
Significantly, Navin Mittal, principal secretary of the revenue department for the last two years, has been shifted to the energy department. His replacement, DS Lokesh Kumar (from panchayat raj and rural development), has been given full additional charge as revenue secretary and chief commissioner of land administration (CCLA)—a sensitive post linked to the contentious land records and Bhu Bharati issues.
In a high-visibility swap, Hyderabad district collector Anudeep Durishetty was moved to Khammam, while Dasari Harichandana, currently special secretary in roads and buildings, was named as the new Hyderabad collector—administratively crucial post. District collectors of Medchal Malkajgiri, Siddipet, Nizamabad, Sangareddy, and others were also changed.
Senior bureaucrat Shashank Goel was appointed resident commissioner in Telangana Bhavan, Delhi.
The incumbent, Gaurav Uppal, will now handle coordination with the govt of India on central projects and schemes.
Other transfers include: N Sridhar (SC development) moved to panchayat raj; he retains charge of mines and geology, Jyothi Budha Prakash takes over SC development and planning, while Hanmanthu, former Nizamabad district collector, now heads stamps and registrations.
Sangareddy distirct collector Valluru Kranthi was made MD of Telangana Tourism Development Corporation, replacing IPS officer Prakash Reddy.
Information and public relations department saw a shuffle too. Commissioner S Harish, recently posted to TG Genco, was relieved of I&PR and revenue (disaster management) duties. Chekka Priyanka is the new I&PR commissioner.
The other notable changes were: E Naveen Nicolas, secretary of Telangana Public Service Commission (TGPSC), now heads the school education department, as Priyanka Ala replaces him as secretary, TGPSC.
GHMC additional commissioners Killu Sivakumar Naidu and Sneha Shabarish were shifted. Sivakumar, facing cadre issues, goes to irrigation; Sneha becomes Hanumakonda district collector, while P Praveenya (Hanumakonda) moves to Sangareddy as collector.
Medchal district collector Gowtham Potru is now director (projects and personnel), SCCL; replaced by Mikkilineni Manu Choudary. T Vinay Krishna Reddy (Nizamabad) and K Hymavathi (Siddipet) round out the new collector postings.

The TMC MP's comments come after the Supreme Court, on Thursday, reserved its order on petitions challenging its August 11 directive to remove all stray dogs from Delhi-NCR streets and confine them permanently in shelters. Instead of permanently shifting the dogs to shelters, Mahua Moitra appealed to the Supreme Court 'to return to a system of sterilisation and community care.' On August 11, the Supreme Court directed all stray dogs in Delhi and NCR cities (Noida, Gurugram, Ghaziabad, Faridabad) to be shifted to shelters within eight weeks. The court also warned of legal action against those obstructing the process. The apex court's order also bars captured dogs from being released back into their original areas, diverging from the existing Animal Birth Control (ABC) Rules, 2023 The SC asked for facilities with sterilisation, vaccination, and CCTV monitoring to house dogs safely. SC's order sparked a wave of protests across Delhi NCR, with animal activists criticising the move. After petitions challenged the August 11 ruling, the matter was placed before a new three-judge bench. On August 14, the SC reserved its interim order while criticising local bodies for failing to implement sterilisation programmes effectively.

HYDERABAD Working president of Bharat Rashtra Samithi (BRS) K.T. Rama Rao said there's no future to the Future City being planned by the Congress government as it is only in the imagination of Chief Minister A. Revanth Reddy and aimed at giving away the Pharma City lands to his friends and family members for their interests. In a statement, Mr. Rama Rao said on Sunday that Mr. Revanth Reddy's efforts would not fructify as the lands acquired for industrial needs could not be used for real estate development. He stated that he had warned the State government in 2023 itself in the Assembly that the land use was not transferable. He observed that lack of vision of the Revanth Reddy government had wasted public money and huge investments in the pipeline for Pharma City had gone back along with large-scale employment opportunities following pushing Pharma City into cold storage. Even the farmers who had given up their lands for the purpose were feeling let down as they were hoping for jobs for their family members in Pharma City. He said the Chief Minister had scrapped the prestigious Pharma City project taken up by the K. Chandrasekhar Rao government and planned imaginative and fictitious Future City project, forgetting the fact that the land acquired for a specific purpose under the 2013 Land Acquisition Act could not be transferred for another purpose, particularly the real estate business. The government had spent crores on the public relations exercise to promote Future City and was facing legal issues. The BRS government had prepared plans for the Pharma City in 20,000 acres in the limits of 56 villages and convinced several farmers who were against giving up lands.

However, KTR expressed outrage that while the Congress party promised to return every single acre of land acquired for Pharma City to the farmers, Revanth Reddy's government is now betraying them by attempting to turn the same land into a real estate business for his family members and friends. He stated that the future of the land allocated for pharma companies has become uncertain. He warned that the government's actions are against the public interest and will cause harm to the people, especially the farmers. KTR demanded that the government immediately respond and provide clarity to the public and farmers. He also made it clear that if the government fails to do so, the BRS party will fight on behalf of the farmers.
