Govt staff JAC defers strike plan after cabinet accepts key demands
Hyderabad: The govt employees joint action committee (JAC) has indefinitely postponed their strike scheduled to be launched from June 9 following the state cabinet's decision to release two DAs and accept some of their main demands such as health cards and transfers. The JAC will meet again by the end of the month after the cabinet decisions are formally documented to decide their future course of action. JAC secretary general Eluri Sreenivasa Rao told TOI that the announcement of two DAs, govt agreeing to clear Rs 700 crore per month in pending bills of employees, constitution of a medical invalidation committee, health cards, a departmental promotion committee for transfers and recognition of employees' unions were some of the main demands of the JAC that have been agreed to by the govt. "As a result, the JAC has decided to indefinitely postpone its strike call. However, the govt did not announce anything about our other main demands such as 51% fitment (Pay Revision Commission) and reverting to the old pension system. "A decision on increasing the retirement age of govt employees was kept pending, anticipating severe backlash from the students and unemployed youth. The govt is of the opinion that no step should be taken at this juncture which may antagonise the youth, who are happy with the incumbent govt giving nearly 60,000 jobs in its first year of office. A decision on the age of superannuation may be taken after panchayat and municipal polls, but only after giving job notifications for at least another 30,000 govt posts," said the source. Regarding the employees' demand for reverting to the old pension system, an election promise of the Congress, sources said the govt may make an announcement about it only in the last year of its present term or a few months before the next assembly elections. Hyderabad police arrest Rajasthan teen for posing as IAS, IPS officers to swindle money from their contacts
The Hyderabad police Wednesday announced the arrest of a 19-year-old man from Rajasthan for allegedly impersonating senior Indian Administrative Service (IAS) and Indian Police Service (IPS) officers online and fraudulently obtaining money from their contacts. They said he was involved in two similar cyber fraud cases in Telangana. The accused, identified as Arbaj Khan, is a resident of Bahadurpur Patti Meeran in Alwar of Rajasthan. He was arrested based on a complaint from senior Telangana IAS officer Navin Mittal. The probe found that the accused created fake Facebook and Whatsapp accounts in the name of IPS and IAS officers, cheated their colleagues, and extorted money from them. In one instance, the accused allegedly tricked one of Mittal's friends into sending Rs 99,000 by claiming to be selling household items. According to the police, the fraudulent account was used to send friend requests and solicit money from the complainant's friends and relatives. The accused also allegedly used the complainant's photographs to create multiple fake profiles, falsely claiming to be a Central Reserve Police Force (CRPF) officer, and sent inappropriate and misleading messages. He was creating fake DPs and collecting money, the police added. A mobile phone used in the commission of the crime has been seized. The Hyderabad cybercrime police registered a First Information Report (FIR) under sections 66 C, 66 D (cybercrimes involving identity theft and cheating by personation using computer resources) of the Information Technology Act, and 318(4) (cheating), 319(2)(cheating by personation) of Bharatiya Nyaya Sanhitha (BNS). The accused was brought to Hyderabad on a transit warrant and remanded in judicial custody by a local court Wednesday. The police issued an advisory to the public to remain vigilant and not fall prey to messages or friend requests on social media platforms that claim to be from senior government officials and request money.

Employees' JAC distances itself from political parties, leaders
Hyderabad: The Telangana govt employees' joint action committee (JAC) has stated that they do not have any links with any political party or its leaders. The JAC will continue its democratic course of action to exert pressure on the Congress govt to implement their long-pending demands. "The talks with the IAS officers' committee, led by Navin Mittal, have been completed. The committee also briefed about their consultation process and priority demands of the JAC to deputy chief minister Bhatti Vikramarka recently. Bhatti is expected to meet the committee members and also some of the members of the JAC soon. "We welcome the support extended by BRS to the long-pending demands of the employees. However, the JAC is a non-political umbrella of employees and pensioners. We neither favour nor will follow any political party, and we will not tolerate or allow any attempt to create a rift between employees and the govt," JAC secretary general Eluri Sreenivasa Rao told TOI. There is no link between the JAC and such leaders," Sreenivasa Rao said. The JAC has made it clear to the Mittal committee that the employees would go on strike from June 9 if at least some of their demands, like the release of pending Dearness Allowances (DAs) and pending bills, the announcement of the date on which the govt would seek the PRC report, and clarity on reverting back to the old pension system, were not met. Sources said the govt was also in a positive mood to implement some of the financial and non-financial demands of the JAC. "The possibility of the govt releasing one is not being ruled out. While one DA could be released immediately after talks with the JAC, an exact date is likely to be given for the release of another DA," the sources said. Additionally, the govt might concede to a few other non-financial demands, such as general transfers, reverting employees to their place of posting before they were transferred during elections, and issuing orders for promotions. Officials said the release of a DA would cost 300 crore to the state. Some of the pending bills of the employees would also be released, and a committee is likely to be constituted to look into the health cards and new rates for medical treatment and reimbursement.

Kerala agency to forensically audit Dharani portal
HYDERABAD: The state government has expedited steps to conduct a comprehensive forensic audit into alleged irregularities involving the use of the Dharani portal — the integrated land revenue records management system — during the BRS regime. According to credible sources, a Kerala-based state-run investigative agency has been given in-principle approval to conduct this high-level investigation. During the recent Assembly session, the state government announced its plan to launch a forensic audit into disputed transactions processed through Dharani. Although the government has since replaced the Dharani portal with the newly introduced Bhu Bharati, it has retained the necessary data required for the investigation. The purpose of the audit is to establish a detailed transaction history of the disputed land deals. The key points the audit will focus on include: who was involved in the transactions; the specific locations and times of the deals; the roles of officers; and any suspicious IP addresses or login details associated with the transactions. The forensic audit will also examine the parties involved and seek to clarify the circumstances surrounding these land transfers. 20,000 land transactions likely to be examined The forensic audit is expected to examine between 15,000 and 20,000 suspicious land transactions across the state. However, primary focus will be on the districts of Hyderabad, Rangareddy and Medchal, where most of the irregularities are believed to have occurred. Sources said Revenue Minister Ponguleti Srinivasa Reddy directed Chief Commissioner of Land Administration (CCLA) Navin Mittal to hold a meeting with the investigative agency, which is expected to soon launch the probe, to discuss the modalities and aspects to be examined.

Senior IAS officer in Hyderabad files complaint over FB impersonation scam
Hyderabad: Senior IAS officer Navin Mittal has lodged a police complaint against unidentified fraudsters who created fake Facebook profiles using his name and photographs to deceive his contacts. The scam led to one of Mittal's acquaintances being duped into transferring ₹99,000. Following the complaint, the Hyderabad cyber crime police registered a case under relevant sections of the IT Act and the Bharatiya Nyaya Sanhita and launched an investigation. According to the complaint, the fraudster set up a fake Facebook account using Mittal's photos and personal details. On May 11, the impersonator tricked Manish Agarwal, a friend of Mittal, into sending ₹99,000 by falsely claiming to be selling household items on behalf of the IAS officer. 'The imposter is not only causing financial loss but also emotional distress by repeatedly targeting my personal contacts,' Mittal said in his complaint. He urged the police to take strict action against the fraudsters and also called out Facebook India for failing to prevent such impersonation despite existing safeguards. Acting on the complaint filed on May 12, the cyber crime police registered a case under sections 318(4) (cheating and dishonestly inducing delivery of property) and 319(2) (cheating by personation) of the BNS, along with sections 66C and 66D of the IT ct. An investigation is underway to identify and apprehend the culprits using their digital trail.
