PAD to distribute 10,000 subsidised tractors to farmers

LAHORE: The Punjab agriculture department is all set to invite applications for second phase of the green tractor programme to distribute 10,000 locally manufactured 50-65 horse power tractors among the farmers.
The subsidy extended on these tractors will be Rs 500,000 per tractor. While under another scheme, 10,000 tractors (75 HP and above) both made locally or imported will get Rs 1 million subsidy. Meanwhile, under the wheat incentive support program, all 1,000 tractors are ready, 700 have already been delivered, and the remaining 300 will be delivered within two weeks.
Punjab Agriculture Minister Syed Ashiq Hussain Kirmani announced this while presiding over a high-level meeting held at the Agriculture House on Wednesday. The meeting reviewed ongoing and new development projects under the Chief Minister Punjab 'Transforming Punjab Agriculture' program. Parliamentary Secretary for Agriculture Usama Khan Leghari and Secretary Agriculture Punjab Iftikhar Ali Sahoo also participated.
Highlighting various measures taken by the sitting government for agriculture, the Minister stated that under the wheat support program, Rs. 12 billion have already been distributed among farmers. He said the fiscal year 2025–26 will be a year of growth and prosperity for farmers.
He shared that in the first phase of kissan card program, 500,000 cards were issued, and 98 percent recovery has been achieved. Under this phase, Rs. 55 billion were allocated for interest-free agricultural loans, 85 percent of which were used for purchasing fertilizers. The kissan card is a flagship initiative of the Punjab government, and the number of cardholders needs to increase to ensure timely procurement of agricultural inputs.
In the second phase, Rs. 100 billion were allocated, of which Rs. 84 billion have already been disbursed and Rs. 35 billion utilized by farmers. Through this phase, farmers can purchase diesel, fertilizers, seeds, and pesticides without processing charges.
Regarding Model Agriculture Malls, he informed that 98 percent of the construction work of four agri malls has been completed. In the next phase, 10 more such malls will be established across Punjab. In the second phase of the agriculture graduates internship program, 2,000 additional graduates will be hired.
Under the solarisation of agri tube wells program, revised letters have been issued to 7,988 selected farmers. Inspection of 7,670 sites is complete, and 652 tube wells have been installed. The process will conclude by September 2025. The first and second phases of supplying super seeders under the smog control program have been completed. A total of 5,000 super seeders will be distributed before the rice harvest in September this year, with rural areas near the motorway given priority for the remaining 2,000.
In the fiscal year 2025–26, under the hi-tech mechanization financing program, 11 types of new modern machinery will be provided to farmers on subsidy. Around 1,000 machines will be distributed, with Rs. 30 billion allocated for this purpose. Service providers/farmers will be offered interest-free loans of up to Rs. 50 million, repayable in five years. The meeting was also attended by Special Secretary Agriculture Agha Nabeel Akhtar, Director Generals Chaudhry Abdul Hameed, Naveed Asmat Kahloon, Engineer Sajid Hassan, Rana Tajammul, and other officials.

PSO FY25 – strong earnings despite sales slump

Pakistan State Oil (PSX: PSO) closed FY25 with earnings up 32 percent to Rs21 billion in FY25. This improvement in the bottom line came despite a decline in revenues, as net sales contracted 12 percent to Rs3.15 trillion against Rs3.57 trillion in the previous year. The contraction was largely attributed to a fall in petroleum product prices coupled with lower sales volumes, with motor spirit and high-speed diesel volumes slipping 4 percent and 5 percent year on year, respectively, while furnace oil volumes dropped sharply by 47 percent. On the other hand, the RLNG business provided some stability as PSO handled over 110 cargoes during the year. Despite topline pressures, PSO managed to improve gross margins to 3.1 percent in FY25 from 2.7 percent a year earlier, primarily due to reduced inventory losses. In the fourth quarter, however, margins eased to 2.9 percent compared to 3.2 percent in the prior quarter as inventory losses resurfaced. Finance costs were a major source of relief, falling 36 percent year on year, as the company benefitted from lower interest rates and reduced borrowings. The tax burden, however, remained heavy, with an effective tax rate of about 60 percent in FY25 compared to 62 percent in FY24. In the last quarter alone, the effective tax rate reached 61 percent, continuing to weigh down the net margin, which stood at 0.7 percent for the year versus 0.4 percent previously. PSO maintained a dividend payout of Rs 10 per share, in line with FY24, implying a payout ratio of 22 percent. On the balance sheet side, trade debts improved to Rs 437 billion at the end of June 2025 reflecting stronger collections. Overall, PSO's FY25 performance underscored a recovery in earnings despite subdued operational momentum. The company delivered higher profits lower borrowing costs, and reduced inventory losses, even as revenues fell due to weaker product prices and volumes. With structural decline in furnace oil consumption and continued taxation pressures, PSO still faces headwinds. Yet, improved liquidity, better collections, and tighter debt management have placed the company on firmer ground, with future performance hinging on sustaining these financial efficiencies, managing inventory risks in volatile oil markets, and addressing the long-standing challenges of receivables and circular debt.

KARACHI: The Pakistan Stock Exchange (PSX) extended its record-setting rally on Tuesday, buoyed by earnings optimism, rupee stability, and strong institutional activity from both local and foreign investors. The benchmark KSE-100 Index closed at an all-time high of 149,770.75 points, up 1,574 points or 1.06 percent compared to the previous session's close of 148,196.42 points. The index hit an intraday high of 150,323 points before settling lower on mild profit-taking. The BRIndex100 advanced by 76.46 points, or 0.51 percent, to close at 15,179.53 points with volumes of 593.37 million shares. Meanwhile, the BRIndex30 added 80.95 points, or 0.19 percent, settling at 42,700.26 points on a turnover of 334.74 million shares. Topline Securities observed that the bullish momentum from previous sessions persisted, buoyed by robust institutional inflows, particularly in the banking and cement sectors. A Topline analyst noted that cement sales have shown strong momentum in August 2025, with earnings likely to exceed expectations. The rally was largely driven by index heavyweights including Bank AL Habib (BAHL), United Bank Limited (UBL), Lucky Cement (LUCK), Meezan Bank (MEBL), and Engro Corporation (ENGRO), which collectively contributed 1,306 points to the index's upward trajectory. Market participation also reflected this bullish sentiment. The ready market turnover rose sharply to 809 million shares against 610 million shares a day earlier, with a traded value of Rs 48.4 billion as compared to Rs 39.17 billion. Market capitalization also expanded to Rs 17.771 trillion from previous session's 17.639 trillion, the addition of Rs 132 billion in a single day, reflecting renewed investor confidence. On the corporate board, WorldCall Telecom led the volumes chart with 52.3 million shares that closed the day at Rs 1.45, followed by Bank of Punjab with 46.0m and settled at Rs 14.76 and Fauji Cement with 43.7m and ended the day at Rs 53.48. Among major movers, Bhanero Textile Mills gained Rs 92.78 to close at Rs 1,020.56, while The Thal Industries Corporation rose Rs 53.85 to settle at Rs 623.85. On the downside, PIA Holding Company Limited (B) shed Rs 303.10 to close at Rs 27,698, and Unilever Pakistan Foods lost Rs 121.75 to end at Rs 31,778.25. The broader market also displayed resilience, with 265 companies closing higher, 194 lower, and 24 unchanged out of a total 483 traded. The BR Automobile Assembler Index settled at 24,053.82 points, registering a modest gain of 29.01 points or 0.12 percent, with a trading volume of 4.25 million shares. The BR Cement Index advanced to 12,425.84 points, rising by 356.78 points or 2.96 percent, on a robust turnover of 116.75 million shares. The BR Commercial Banks Index surged to 45,412.65 points, showing an increase of 1,149.52 points or 2.6 percent, with 83.49 million shares changing hands. In contrast, the BR Power Generation and Distribution Index slipped to 22,366.28 points, down by 290.12 points or 1.28 percent, on a volume of 37.01 million shares. Similarly, the BR Oil and Gas Index ended lower at 12,853.71 points, shedding 104.24 points or 0.8 percent, with a turnover of 33.35 million shares. Meanwhile, the BR Technology & Communication Index closed at 3,314.30 points, declining by 24.12 points or 0.72 percent, as 97.81 million shares were traded. According to Senior Analyst Ahsan Mehanti, the stock market closed at an all-time high as investors responded positively to the robust economic outlook projected by international rating agencies. He noted that Fitch has forecasted Pakistan's GDP growth at 3.5 percent for FY27, while Moody's upgrade further strengthened sentiment. Mehanti added that the government's plan to reduce the circular debt burden by Rs 2.6 trillion, along with encouraging export figures, rising cement dispatches, and continued rupee stability, acted as key catalysts in driving the PSX to its record close. With the benchmark scaling new peaks, investors are now eyeing the 150,000-point mark as the next key psychological barrier, with institutional flows likely to dictate short-term direction. Star Hydro case: CPPA-G files appeal in UK

ISLAMABAD: The Central Power Purchasing Agency-Guaranteed (CPPA-G) has filed an appeal with regard to the case of Star Hydro Power Company Limited (SHPL) before August 22, 2025, sources told Business Recorder. Sharing the details, sources said, London High Court of Justice, upon dismissing the Star Hydro Power Limited's interim anti-suit injunction application, granted permission to appeal the said dismissal before the Court of Appeal. The London Court of Appeal, vide its order dated July 24, 2025, has allowed the appeal filed by SHPL while granting injunction sought by SHPL whereas no permission to appeal the Order has been allowed to the Power Purchaser. A meeting chaired by Law Minister Azam Nazir Tarar on the disputes with M/s SHPL was convened at Ministry of Law and Justice on August 4, 2025, whereby it was decided to challenge the order before the UKSC in the event that Foreign Counsel already engaged in the proceedings 'the Counsel.' so advises. The CPPA-G is now in receipt of the advice of the Counsel whereby it is recommended that NTDC/CPPA-G should apply for permission to appeal to the UKSC before August22, 2025. The Counsel - Toby Lando England - has shared its fee quotation to file the permission to appeal. Bearing the paucity of time to file the appeal before UKSC, it is important to engage the Counsel to proceed further in the matter. Pursuant to the Standard Operating Procedures (SOPs) for engagement of Foreign Law firms/lawyers in Foreign Litigation/Arbitration on behalf of Government of Pakistan issued by the Office of the Prime Minister of Pakistan and circulated on February 17, 20 issued by the Ministry of Law and Justice (the 'SOPS'), in the event of foreign litigation or arbitration involving the state or its instrumentalities, the Ministry of Law and Justice is to constitute a committee chaired by the Attorney General for Pakistan to select a suitable foreign counsel to represent the state/its instrumentality, settle the terms and conditions of said counsel's engagement, and approve the engagement contract/letter for said counsel's engagement. Bearing the gravity involved in the matter which has been dealt with by the Counsel, and limitation of a short time to file the appeal against the Order, approval for the engagement of the Counsel to represent CPPA(G)/NTDC before the UKSC was sought. The dispute dates back to September 2022 when Star Hydro initiated arbitration under the GoP Guarantee after the National Transmission and Despatch Company (NTDC) — the state-owned power off-taker—refused to honor an earlier arbitration award. That award ordered NTDC to pay significant sums for liquidated damages caused by delays in the project's commercial operation date. The amounts included: (i) Rs. 2.02 billion in delay-related invoices; (ii) $16.45 million in principal damages; (iii) $2.73 million in partial legal costs; and (iv) £51,180 in arbitration costs. These remain unpaid. Under the terms of the MIGA guarantee, Pakistan is obligated to pay the awarded amounts. If it fails to do so within 180 days, MIGA would be required to compensate the investor, creating an international obligation for Pakistan. The MIGA has never had to pay a claim under its breach of contract risk in its history. Should that change, the implications for Pakistan could be significant, both financially and diplomatically. The Finance Ministry is therefore weighing a negotiated settlement to mitigate potential long-term consequences and uphold Pakistan's international financial commitments, the sources added. Managing Director PPIB, Shah Jahan Mirza gave a detailed presentation to the meeting presided over by the Law Minister, on the nature of dispute between Star Hydro Power Limited) and National Transmission & Despatch Company recently renamed as National Grid Company (NGC)/CPPA and financial impacts of the claims made by SHPL in all three arbitrations before LCIA and related legal proceedings before Lahore High Court and UK Courts. Other participants of the meeting also gave their respective input into the deliberations. After thorough discussions and deliberations following pertinent decisions were made with consensus: (i) given the status of these LCIA arbitrations and related legal proceedings in UK courts, designated officials of Power Division, Ministry of Finance, SIFC, NGC/CPPA and PPIB will immediately engage with SHPL through MIGA's good offices, and negotiate in good faith an amicable settlement of all disputes and officials of International Dispute Unit (IDU), AG office, and Ministry of Law & Justice who will extend all possible support in such negotiations and drafting of Settlement Agreement; (ii) if SHPL agrees, GoP and SHPL may agree to enter into an Agreement for Stay of Proceedings whereby proceeding pending before LCIA will be put on hold for the negotiations to be concluded within a specified time period; (iii) if foreign counsel of CPPA/NGC so advises that an Appeal must be filed before Supreme Court of the United Kingdom (UK SC) against the judgment of Court of Appeals which anti-suited NGC/CPPA in relation its application under the Recognition and Enforcement (Arbitration Agreements and Foreign Arbitral Awards) Act, 2011 before Lahore High Court, NGC/CPPA as a fallback position will finalize the draft of Appeal and will cause it to be filed on or before22nd August 2025 only in case negotiations with SHPL either fail or remain pending till August 18, was decided that in order to save cost of counsel fee for filing of Appeal before UK SC, NGC/CPPA should engage a counsel who charges relatively lower fee and later if need arises, original counsel may be engaged again for final arguments; and (iv) pending negotiations with SHPL or in case such negotiations fail during the period as agreed under the Agreement for Stay of Proceedings or otherwise, the AG office/PPIB shall continue to take all necessary actions to vigorously defend GoP in both LCIA Arbitrations.
