No 'BMW-standard' toilet, no licence, says JB city council
The Johor Baru City Council (MBJB) introduced a new condition requiring all 7,435-food premises, including cafes and restaurants in its council's jurisdiction, to achieve at least a four-star toilet cleanliness rating under its Bersih, Menawan dan Wangi (clean, attractive, and fragrant) standard to qualify for business licence renewal starting this year.
Raising the bar on toilet hygiene, the standard, cheekily abbreviated as BMW, shares its initials with the German luxury marque — but now represents premium toilet standards, not high-end cars.
The initiative was first coined last year in Putrajaya by the Housing and Local Government Minister Nga Kor Ming, under its BMW-i smart toilets initiative.
The smart public toilets incorporated advanced features such as built-in automatic bidets, automatic floor-cleaning machines, automatic doors for people with disabilities (PWD) toilets, and automated customer feedback systems.
MBJB mayor Datuk Mohd Haffiz Ahmad said the ruling, approved by the council's administration, is part of an initiative to raise public hygiene standards, in line with national toilet rating guidelines.
"The move signals a strict no-excuse approach to public cleanliness and hygiene, placing toilet conditions front and centre in the food industry's compliance requirements.
"This will apply to all food outlets, 24-hour or otherwise. If the toilet fails to meet BMW criteria, the business licence will not be renewed or may be suspended until compliance is achieved," he said after MBJB's full council meeting at Menara MBJB today.
He added that the council's licensing department will distribute self-audit BMW toilet checklists for operators to complete before official inspections.
Outlets failing the assessment must carry out cleaning or upgrades to meet the required standard before renewal applications can proceed.
"Enforcement action under existing by-laws will also apply where necessary.
"We want a cleaner city, and business owners must take responsibility for hygiene inside and outside their premises," Haffiz said.
The move signals MBJB's stricter approach to enforcing sanitary standards in public-facing businesses, amid increasing scrutiny of food safety and public hygiene.

Nga also proposed that the event be held annually to honour the dedication and contributions of cleaning workers in the country. He said the work of cleaning personnel was noble and urged society to shift its perception and extend proper respect to the sector. Commenting on enforcement measures, he said the Solid Waste Management and Public Cleansing (Amendment) Bill 2025, which was passed in the Dewan Rakyat last week, would enable courts to impose fines and community service orders on individuals found guilty of littering in public areas. 'Therefore, I urge all Malaysians to be more responsible about cleanliness, not out of fear of punishment but out of love for the country. Let us cultivate a sense of collective responsibility for a cleaner, healthier and more prosperous future,' he said. Stalled housing project revived
Back on track: Residensi Hektar Gombak, which had been left idle since 2018 due to various issues, involved 2,400 residential units and was among the largest abandoned housing projects in the country. — Bernama KUALA LUMPUR: Restoration works on the Residensi Hektar Gombak project have commenced and are expected to be completed by 2027, said Housing and Local Government Minister Nga Kor Ming ( pic ). He said the project, which had been left idle since 2018 due to various issues, involved 2,400 residential units and was among the largest abandoned housing projects in the country. 'After months of hard work, the National Housing Department and KPKT (the Housing and Local Government Ministry), in line with the Malaysia Madani aspirations, have successfully secured a new capital injection of RM125mil to revive this project. 'I am pleased to announce that restoration works will commence today,' he told a press conference here yesterday after conducting a working visit to the project site here, Bernama reported. He said the initiative to revive the project was part of the Madani government's proactive efforts, which also included the establishment of a special task force to address abandoned private housing projects. Nga also said he will not hesitate to blacklist the developers of the Residensi Hektar Gombak project and their board members if they failed to complete the project and hand over the keys by 2027, thereby preventing them from further involvement in the industry. Meanwhile, he said that, to date, a total of 1,127 abandoned housing projects involving 135,211 buyers had been successfully revived, with a combined development value of RM106.48bil. Apart from the Residensi Hektar Gombak, he said the government had managed to revive several other abandoned housing developments, including the estate housing project in Selangor, which had been abandoned for 27 years; the Bestari Jaya project in Selangor, which was left idle for 20 years; and the Putera Kiansom People's Housing Project in Kota Kinabalu, Sabah, which began during the Eighth Malaysia Plan (2001-2005). Nga said the success in reviving the projects reflected the commitment of the government to ensuring the well-being of the people through a proactive approach and cooperation from all parties. 'I hope those affected will also appreciate the government's efforts and the contributions of our civil servants, especially those who have worked overtime to ensure all parties come on board,' he said.
