Ex-NIIF executive director Padmanabh Sinha to launch new PE fund

Padmanabh 'Paddy" Sinha, a former top executive at the state-run National Investment and Infrastructure Fund Ltd (NIIF), is launching a new approximately $250 million private equity (PE) fund.
The fund, a general partnership under the name LaunchBay Capital, will focus on $25-50 million investments in growth-stage companies, which, according to Sinha, is an underserved segment.
'Most global funds, as well as large Indian PE funds, are now more buyout-focused," Sinha said, adding: 'Fifteen years ago, India used to be a largely minority stake-growth investing market with very less buyout deals. It is now the other way around."
'In the $25-50 million investment range, there is a gap," he said, categorising it as the 'missing middle".
Global PE firms such as KKR, TPG, Carlyle, Blackstone, Advent International, Bain Capital, or PAG prefer writing $250 million to $1 billion cheques in India.
Over the last decade, home-grown PE firms such as Kedaara Capital, ChrysCapital, Multiples, and True North have also increased the size of their target investments to upwards of $50-100 million.
This leaves very few PE firms willing to invest in the sub-$50 million category. Some of those who do focus on specific sectors, such as consumer and healthcare.
'The few firms that do operate in this segment with a PE investment approach include the likes of Amicus Capital, Gaja Capital, Creagis, TVS Capital, A91, Jashvik Capital, and then there are the likes of Norwest Venture Partners, Lightspeed Growth, PeakXV Partners, and
Accel
Growth. However, their investment style is more late-stage venture capital than early-stage minority growth PE," said Klaas Oskam, chief executive of investment bank DC Advisory India.
"So, in PE, it is actually a fairly shallow list. In the US and European market, lower middle-market PE firms do buyout deals with $25-50 million equity cheques, which is completely missing in India," he added.
VC firms typically back early-stage, high-growth firms, mostly startups and expect higher returns. PE firms invest in proven business models and growth-stage firms.
Though LaunchBay Capital is still discussing the corpus size, it will likely target $250 million. It also expects to have a pool of around $150 million in co-investments.
The firm will invest across segments such as consumer, technology, industrial, business services, healthcare, and financial services.
It will not make venture bets and look at established companies for PE-style bets.
'It is also the right time for India. Most Western investors need a substitute for China. Besides their global relationships and one or two Indian general partners, they need to add new funds. Some limited partners don't yet have the necessary exposure to India PE," Sinha said about the kind of investors the firm hopes to tap.
The key challenge for new fund houses is that most limited partners avoid investing in first-time fund managers.
Sinha, now in his early 50s, however, is betting that, given his storied PE career, he won't be considered a first-time fund manager.
He was the India co-head for Singapore state investor Temasek Holdings till 2011. Thereafter, he spent nearly 10 years heading Tata Capital's Tata Opportunities Fund before joining India's quasi-sovereign fund NIIF in 2021 as the CIO of its PE business.
Some of his past successful investments include NIIF's exit from Manipal Hospitals and Tata Capital's bet on
Varroc Engineering
, which yielded multibagger returns.
Sinha did try starting out on his own with LaunchBay Capital in 2020, but the post-COVID travel ban made fundraising challenging.
This time, he hopes to partner with a former colleague, who is expected to join him shortly.
'The idea is to have a sort of broad-based ownership structures and build a sustainable institution, where the people who source deals, do value creation, and then manage the exits are the people who own the firm," Sinha said.

Addressing the new generation of actors, Revanth urged stars like Pawan Kalyan, Mahesh Babu, and Allu Arjun to take a leadership role in advancing the industry's contribution to the state's economic vision. 'When India marks 100 years of independence in 2047, Telangana should also celebrate by achieving this ambitious milestone,' he said. Revanth emphasised that Telangana's competition is not with other Indian cities like Amaravati or Mumbai, but with global economic powerhouses such as New York, Tokyo, and Seoul. 'Regardless of my role in politics or govt, I am committed to achieving our $3 trillion goal,' he asserted. Paying tribute to revolutionary balladeer Gaddar, in whose name the film awards are instituted, the CM said, 'Gaddar inspired the movement for a separate Telangana. He remains a guiding force for us all.' On the occasion, the CM announced a govt contribution of Rs 3 crore to the Gaddar Foundation. Gaddar's son, Surya Kiran, thanked the govt and said the funds would help preserve Gaddar's memory and ideals. Multi-conglomerate ITC has completed the acquisition of Sresta Natural Bioproducts , which owns the ' 24 Mantra Organic brand' in an all-cash deal valued at Rs 472.50 crore. This will help ITC to expand its play in the fast-growing organic food products segment . "The company has completed the acquisition of 100 per cent of the share capital of SNBPL on 13th June, 2025," ITC said in a regulatory filing. On the acquisition cost, ITC said it had an upfront consideration of Rs 400 crore on a cash-free debt-free basis and addition, consideration of up to Rs 72.50 crore, which is payable in the next 24 months. In April ITC had informed it had signed a share purchase agreement with Sresta Natural Bioproducts Private Limited (SNBPL) to acquire 100 per cent stake in the company. This acquisition is "in line with the strategy to augment the company's future-ready portfolio, the transaction is expected to fortify ITC's presence and market standing in the high-growth organic products segment in both Indian and overseas market," the Kolkata-headquartered firm said. SNBPL's portfolio comprises a wide range of over 100 organic products, spanning branded grocery staples, spices and condiments, edible oils, and beverages, among others. Besides, it has a strong international presence with a deep connection with the Indian diaspora. The domestic organic food products industry offers a "significant opportunity" for growth on the back of increasing health and environmental consciousness, a rise in household incomes and new-age distribution channels, ITC said, adding that SNBPL is a pioneer and leading player in the organic packaged staples category. SNBPL has two wholly-owned subsidiaries -- Fyve Elements LLC, USA and Sresta Global FZE, UAE. SNBPL, incorporated in March 2004, recorded a revenue of Rs 306.1 crore in FY 2023-24. Over the years, it has built a strong network of approximately 27,500 farmers and 1.4 lakh acres of certified organic land across 71 clusters in 10 states.

The Indian High Commission in Male said it 'noted with satisfaction' that the rise in the Maldives' FX reserves — highlighted in a recent sovereign credit rating report — was primarily driven by the $400 million drawdown under the RBI-MMA currency swap arrangement activated in October 2024. 'The currency swap alleviated imminent external liquidity strains,' the Indian High Commission posted on X, citing the latest Fitch credit rating update on the Maldives. Global rating agency Fitch Ratings, which affirmed the Maldives' long-term foreign-currency issuer default rating at 'CC' on Thursday, acknowledged the critical support extended by India in shoring up the country's reserves, PTI reported. Fitch projected the country's fiscal deficit to widen to 14.5% of GDP in 2025, up from 14% in 2024, driven by high recurrent spending, particularly rising public sector wages and delays in implementing reforms related to subsidies and healthcare expenditure. The agency also warned that these vulnerabilities could complicate refinancing of Maldives' large external debt obligations in the near future. India's currency swap support to the Maldives is part of a broader effort to assist its maritime neighbour in navigating macroeconomic headwinds. The swap arrangement — extended under the SAARC framework — has previously been deployed to stabilize short-term dollar liquidity in the region.
