Marcos urges Congress to 'swiftly enact' proposed 2026 budget

President Ferdinand ''Bongbong'' Marcos Jr. on Wednesday urged members of Congress who will deliberate the proposed 2026 national budget to "swiftly enact" it.
''I urge the honorable members of Congress to swiftly enact this budget. Let us work together to realize the full potential of our nation, nurture future-ready generations and fulfill our dream of a Bagong Pilipinas,'' Marcos said in the budget message.
Marcos said the Philippines is on track with its "Agenda for Prosperity" and poised to be a leader among nations, especially in the Asia Pacific region.
''However, while we have recovered from the pandemic, we recognize that there is still much to rebuild, and there is still much that can be achieved. We must not lose sight of our collective responsibility to ensure a brighter future for our people, especially the next generations,'' the President said.
The Department of Budget and Management (DBM) earlier submitted the P6.793-trillion National Expenditure Program (NEP) to the House of Representatives.
The legislative body, holding the 'power of the purse,' is set to start deliberating on the proposed budget allocations set by the executive branch for 2026 after the submission of the DBM.
Marcos said the priority recipients of the proposed FY 2026 National Budget are as follows: Education (P928.5 billion); Public Works (P881.3 billion); Health (P320.5 billion); Defense (P299.3 billion); Interior and Local Government (P287.5 billion); Agriculture (P239.2 billion); Social Welfare (P227.0 billion); Transportation (P197.3 billion); Judiciary (P67.9 billion); and Labor and Employment (P55.2 billion).
The proposed national budget remains committed to fulfilling the objectives of the Philippine Development Plan (PDP) 2023-2028, anchored on the following pillars: (1) Developing and Protecting the Capabilities of Individuals and Families; (2) Transforming Production Sectors to Generate More Quality Jobs and Competitive Products; and (3) Creating an Enabling Environment. —VAL, GMA Integrated News

To recall, President Lee assumed office on June 4, 2025. 'We discussed expanding trade and investment, advancing development initiatives, infrastructure and people-to-people exchanges,' Marcos said. 'We also remarked that our Strategic Partnership is an opportunity to deepen and expand relations,' he added. During the phone call, Marcos conveyed his warm congratulations and expressed his full support for President Lee's administration. They also reaffirmed their commitment to deepening the strategic partnership, emphasizing cooperation in key areas such as trade and investment, defense and security, and people-to-people ties. Marcos also mentioned the Philippines' appreciation for South Korea's longstanding support for the country's development and advocacies. Marcos further expressed his eagerness to meet President Lee during the upcoming high-level events, such as the 2025 APEC Summit, which will be hosted by South Korea later this year. President Lee, for his part, expressed support for deeper engagements with the ASEAN as the Philippines assumes ASEAN chairmanship in 2026. The Presidential Communications Office said that the Philippines and South Korea established diplomatic relations on March 3, 1949, marking 76 years of formal ties in 2025. Ties between the two nations were elevated through the Joint Declaration on the Establishment of a Strategic Partnership on October 7, 2024, reflecting a shared commitment to enhance cooperation across key sectors, including political, security, economic, and socio-cultural. The government wants to continue its emergency employment program to disadvantaged individuals and displaced workers with the proposed P11 billion allocation to the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) program of the Department of Labor and Employment (DOLE). Under the 2026 National Expenditure Program (NEP), the labor and employment agencies, composed of the DOLE and Department of Migrant Workers, are set to receive P55.2 billion funding next year — among the top departments with the biggest proposed budget for next year. Of the figures, the DOLE will get P44.38 billion — lower than its P51.20 billion budget in 2025. The DMW, meanwhile, will receive P9.48 billion, higher than its P8.08 billion funding for this year. According to the NEP, a total of P12.24 billion will be appropriated for the DOLE's TUPAD program and the Government Internship Program (GIP). This amount is lower than the P18 billion budget of the two programs this year. Under the TUPAD program, beneficiaries will be working for 10 days in community clean-up, debris clearing, and rehabilitation of public infrastructures. They will be paid with the highest prevailing minimum wage rate in the region. TESDA Meanwhile, the Marcos administration likewise allocated funding for Technical Education and Skills Development Authority (TESDA) scholarship programs. This includes the training for work scholarship program (P4.34 billion); special training for employment program (P1.62 billion); and technical-vocational training programs (P5.05 billion). At least P300 million will also be appropriated for the Bagong Pilipinas Merit Scholarship Program, and P1.65 billion for the TESDA Tulong Trabaho Program. In July, President Ferdinand 'Bongbong' Marcos Jr. touted major strides in the country's higher education sector, highlighting the expansion of TESDA scholarships and financial aid for poor families during his fourth State of the Nation Address (SONA). DOE panel begins review of laws amid PH nuclear push

The Nuclear Energy Program-Inter-Agency Committee (NEP-IAC) has started its comprehensive review of the country's current nuclear laws, regulations, and policies as the government explores possibilities in nuclear energy development. Led by the Department of Energy (DOE), NEP-IAC Subcommittee 3 met with concerned government agencies and stakeholders from August 12 to 15 to identify the needed amendments in establishing a national legal framework for a safe, secure, and sustainable use of modern nuclear energy technology. "We want to make sure that all legal hurdles are cleared before we take major steps forward in fulfilling our nuclear power objectives. From the review of the laws and issuances, we will propose enactment or amendment of laws as appropriate," DOE Legal Services Director Myra Fiera Roa said. In June, the Senate ratified the proposed Philippine National Nuclear Energy Safety Act, which forms the Philippine Atomic Energy Regulatory Authority (PhilATOM.) The House of Representatives earlier approved its counterpart bill in November 2023. PhilATOM will ensure that an independent and competent authority regulates the nuclear energy infrastructure, including its siting, construction, licensing, safety, and eventual operation. DOE Secretary Sharon Garin had said that the Philippines will comply with the International Atomic Energy Agency's (IAEA) requirements for nuclear infrastructure development. Following its evaluation of the country's progress in December 2024, the Integrated Nuclear Infrastructure Review (INIR) Mission confirmed that nine of the recommendations from the 2018 INIR Mission have been fully addressed, while five were still in progress. "We want to seize every opportunity to get things done right on the potential use of nuclear energy for the benefit of our people," Roa said. NEP-IAC has 24 member agencies, which formed six subcommittees. Subcommittee 3 is tasked with the legal and regulatory framework. Under the Philippine Energy Plan 2023-2050, the country plans to have a nuclear capacity of at least 1,200 megawatts (MW) by 2032, doubling it to 2,400 MW by 2035 and to 4,800 MW by 2050. —Mariel Celine Serquiña/LDF, GMA Integrated News
