Aizawl: South Mizoram's Lunglei district administration is all set to commence biometric enrolment of refugees from Myanmar taking shelter in the district from this week, a senior district official said on Sunday.
The official said the ministry of home affairs (MHA) has been clearing all the test data entries in the Foreigners Identification Portal (FIP) for the commencement of the actual entry of biometric data.
"The MHA has given instructions not to make any entry of data and also to hold everything until further orders. The MHA officials also said information and instructions would be given as to how soon the collection of data can begin," he said.
The official said the Lunglei district administration is now fully prepared to go ahead before the end of July, if and when the MHA clears the test data entries in the FIP.
Mizoram home secretary Vanlalmawia told TOI that Rs 38 lakh has been allocated by the state govt as initial expenses for the collection of biometric data of the refugees that is slated to begin later this month. The entire expenditure for the exercise will be borne by the MHA.

For this task, computer, web cameras and other electronics equipment will be required to be procured, officials said, and the procurement process has already been undertaken.
The state govt is now fully prepared to go ahead with the biometric enrolment of Myanmar nationals taking shelter in the state.
'Foreigners Identification Portal & Biometric Enrolment' (FIP&BE) will be used in the biometric enrolment process, Vanlalmawia said.
According to the latest govt record, there are 32,504 Myanmar displaced people in Mizoram. Champhai, Lawngtlai and Siaha districts host the maximum number of refugees from Myanmar.
According to the latest figure of district police, there are 1,991 refugees from Myanmar taking shelter in Lunglei district during early July.

BJP leader urges Andhra CM to consider ''Four Water Concept'' as alternative to PBLP

Hyderabad: BJP leader Marri Shashidhar Reddy on Thursday urged Andhra Pradesh CM N Chandrababu Naidu to consider the Four Water Concept (FWC) of late engineer T Hanumanth Rao as an alternative to the Polavaram (Godavari)-Banakacharla Link Project (PBLP). In a letter to Naidu, Shashidhar Reddy, Former Vice Chairman of the National Disaster Management Authority (NDMA), said FWC is a viable, low-cost alternative to the Banakacharla project, which can be implemented in about two years. The FWC is capable of providing water for three crops annually and can cater to 30 lakh acres at a total cost of just Rs 4,500 crores (at Rs 15,000 per acre at current rates). This would be a fraction of even the minimum basic estimated cost of Rs 81,900 crore for the Banakacharla project proposed by the Andhra Pradesh government, he said. Shashidhar Reddy recalled that Naidu, as Chief Minister of undivided Andhra Pradesh, had launched the 'Neeru-Meeru' (massive watershed managment) programme in 2000 in the wake of a devastating drought. The project yielded "excellent results". "I see you as a visionary and a class apart. I am confident that you will seriously consider shelving the Polavaram-Banakacharla project and opt for implementing FWC at a fraction of its cost with triple benefit of providing water for three crops in a year," he said in the letter to Naidu. In the Four Waters concept, the focus is on using rainwater, surface water, groundwater, and maintenance of soil moisture at a high level to improve water availability and agricultural productivity. The concept promotes the use of simple, low-cost earthen structures like percolation tanks, farm ponds, and trenches instead of large cement structures. The Polavaram (Godavari)-Banakacharla Link Project proposed by the Andhra Pradesh government faced opposition from Telangana. The Telangana government complained to the Union Jal Shakti Ministry that the project hurts the state's interests.

Horticulture to be introduced as vocational subject in Himachal's govt schools

Shimla: The state education department Thursday decided to include horticulture as a vocational subject in govt-run schools. Education minister Rohit Thakur asked the state board of school education to prepare a suitable curriculum for horticulture and submit the proposal within two weeks. He also emphasised on the need to revive important academic subjects, such as public administration, in colleges to offer students a broader choice of disciplines. Chairing a review meeting of his department, the education minister expressed serious concern over the widespread damage to educational institutions caused by the recent torrential rains across the state. He said about 510 educational institutions were affected, with estimated losses amounting to Rs 30 crore. He directed the officials concerned to utilise the funds received as part of post-disaster needs assessment in a judicious manner, giving top priority to schools that sustained more than 75% damage. He stressed that physical monitoring of repair and restoration works should be carried out regularly to ensure timely completion. Thakur also asked the officials to expedite the recruitment process to ensure timely filling of vacancies in schools and colleges. On recruitment-related issues, the minister said the genuine demands of school management committee teachers would be considered and taken up with the cabinet for appropriate action. He said the department has completed the formalities related to pending promotions and the matter of promotion of principals has been forwarded to the state public service commission for necessary steps.
