
NAPOLCOM reverses Torre's appointments of key PNP officials
The National Police Commission (NAPOLCOM) has issued a resolution reversing and modifying the appointments made by Philippine National Police chief Police General Nicolas Torre III.
Issued on August 14, NAPOLCOM's Resolution 2025-0531 had directed the return of Lieutenant General Jose Melencio Nartatez as Deputy Chief for Administration and Lieutenant General Bernard Banac as commander of the Area Police Command (APC) Western Mindanao.
They switched positions earlier this month.
The NAPOLCOM also ordered the PNP to immediately issue corresponding orders with regard to the movement of these officials:

Police Major General Anthony Aberin - from NCPRO Regional Director to CIDG Director
Police Brigadier General Christopher Abrahano - from CIDG Acting Director to Officer-in-Charge, APC Visayas

In asserting its authority, the NAPOLCOM cited Section 6, Article XVI of the 1987 Constitution that provides that the State shall establish and maintain one police force, "to be administered and controlled by a national police commission."
"While the powers to designate, assign and reassign Police Commissioned Officers to third-level positions are vested in the Chief, PNP under Section 26 of Republic Act 6975, the power to review, approve, reverse, or modify such acts is within the authority of the NAPOLCOM," the resolution said.
It noted that the recent appointments did not pass through the NAPOLCOM En Banc, which is headed by Interior and Local Government Secretary Jonvic Remulla.
Despite the resolution, several Police Regional Offices have expressed their support for Torre.
''The men and women of NCRPO express unshakeable support to the Chief, Philippine National Police and all of his legally-issued administrative and operational directives pursuant to the lawful exercise of his mandate as the duly-appointed leader of the country's police force,'' the NCRPO said.
''We firmly recognize that your directives, including necessary command adjustments, are fully aligned with Section 26 of Republic Act No. 6975 (The DILG Act of 1990). These actions are not only lawful but essential in ensuring an efficient, disciplined, and mission-ready police force,'' the Police Regional Office CAR added.
Torre has not yet issued a statement about the NAPOLCOM's decision. —VBL, GMA Integrated News

Father of leptospirosis victim files admin complaint vs cops

Accompanied by Kalookan Bishop Pablo Virgilio Cardinal David, Jayson Dela Rosa filed the charges before the National Police Commission (NAPOLCOM) in Quezon City on Monday. 'The NAPOLCOM will always be on the side of truth and justice. We will ensure that every complaint is given due process, for no policeman is above the law, and every citizen deserves protection under it," NAPOLCOM Commissioner Rafael Vicente Calinisan said. Jayson's son, Dion, waded through the flooded streets of Caloocan in search of his father, who did not return to their home on July 22. On July 25, Dion found his father detained at the substation after he was arrested for playing cara y cruz (coin toss), an illegal gambling under an old Philippine law. On July 27, Dion had a fever and body aches. He slept after eating. He was later found dead after a cardiac arrest as a result of leptospirosis, the report said. Jennelyn said the doctor called attention to Dion's wound, which she said has developed into athlete's foot (alipunga) due to constant exposure to floodwaters. Jayson was released on August 2. Jennelyn said her husband could have been a victim of "pangsakto" of the police or wanton arrests to allegedly meet their quota. The Caloocan police had denied the 'pangsakto' allegations, adding that they immediately informed other stations when Jennelyn, Dion's mother, sought help. Dion was laid to rest on Aug. 10. Cardinal David celebrated the Mass during the wake for Dion, and in his homily he said, 'It feels like Good Friday today. Senate names 9 to Commission on Appointments contingent
The Senate on Monday elected the first batch of senators to sit as members of the powerful Commission on Appointments (CA). During the plenary session, the following senators were named to the Senate contingent to the bicameral commission: Ronald 'Bato' Dela Rosa, JV Ejercito, Jinggoy Estrada, Bong Go, Rodante Macoleta, Imee Marcos, Raffy Tulfo, Joel Villanueva, and Mark Villar. Senator Alan Peter Cayetano temporarily withdrew his nomination to give way to more representation of the Senate minority bloc in the CA. 'I will withdraw for today and then maybe in a day or two, the minority will be able to also, with us, come up with a consensus on the right representation of the 12-member, 12-man and woman contingent of the Senate, plus of course the Senate president as the chair of the Commission on Appointments,' Cayetano said. This came after Senate Minority Leader Vicente 'Tito' Sotto III questioned the move of Senate Majority Leader Joel Villanueva to elect 10 senators of the majority bloc to the commission. 'The last word I know is that the Supreme Court has decided that if there's controversy in the composition ... it is very clear that the Senate must follow the party lines and the party representation," Sotto said. "So if this body elects to follow the SC decision on the articles of impeachment, why can't they follow the decision of the SC when it comes to computation of membership in CA?' he added. He said that the five-man minority bloc was expecting "more cooperation or better treatment" from the majority bloc. "We're trying to do our best to treat you [good] as well because we can make it harder for you, if this is what you want. Kaya we're expecting, you know, something better. Villanueva, meanwhile, explained that his computation was based on the 80-20 representation from the majority and minority. Article 6, Section 18 of the 1987 Constitution states that the CA shall consist of the President of the Senate, as ex officio Chairman, 12 senators, and 12 members of the House of Representatives, elected by each House on the basis of proportional representation from the political parties and parties or organizations registered under the party-list system represented therein. The CA is mandated to approve or disapprove appointments made by the President of the Philippines, the confirmation of which is required under the 1987 Constitution. PNP seeks removal of over 1,300 fake, malicious posts on Meta
The Philippine National Police (PNP) announced it has asked Meta to take down 1,372 posts identified as fake or malicious, as part of its intensified cyber-patrolling efforts against disinformation. Speaking at the PNP briefing on Monday, PNP chief Police General Nicolas Torre III said many of the flagged posts target the government, President Ferdinand Marcos Jr., and the police organization with fabricated stories. 'Wala na yatang makuha ang lehitimong issue itong mga kritiko ng ating gobyerno, lahat mga kritiko ng Presidente kung ano-ano nalang pinagsasabi. Kritiko ng PNP, gagawa na lang ng kwento.' (It seems these critics of our government cannot find any legitimate issue. All critics of the President just say anything they want. Critics of the PNP simply make up stories.) Among those identified was a page called Richie Vlogs, which Torre said will be reported for takedown due to violations of community standards. 'Una, Richie Vlogs, papatake down namin ito sa Meta, is a violation of community standards,' he said. (First, Richie Vlogs—we will have this taken down on Meta, as it is a violation of community standards.) GMA News Online sought out Richie Vlogs for its comment on the matter and will post its reply soon as available. Example of fake content Torre presented one example of fake content circulating online, showing supposed Filipino youths placing chairs on a road, which allegedly caused an accident. However, the PNP chief clarified that the incident did not happen in the Philippines. 'Pinapakita na may mga kabataan na naglagay ng upuan sa gitna ng kalsada. Talagang may naaksidente diyan. May naaksidente diyan, panoorin natin,' Torre stressed. (It shows young people putting chairs in the middle of the road. An accident really happened there. Let's watch it.) He explained that while the video carried Bisaya captions to make it appear local, investigators discovered it was filmed in Indonesia. 'Tapos Bisaya ang nakalagay, ginagawang Bisaya kunwari ay Pilipino pero ang problema ay nasa Indonesia yan. So cyberpatrolling, Indonesia kasi nakuha natin diyan ang plate number. Ang plate number Indonesian plate,' he said. (The captions were written in Bisaya to make it seem Filipino, but the problem is—it was in Indonesia. Through cyberpatrolling, we found that the plate number was Indonesian.) DDS vloggers? The PNP chief also criticized the origin of the misleading material. 'Walang makuha itong mga DDS vloggers. DDS vlogger ang nagkuha niyan, ang nag-post niyan, ang naglagay ng caption ng Bisaya. Wala nang iba diyan kundi DDS vlogger,' he added. (These DDS vloggers have nothing to contribute. It was a DDS vlogger who recorded it, who posted it, and who put the Bisaya caption. No one else but a DDS vlogger.) Torre warned that individuals or groups proven to be behind the creation and spread of fake news could face criminal complaints.
