
Electric three-wheelers, e-rickshaws could soon be rated like cars. Here's why it matters
New Delhi: The central government is considering safety ratings for electric three-wheelers and electric rickshaws amid a surge in the adoption of electric vehicles in the three-wheeler segment.
The ministry of road transport and highways is discussing the inclusion of electric three-wheelers to ensure the safety of the occupants and the durability of the vehicle in crash collisions, according to two people aware of the development.
The new safety benchmarks are likely to follow a five-star rating system under the ambit of the Bharat National Car Assessment Programme (NCAP), said the first person mentioned above. The plan is likely to be opened for public consultation within the next three to six months.
Queries sent to the ministry on 3 June did not elicit a response till press time.
Under Bharat NCAP, vehicles undergo crash tests to assess performance in two key areas: adult occupant protection (AOP) and child occupant protection (COP). Ratings range from one star (lowest) to five stars (highest).
To receive a safety rating, vehicles must undergo both frontal and side-impact crash tests. The AOP category allows for a maximum score of 32 points, while COP is capped at 49 points. A five-star rating requires at least 27 points in AOP and 41 points in COP.
Although Bharat NCAP is currently voluntary for automakers, the road transport and highways ministry can recommend that specific models be evaluated under the programme, per a notification issued in September 2023.
The battery of an electric vehicle can be a major risk factor in case of collisions and significantly harm passengers, said the second person mentioned above.

EV adoption
This comes at a time when electric three-wheelers are leading India's electric mobility adoption in the country.
According to Vahan portal data, 6.99 lakh electric three-wheelers were sold in FY25, making up 57% of the total three-wheeler sales in the country. This was higher than the 6.32 lakh such vehicles sold in the previous fiscal, when they made up 54% of all three-wheelers sold.
In comparison, only about 1.01 lakh electric cars were sold in the country in FY25, accounting for about 2.6% of all cars sold. About 11.11 lakh electric motorcycles and scooters were sold in FY25, making up roughly 6% of all such vehicles sold in the country, Vahan data showed.
There were safety concerns about e-rickshaws, identified as L3 models, as they were smaller models running on lead-acid batteries initially and produced by unregulated manufacturers, said Maxson Lewis, managing director and chief executive officer, Magenta Mobility.
L3 electric rickshaws are used for small distances and last-mile mobility, while L5 models of electric three-wheelers can carry more passengers or cargo and cover longer distances.
"There was a huge issue with toppling of these tuk-tuks, as they used to be called, which are electric three wheelers and many such cases essentially because they were not properly designed," said Lewis.
Lewis said that safety and quality issues have plagued L5 models too, and manufacturers might try to pass on the additional cost of crash tests to consumers.

In a first in UP, 25 automobile dealers lose trade licenses for one month
In a first-of-its-kind action, the Uttar Pradesh Transport Department has suspended the trade licenses of 25 automobile dealers across the state for a month, citing continued failure to comply with vehicle registration procedures. A senior transport department official on Friday confirmed that this is the first time such disciplinary action has been taken against dealers for violating registration norms. The suspended dealers, spread across districts including Lucknow, Barabanki, Sitapur, Kushinagar, Moradabad, and Prayagraj, have been barred from selling vehicles or uploading registration requests on the VAHAN portal during the suspension period that began on June 3. After being repeatedly warned, the dealers were served show-cause notices on April 21 and May 15 this year after a detailed analysis of pending registrations from January to May 2025. Despite being given adequate time, they failed to improve their performance or respond satisfactorily, the Office of the Transport Commissioner said in a statement. The department asserted that these actions are part of an ongoing effort to ensure transparent and citizen-focused service delivery in vehicle registration. "Persistent non-compliance with Rule 39 of the Central Motor Vehicles Rules (CMVR) and relevant provisions of the Uttar Pradesh Motor Vehicles Rules has led to this action, which is aimed at reinforcing accountability and discipline in the vehicle registration process," the statement read. Among those penalised is a prominent dealership in Lucknow, Aarna Megacorp Pvt. Ltd., "highlighting the department's intent to enforce rules uniformly, irrespective of a dealer's location or scale." In Barabanki, the affected dealers are Barabanki Auto Sales & Service, Bright 2 Wheel Sales, and Kalyan Motors. Sitapur-based dealers Narendra Automobiles, Agarwal Auto Sales, and M/s Budhram Auto have also been suspended. From Kushinagar, similar action has been taken against Gupta Automobiles and Gupta Auto Sales. In Sambhal, Badar Motors faced suspension, while in Pratapgarh, M/s Janta Trading Company was penalised. Dealers from Maharajganj include Shubham Automobiles and Chandra Sales, while Shakti Autos from Raebareli and M/s Auto Wheels from Jaunpur were also among the defaulters. In Sant Kabir Nagar, Bharat Auto Sales faced suspension, along with Shyam Motors in Fatehpur and Shiva Auto Sales in Ghazipur. RN Motors in Rampur and Shyam Motors in Auraiya were also on the list. Further, Jai Auto Mobiles in Ambedkar Nagar, Cross Wheel Auto Pvt. Ltd. in Moradabad, and Uplife Solutions Pvt. Ltd. in Basti were suspended. Saraswati Motors in Prayagraj and Vishal Motors in Unnao were among the final names on the list. In a parallel move, the department has also issued show cause notices to 50 other dealers across the state with high registration pendency. These dealers have been given a 14-day deadline to clear pending files or face similar suspension.

Snubbed last year, Madurai corpn earns Rs13.5cr NCAP grant
Madurai: Madurai corporation has been allocated 13.5 crore under the National Clean Air Programme (NCAP) for 2025-26 by the Union environment ministry. The civic body, which missed out on funds last year for failing to meet pollution reduction targets, qualified this time after bringing down particulate matter levels significantly. According to corporation officials, the real-time air-quality stations in the city show the average concentration of coarse particulate matter (PM10) dipped from 63 micrograms per cubic metre (µg/m³) in March 2024 to 53 µg/m³ this March, while the finer and more harmful PM2.5 fell from 30 µg/m³ to 25 µg/m³. Though still above the national annual limits—60 µg/m³ for PM10 and 40 µg/m³ for PM2.5—the improvement met the threshold set by the central govt. Speaking to TOI, corporation commissioner Chitra Vijayan said that most of this year's grant will be channelled into "end-to-end, dust-free" resurfacing of key roads. "Better carriageways mean fewer potholes and less loose soil, which directly cuts the dust that shows up in our PM10 readings," she said. Only a small share will go to parks, as the civic body plans to tap other schemes for green spaces, the commissioner added. A senior corporation engineer added that a large number of underground drainage and drinking water pipeline works were completed in many wards. "Since most of the digging-related civic works are over, the particulate matter has reduced compared to last year and this is the right time to take up permanent road laying, which will help keep dust under control in the long term," he said. Under NCAP guidelines, corporation must spend the entire grant and log another five-point fall in particulate levels by March 2026 to stay eligible for next year's tranche. M Raj Kumar, a civic activist, said that end-to-end road paving is most needed for the city as many roads lack it and the NCAP fund should be fully utilised for it rather than spending it on other activities. He also said that corporations should enlist a plan to control air pollution levels every year so that they don't miss out on funds.
