Municipal Council examines Railway Project's integration

KUWAIT CITY, Feb 9: The Municipal Council, in its session scheduled for Monday, will discuss the executive body's response to the question of member Alia Al-Farsi regarding the national railway network project called, 'Kuwait State Train'. The newspaper obtained a copy of the Kuwait Municipality's statement about the abovementioned question and acting Director General of the Municipality Manal Al- Asfour has approved the statement. According to the Municipality, the Public Authority for Roads and Transportation (PART), representing the Ministry of Public Works, prepared the project. It then indicated that its role in the project is to incorporate the railway right-of-way into the entire State plan and study the extent of its conflict with various land uses while confirming its coordination with PART and the Survey Department in this regard.
On Al-Farsi's question about the recommendation of the fourth master plan with the project's stakeholders to establish a public transport authority in the future to be able to manage the project after its completion and apply the principle of governance, the Municipality confirmed that the railway project was taken into consideration in the master plan of the State. It elaborated that the suggestion to establish an authority to manage integrated transport operations was included in the report on the fourth master plan. The recommendation also stipulates the establishment of a public transport authority that has power over all passenger services operating in the country, including taxis. The Municipality added that the railway network project's routes are the same as those proposed by the Ministry of Public Works, while the locations of the railway stations have not been modified and no new station has been created. It pointed out that the presence of public transport stations creates a system for developing the surrounding area -- the Transit Oriented Development (TOD) system -- in the vicinity of the stations.

LONDON, May 4, (AP): British counterterrorism officers arrested several Iranian men over an alleged plot to attack an unspecified target in London, the Metropolitan Police force said Sunday. Police said five men aged between 29 and 46 were detained on Saturday in various parts of England on suspicion of preparing "a terrorist act.' Four are Iranian citizens and the nationality of the fifth is still being established. All the suspects are being questioned at police stations and have not been charged. Police said they are searching several properties in London, Manchester in northwest England and Swindon in western England. Police said the attack plot targeted a single location that was not being named "for operational reasons.' Commander Dominic Murphy, head of the force's Counter Terrorism Command, said police are still working to establish a motive "as well as to identify whether there may be any further risk to the public.' Separately, three other Iranian men, aged 39, 44 and 55, were arrested in London on suspicion of a national security offense as part of an unrelated investigation, police said. Home Secretary Yvette Cooper said the arrests were "serious events that demonstrate the ongoing requirement to adapt our response to national security threats. "The government continues to work with police and intelligence agencies to support all the action and security assessments that are needed to keep the country safe,' she said. Police have not determined whether the alleged plot is connected to Iran, but Britain's domestic intelligence service has warned of a growing threat from attackers linked to Tehran. In October, the head of the MI5 domestic security service, Ken McCallum, said his agents and police have tackled 20 "potentially lethal' plots backed by Iran since 2022, most aimed at Iranians in the UK who oppose the country's authorities. He said at the time there was there is the risk "of an increase in, or broadening of, Iranian state aggression in the UK' if conflicts in the Middle East deepened. In March 2024, Pouria Zeraati, a presenter at a Farsi-language television station critical of the Iranian government, was stabbed in the leg outside his home in London. Two men were later arrested in Romania and charged over the attack. The UKs official terror threat level stands at "substantial,' the middle of a five-point scale, meaning an attack is likely.

Kuwait's Kabad Crackdown: 21 Held, Guns Seized, Illegal Structures Razed

KUWAIT CITY, May 3: The Ministry of Interior continued its intensive security campaigns throughout the country. The recent security campaign, in collaboration with Kuwait Municipality, led to the arrest of 21 individuals proven to have violated the Residency and Labor laws; confiscation of six firearms and 100 rounds of ammunition; and demolition of illegal structures on State-owned land in Kabad. The ministry explained that these efforts are part of the strategic initiatives to uphold legal mandates, strengthen security measures and maintain public order. The Public Security Sector under the Jahra Governorate Security Directorate, in coordination with the Municipality, carried out a large-scale security campaign in Kabad as per the directive of Director General of Jahra Governorate Security Directorate Brigadier General Ziad Al-Khatib, targeting unauthorized and non-compliant storage facilities. This campaign resulted in the detention of 21 individuals who violated the Residency and Labor laws. These individuals were referred to the concerned judicial bodies for legal action. Six firearms, 100 rounds of ammunition and alcoholic beverages were also confiscated during the campaign. Meanwhile, the Municipality teams demolished several illegal vendor stalls and encroachments on State properties. The Ministry of Interior has reaffirmed its commitment to continue such joint security initiatives to combat all forms of violations and maintain national security and stability.

Kuwait Cabinet Approves Draft Law on Special Leave, Discusses Road Maintenance Progress

KUWAIT CITY, April 22: The Kuwaiti Cabinet held its weekly meeting on Tuesday morning, April 22, 2025, at Bayan Palace under the chairmanship of Acting Prime Minister and Minister of Interior, Sheikh Fahad Yousef Saud Al-Sabah. Following the session, Deputy Prime Minister and Minister of State for Cabinet Affairs, Sherida Abdullah Al-Muasherji, issued the following statement: At the beginning of the meeting, the Cabinet was informed that His Highness the Amir, Sheikh Meshaal Al-Ahmad Al-Jaber Al-Sabah, had designated His Highness the Crown Prince, Sheikh Sabah Khaled Al-Hamad Al-Sabah, to represent him at the upcoming second summit of the strategic dialogue between the Gulf Cooperation Council (GCC) and Central Asian countries. The summit is scheduled to take place on May 5, 2025, in Samarkand, Uzbekistan. The Cabinet also reviewed a visual presentation by Minister of Public Works, Dr. Noura Mohammed Al-Mashaan, in the presence of officials from the Ministry of Public Works and the Public Authority for Roads and Land Transport. The presentation outlined the progress and current status of comprehensive maintenance projects on major expressways across Kuwait's six governorates, as well as internal roads in various regions. Dr. Al-Mashaan emphasized the Ministry's commitment, in coordination with the Ministry of Interior and other concerned agencies, to execute these works promptly to enhance road safety and reduce traffic congestion. In response, the Cabinet commended Dr. Al-Mashaan and the teams from the Ministry of Public Works, the Ministry of Interior, and the Public Authority for Roads and Land Transport for their dedication and ongoing efforts. The Cabinet reiterated its commitment to ensuring the smooth implementation of road maintenance projects and emphasized the importance of issuing proper traffic directives during construction to safeguard public safety and ensure fluid traffic movement. In another matter, the Cabinet reviewed recommendations from the Ministerial Committee for Legal Affairs regarding a draft decree-law to amend Article (45) of the Civil Service System, originally issued on April 4, 1979. The amended article allows a minister to grant an employee special leave, without deducting from their regular leave balance, to accompany a patient approved by the Ministry of Health for treatment abroad. This leave, with full salary, may extend up to one year and can be prolonged for an additional six months without pay. Salaries during this period shall be paid at the beginning of each month. The Cabinet approved the draft amendment and resolved to submit it to His Highness the Amir, Sheikh Meshaal Al-Ahmad Al-Jaber Al-Sabah, for final approval. Additionally, the Cabinet reviewed various items on its agenda, endorsing several of them, while referring others to relevant ministerial committees for further study and detailed reporting. Lastly, the Cabinet approved the minutes submitted by the Supreme Committee for the Investigation of Kuwaiti Nationality. These included cases involving the revocation or withdrawal of Kuwaiti citizenship from certain individuals, under Decree Law No. (15) of 1959 and its subsequent amendments.
