
N.B. Power risked 'fatigue-related errors' at nuclear plant, regulator says
Federal regulators say N.B. Power violated rules designed to ensure overnight shift workers at the Point Lepreau nuclear power plant get enough sleep to reduce the risk of safety mistakes.
The Canadian Nuclear Safety Commission said, in a notice of violation, that some workers did not get the required 72-hour "recovery period" after working three consecutive night shifts at the nuclear plant.
"CNSC staff contend that the N.B. Power staff working outside the bounds of [the regulations] were not provided a sufficient opportunity for sleep and recovery from sleep debt," said the nine-page notice issued in March.
"As such, these workers were at an increased risk of experiencing high levels of fatigue and committing fatigue-related errors."
The commission fined the utility $24,760.
N.B. Power did not provide a comment on the notice to CBC News by deadline.

Green Party Leader David Coon said the revelation was alarming and suggested that the plant is short-staffed.
"You're talking about operators, emergency response personnel, security people who've been working three night-shifts straight and are then having to come back to work without having the chance to get some rest," he said.
"This is a nuclear reactor. You can't have people who are fatigued, who are tired, doing those jobs because as the regulator said … mistakes can be made and those mistakes could be very serious."
According to the March 20 violation notice, N.B. Power's operating licence for the nuclear plant requires it to implement a program so that workers in "safety-sensitive positions" can avoid fatigue.
That includes limits on hours of work and minimum recovery times.
The commission first noticed during an inspection in late 2022 that N.B. Power's shift-scheduling software allowed workers to be scheduled in violation of the regulations and that some workers had exceeded the limits.
N.B. Power told the commission it was adopting "interim corrective actions," including manual reviews of schedules, the notice said.
Follow-up inspections by the commission, in 2023 and 2024, "found continued non-compliance" with the rule requiring a 72-hour break between three or more night shifts.
There were 104 violations in 2023 and 150 in 2024, it says.
The commission wrote to N.B. Power on Jan. 7 asking it to take steps to avoid more violations. The utility responded Jan. 22 claiming that it had addressed the issues, including by requiring all staff in safety-sensitive positions to get training on the rules.
The commission followed up in February with a verification of N.B. Power staff training and found nearly 30 per cent of affected workers at Point Lepreau had not completed the training.
"This contradicted the statements made by N.B. Power in their response to the warning letter," the commission said.
The utility has taken further steps since February, including a software update that shows when the hours-of-work rules are not being followed.
The commission decided to fine N.B. Power to "help deter recurrence" of the violations, the notice said.
Coon said the $24,760 fine should be higher but said publicizing the violation should also compel the utility to be more diligent.
When the commission first spotted the scheduling problems in 2022, Point Lepreau was overseen by N.B. Power's vice-president nuclear, Brett Plummer.
CEO Lori Clark revealed in September 2023 that Plummer was leaving the position and that she was taking on the role herself.
"She said she would play the dual role of CEO and vice-president nuclear," Coon said Tuesday. "Perhaps that's not appropriate."

Citigroup's NII Rises Y/Y in 1H25: Will This Momentum Continue?
Citigroup, Inc. C is demonstrating resilience and steady growth in its core banking operations, with net interest income (NII) showing an encouraging upward trend in 2025. In the first half of 2025, the company's NII rose 8% year over year to $29.2 million. The rise was primarily driven by an increase in average deposit and loan balances, as well as higher deposit spreads. Going forward, Citigroup's NII outlook remains favorable, supported by a stable interest rate environment and solid balance sheet trends. While the Federal Reserve maintains a cautious approach due to ongoing global trade uncertainties and tariff-related pressures, interest rates are expected to hold steady in the near term, which bodes well for Citigroup. Hence, interest rates are likely to remain high for longer. As such, Bank of America is expected to witness solid improvement in NII and net interest yield going forward. Bank of America expects a sequential rise in NII for each of the quarters this year, with annual growth of 6-7%. On the contrary, Wells Fargo WFC has been experiencing a declining trend in recent years. In the first six months of 2025, its net interest income (NII) dropped nearly 4% year over year to $23.2 billion. This decline was primarily driven by the effects of lower interest rates on floating-rate assets and unfavorable changes in the deposit mix. As interest rates are expected to remain relatively high in the near term, Wells Fargo's NII is likely to remain under pressure in the near term. Wells Fargo expects its 2025 NII to be in line with the 2024 reported figure of $47.7 billion, indicating limited growth ahead. Cautious optimism in B.C. after PM announces $1.2B in softwood lumber support
Carney announces $700M in loan guarantees for softwood lumber industry 7 hours ago Duration 2:30 Social Sharing Analysts are expressing cautious optimism after the prime minister announced $1.2 billion in federal support for the struggling softwood lumber industry, one of B.C.'s largest employers. Prime Minister Mark Carney announced Tuesday that the federal government would be spending up to $700 million in loan guarantees for forestry companies and $500 million, largely in grants and contributions, to spur product development and market diversification for the hard-hit industry and millions for retraining lumber workers. B.C.'s forestry industry has taken major hits over the last few years, as escalating U.S. duties on softwood lumber imports have piled atop a number of other challenges that have led to thousands of job losses. Members of the province's forestry industry, as well as B.C.'s forests minister, welcomed the Tuesday funding announcement, especially as the federal government has previously been accused of ignoring the softwood lumber industry's struggles in B.C. Analysts say that long-term changes and diversification in the forestry industry are needed to keep it sustainable, but resolving the industry's barriers to U.S. exports would be the most effective short-term measure. "I'm going to be looking forward to working with my colleague [federal Natural Resources Minister] Tim Hodson on ensuring British Columbia gets its fair share of those dollars, that capital funding, that I hope will be able to help transform this sector," B.C. Forests Minister Ravi Parmar said Tuesday. Parmar told The Canadian Press that the share would be somewhere between 40 and 50 per cent, given the size of the provincial softwood lumber industry. The minister commended Carney's government for not ignoring the softwood lumber industry, and said former prime minister Justin Trudeau's government had not made it a priority. "I would say from the previous Liberal administration to this one, it's a night and day comparison," Parmar told CBC News Network. "I really appreciate the prime minister showing very strong leadership on ensuring that we can get a long-term softwood lumber deal." Push for diversification The United States has long been the single largest market for B.C. lumber exports, representing over two-thirds of the market for the approximately $10-billion industry. But amid a series of challenges for the province's forestry industry — including a mountain pine beetle infestation that has killed hundreds of thousands of trees — mills have been closing around the province in recent years, and major forestry companies are opening up new mills in the United States. In 2023, numbers from Statistics Canada showed B.C. had lost more than 40,000 forest-sector jobs since the early 1990s. In addition to the Tuesday funding announcement, Carney announced that his government would use Canadian lumber and workers as part of its promise to build affordable homes. Lumber Trade Council, said the liquidity supports announced by Carney on Tuesday would help in the short term, but a long-term negotiated settlement with the U.S. needs to be the priority. Lumber Trade Council, says negotiating a settlement with the United States needs to be 'front and centre' alongside additional supports. This comes after Prime Minister Mark Carney vowed to use Canadian lumber to build homes, and provide financial support to Canada's lumber industry. Russ Taylor, a forest industry analyst and consultant, said that B.C.'s forestry industry had been struggling to make inroads in non-U.S. markets for some time. "We've been trying for decades to expand our product exports into the markets, and the U.S. is the best fit — partly because we make what they want, and the other markets around the world don't really want what we make," he said. "So it's a real challenge to get out of the U.S. market." Washington considers Canadian stumpage fees for harvesting on Crown land an unfair government subsidy. As Akshay Kulkarni reports, it's the latest blow to B.C.'s struggling forestry industry. Last month, the U.S. Commerce Department decided to hike anti-dumping duties on Canadian lumber to 20.56 per cent. If combined with countervailing duties, the total tariff rate on Canadian lumber would be almost 35 per cent. Parmar noted that U.S. President Donald Trump also has initiated a federal investigation into U.S. imports of lumber and timber, citing "national security," which could further impact B.C.'s forestry industry when combined with the tariffs. Still, he remained optimistic about the B.C. government's efforts to diversify its lumber exports, particularly in the Asia-Pacific region in Vietnam and Japan. "We're going to be looking to find those new partners, and I think the U.S. administration is going to be taking a number of steps, I hope, to be able to secure a deal," he said. "But if they don't, I think they're going to be paying the price for higher lumber costs in the years ahead." Call for more direct support One union representative welcomed the federal money announced Tuesday, but said more needed to be done to get money directly to struggling workers. "The offer of loan guarantees — that needs to be tied to job guarantees and community guarantees, and making sure that the money is going to keep the industry where it is ... and keep people working," said Gavin McGarrigle, western regional director for the Unifor union, which represents more than 22,000 forestry workers across Canada. While he welcomes the money, he tells BC Today host Michelle Eliot there should have been more consultation with unions and direct support for workers. McGarrigle sits on the B.C. government's softwood lumber advisory council and said that the federal government needs to consult with industry and unions to ensure the money is being spent appropriately. "It's no good to talk about training people for the jobs of the future if they don't have a job today," he said. "And that's what people in these sectors and industries are looking at, making sure that they get a guarantee that their facility is going to be stable through the next year or two."
