Telangana Minister Seethakka calls on Centre to stop Operation Kagar
Telangana Panchayat Raj and Rural Development Minister Dansari Anasuya (Seethakka) has urged the Centre to stop Operation Kagar and hold peace talks with the outlawed Communist Party of India (Maoists).
Representatives of Bharat Bachao organisation, including Gade Innaiah and M.F. Gopinath, met with her at Praja Bhavan in Hyderabad on Tuesday (April 29, 2025), appealing for her intervention to stop the Operation Kagar.
Responding to their appeal, the Minister emphasised the need to create a peaceful environment in central India and other Maoist-affected States. She stressed that governments must act constitutionally, respecting the special rights and administrative arrangements in tribal areas under Schedule 5 of the Constitution.
The representatives expressed concern over the presence of thousands of security forces in the Karregutta areas along the Telangana-Chhattisgarh border, which has panicked the tribal population. They warned that if Operation Kagar is not halted immediately, it could lead to large-scale loss of life.
As a member of the Adivasi community, Ms. Seethakka expressed her commitment to protecting the rights of indigenous people and advocated for a peaceful resolution to the issue through dialogue.

Preventive detention is an extraordinary power in the hands of the state that must be used sparingly, said the Supreme Court as it set aside an order by a district magistrate to detain a moneylender who was allegedly indulging in illegal activities again after getting bail in four cases.A bench of Justices Sanjay Karol and Manmohan questioned the contention of the detaining authority that the order was passed as the detainee was violating bail conditions in the cases, and noted that they should have instead moved the competent court seeking cancellation of the order of detention dated June 20, 2024, and the impugned judgment dated September 4, 2024, passed by the High Court of Kerala at Ernakulam are hereby set aside. In the attending facts and circumstances of this case, the appeal is allowed," the bench said in its order passed on Friday. Noting that the power of preventive detention finds recognition in the Constitution under Article 22(3)(b), the bench said, "The provision for preventive detention is an extraordinary power in the hands of the state that must be used sparingly. It curtails the liberty of an individual in anticipation of the commission of further offence(s), and therefore, must not be used in the ordinary course of nature."The bench said the contention of the detaining authority that the detainee, Rajesh, who used to run a private financing company called 'Rithika Finance', was violating the conditions of bail imposed upon him in the cases that have been considered for passing the order of said that pertinently, no application has been filed by the respondent in any of the four cases, alleging violation of such conditions, if any, and moreover, have not even been spelt out during the hearing of the case filed by his wife against the Kerala High Court order, which affirmed the preventive detention order of the Palakkad district magistrate."Keeping in view the above expositions of law, we have no doubt that the order of detention cannot be sustained. The circumstances pointed out in the order by the detaining authority may be ground enough for the state to approach the competent courts for cancellation of bail, but it cannot be said that the same warranted his preventive detention."We clarify that if such an application for cancellation of the detainee's bail is made by the respondent - state, the same must be decided uninfluenced by the observations made hereinabove," the bench referred to the provisions of the Kerala Anti-Social Activities (Prevention) Act, 2007, and said that the object of the statute was to provide for effective prevention of certain anti-social activities in the bench said Section 2(j) of the state law defines 'goonda' as a person who indulges in activities that are harmful to the maintenance of public order, either directly or indirectly, and includes persons who are bootleggers, counterfeiters, drug offenders, and loan sharks, among bench also said that under Section 3 of the Act, the district magistrate so authorised or the government may pass an order directing detention of a "known goonda" to prevent commission of antisocial activities within the state of Kerala."Coming to the attending facts and circumstances, we are of the considered view that the exercise of power under Section 3 of the Act was not justified in law," the top court said, as it noted four cases lodged under the Kerala Money Lenders Act, 1958, cited by the police for recommending preventive detention to the district police stated that the detainee was a "notorious goonda" in the district and a threat to the society at by the order of his detention dated June 20, 2024, Rajesh's wife filed a writ petition before the Kerala High Court assailing the order and praying for a writ of habeas corpus to the state against the "illegal" detention of her high court on September 4 last year affirmed the order of preventive detention. Seven Maoists killed in 3 days of gunfight; activists say ‘staged'
A total of seven Maoists, including two top cadres, were killed in encounters with security forces in a major three-day operation against left wing extremism (LWE) in the forests of Indravati National Park in Bijapur district of Chhattisgarh, police said on Saturday. While security forces have intensified the combing and area domination operations in the area considered a key Maoist stronghold bordering Telangana, human rights activists and groups claimed that the encounters part of the operation that began on Thursday (June 5) were 'staged'. Two top Maoist leaders —Sudhakar alias Gautam and Mailarapu Adelu alias Bhaskar — have been neutralised in the ongoing operation, involving personnel from the state police's Special Task Force (STF) and District Reserve Guard (DRG) as well as the CRPF's specialised unit CoBRA, police said in a statement. 'On Thursday, security personnel recovered the body of Sudhakar, a senior Central Committee member and a top-ranking ideologue of the CPI (Maoist). The following day, on Friday, Mailarapu Adelu alias Bhaskar — a prominent Maoist leader from Telangana — was found dead at a nearby location,' police said. Bhaskar, according to police, was reportedly the secretary of the Mancherial-Komarambheem division of Telangana state committee member and carried a reward of ₹45 lakh ( ₹25 lakh from Chhattisgarh and ₹20 lakh from Telangana). Sudhakar carried a bounty of ₹40 lakh in Chhattisgarh. Subsequent operations on Friday night and early hours on Saturday led to the recovery of five more bodies, including two women, whose identities are yet to be ascertained, police said, adding all of them are active cadres of the outlawed CPI (Maoist). Meanwhile, several human rights activists and groups on Saturday claimed that the Chhattisgarh police killed Maoist cadres one-by-one in staged encounters after taking them into custody. 'Senior Maoist leaders including… Sudhakar and … Bhaskar were in police custody before being killed in staged encounters on Thursday and Friday respectively in the Indravati National Park area,' Telangana civil rights association alleged in a statement on Saturday. Claiming he had information from multiple sources about Maoist leaders being in the custody of the Chhattisgarh police, association president Lakshman Gaddam said: 'We demand they should be produced before the court.' The association further claimed that several other senior Maoist leaders like Bandi Prakash, Indravati National Park area secretary Dilip, Maddeedu area secretary Seetu, Ramanna, Munna, Sunitha, Mahesh, and around 10 others remain in police custody and are at risk of being killed similarly. The body demanded that Maoists leaders be produced before a magistrate while calling for a ceasefire between LWE ultras and security forces. Police, however, rejected the claims as baseless, maintaining that all actions were lawful and in strict accordance with operational protocols. 'In strict adherence to the constitutional mandate and legal framework of the Republic of India, the security forces remain committed to safeguarding the lives, rights and properties of the native population in the region. All operational activities are conducted in accordance with the provisions of law, ensuring due process, restraint, and accountability at every stage,' Inspector General of Police (IGP), Bastar Range, Sunderraj P said. The senior police further said that any actions undertaken by the security forces during the course of operations are fully compliant with legal norms, standing operational procedures (SOPs), and the principles enshrined in the Constitution. The IGP also warned against the spread of 'unsubstantiated allegations, misinformation, or speculative narratives' that undermine the morale of the forces and mislead the public. A huge cache of arms and ammunition, including two AK-47 rifles, has been seized in the operation, police said, adding that search and area domination operations were underway in the surrounding forested terrain to track remaining Maoist cadres and ensure complete sanitisation of the region. A few security personnel have suffered injuries due to snakebite, honeybee sting, dehydration and other operational injuries during the operation and were provided medication, the statement said. 'The operation — part of an intensified crackdown on Maoist presence in the National Park area — continues with ground forces conducting search and flush-out operations across the surrounding forest terrain,' the statement added.

BJP pushed Himachal into financial crisis during its tenure: Sukhu
Chief minister Sukhvinder Singh Sukhu once again lashed out at the Bharatiya Janata Party (BJP) while blaming the saffron party's predecessor government for pushing the state in financial crisis. Sukhu was addressing a public meeting at Daulatpur Chowk in Una district on Saturday. Taking jibe at the BJP, Sukhu said, 'During five years of its regime, the BJP kept on boasting about the 'double engine sarkar', but could not significantly contribute to the development of the state and raised loans from the Centre, thus pushing the state in financial crisis'. He said that to make Himachal Pradesh self-reliant, the Congress government was determined to take some harsh decisions to improve the economy with co-operation of the people of the state. CM on Saturday inaugurated and laid the foundation stone of development projects worth Rs. 75.10 crore in Gagret in Una district. The Chief Minister announced additional funds for the remaining work on the Daulatpur-Bhadrakali road, for which ₹15 crore has already been spent. He also declared that the necessary funds will be released to complete the remaining construction work of the new building of Gagret Hospital. The Chief Minister informed the public that the survey work for the Hoshiarpur-Nadaun four-lane road project has been completed and the construction work will commence shortly. He further assured that the Shivbari Fair will be granted district-level status. In addition, the vacant posts of doctors at Daulatpur Chowk and Gagret Primary Health Centres will be filled soon to improve healthcare services in the region. The Chief Minister also announced the installation of tube wells in water-scarce areas of the Gagret Assembly Constituency to address the issue of drinking water shortage. He also mentioned that there were some concerns regarding the establishment of a Bulk Drug Park in Haroli. However, the construction of the park is now set to begin soon. Criticizing the previous government's education policies, the Chief Minister said that Himachal Pradesh, once ranked among the top states in quality education, has dropped down to 21st position due to 'flawed policies' of the previous BJP government. 'The present government has decided to merge such schools to ensure qualitative education and a better future for students,' said the chief minister. He added that Una district has become the first solar-powered district in the state. Solar power projects of 32 MW in Pekhubela, 5 MW in Bhanjal, and 10 MW in Aghlaur have been completed in record time. Additionally, projects with a combined capacity of 163 MW are under construction, involving an investment of ₹500 crore. 'In the future, Una will not only meet its electricity demands but also supply power to other districts. Moreover, an ultra-modern Bulk Drug Park is coming up in Haroli, which will create job opportunities and significantly strengthen Una's industrial presence,' added Sukhu. Deputy CM Mukesh Agnihotri, in his address, said that ₹170 crore has been invested solely in water supply schemes in the Gagret Assembly Constituency. 'This will offer a permanent solution to drinking water and irrigation problems,' said Agnihotri.
