
ECC grills PD: Discos' T&D losses total Rs143bn till March
The Finance Division is also considering deducting federal and provincial governments' outstanding electricity dues at source before June 30, 2025.
At a recent meeting of the ECC, the Power Division briefed the forum that 11 DISCOs operate under the administrative control of the Power Division and are governed by the provisions of the State-Owned Enterprises (Governance and Operations) Act, 2023 and State-Owned Enterprises (Operations and Management) Policy, 2023. The matters of Board of Directors were also governed under the Act and Policy.

The Board of Directors of Faisalabad Electric Supply Company (FESCO), Islamabad Electric Supply Company (IESCO), Lahore Electric Supply Company (LESCO), Multan Electric Power Company (MEPCO) and Hazara Electric Supply Company (HAZECO) were constituted on July 24, 2024.
Moreover, the Board of Directors of Gujranwala Electric Power Company (GEPCO), Peshawar Electric Supply Company (PESCO), Quetta Electric Supply Company (QESCO), and Tribal Areas Electric Supply Company (TESCO) were constituted on August 21,2024.
The summary for reconstitution of HESCO and SEPCO Boards with appropriate representation of independent and ex-officio directors as per relevant provisions of State-Owned Enterprises (Governance and Operations) Act, 2023 and State-Owned Enterprises (Operations and Management) Policy, 2023 were submitted to Prime Minister's Office on August 23, 2024 and September 09, 2024, respectively.
In compliance with the directive issued in the ECC meeting held on November 4, 2024, following were the status update regarding the governance of DISCOS: (i) the Boards of Directors (BoDs) for all DISCOs have been reconstituted, except for SEPCO and HESCO, where the process is in the finalization stage.
The reconstituted Boards are structured to ensure enhanced corporate governance, strategic oversight, and operational efficiency; and (ii) the PPMC has implemented a monthly performance monitoring mechanism for all DISCOs, evaluating key operational, commercial, and financial parameters. This monitoring framework ensures that each DISCO is accountable for its performance and adheres to the sector's strategic goals.
In line with the National Electricity Policy, strategic roadmaps have been formulated and signed in February 2025 by the respective chairpersons of the BoDs and CEOs of all DISCOs. These roadmaps outline T&D/Aggregate Technical and Commercial (AT&C) loss reduction, bill collection, theft prevention, load-shedding management, consumer services, safety compliance, Supervisory Control and Data Acquisition (SCADA) implementation, Geographic Information System (GIS) mapping, Enterprise Resource Planning (ERP) system automation, computerized energy audits up to the distribution transformer level, and the execution of Service Level Agreement (SLA) & Operation and Maintenance (O&M) frameworks.
The Power Division further briefed the forum that to accomplish these objectives, a structured action matrix had been developed by DISCOS, covering key initiatives such as feeder rehabilitation, distribution transformer addition/augmentation, grid station expansion, capacitor installation, HT and LT line addition, transmission line upgrades, Aerial Bundled (ABC) cable deployment, and Advanced Metering Infrastructure (AMI) meter installation.
In light of directive/decision issued in ECC meeting held on November 4, 2024, the status regarding the governance of all DISCOs whose Boards had been reconstituted with a view to improving the governance of DISCOs was submitted in form of summary to ECC under rule 18(1) read with 23(4) of Rules of Business, 1973.
During the ensuing discussion, the forum was conveyed that the Boards of all DISCOs, except HESCO and SEPCO, had been re-constituted, further informing that with the oversight of Boards, the entities had shown improvement.
The forum was also conveyed that the PPMC, being technical arm of the Division, is regularly monitoring the performance of the distribution companies. It was also noted that the targets assigned to the Power Division regarding reduction in T&D losses have not been met. It was noted with concern that the losses of LESCO had increased, instead, over the year and the forum stressed upon the need for adopting a robust plan to arrest this trend.
The forum was informed that the interventions are being made to improve the operations of entity to reduce the losses.
The forum was informed with reference to QESCO that 70% of the losses are due to agriculture tube wells, and that their solarisation would improve the situation. The Power Division also apprised the forum about the Government Department's dues of DISCOs to be paid by the Federal and Provincial Government Departments, and sought intervention of the Finance Division for their early clearance.
The forum was informed that the mechanism is in place for at source deduction of the amount, once the liability/amount is reconciled between the Distribution Company and the provincial government.
After detailed discussion, the ECC directed the Power Division to share the reconciled figures of the outstanding electricity dues, to be paid by the Federal and provincial government entities, with the Finance Division for their early settlement clearance.

AJK govt 'failed to shoulder' Kashmir cause: Gilani
The Azad Jammu and Kashmir (AJK) government has failed to shoulder the "higher burden of responsibilities" regarding the Kashmir dispute and the ongoing freedom movement in the valley. These views were expressed by Dr Syed Nazir Gilani, chairman of the Jammu and Kashmir Council for Human Rights, in a special conversation with this correspondent here on Sunday. He noted that the people of Jammu and Kashmir were the primary party in the plebiscite, with Pakistan as the second party. He added that the 1974 Act, essentially amounted to the annexation of AJK to Pakistan. Unfortunately, the AJK government has "miserably failed" to extend this annexation to the Indian Illegally Occupied Jammu and Kashmir (IIOJK), he added. Dr Gilani argued that if the AJK government had succeeded in uniting people from all segments in IIOJK, particularly Kashmiri Pandits, Hindus, Sikhs and Buddhists, around the demand for the right to self-determination, it would have facilitated the annexation of the entire Jammu and Kashmir region to Pakistan through a vote. This, in turn, would have expanded Pakistan's influence among Kashmiris and been reflected in the plebiscite with a vote in Pakistan's favour. However, he maintained that the AJK government not only failed to fulfil its responsibilities regarding the freedom of IIOJK, but also fell short in expanding the scope of the Kashmiris' affiliation with Pakistan.

FAPUASA for withdrawal of ‘The Universities and Institutes Laws Act'
LAHORE: The Federation of All Pakistan Universities Academic Staff Associations (FAPUASA) Punjab Chapter strongly condemned 'The Universities and Institutes Laws (Amendment) Act 2025.' The FAPUASA called for immediate withdrawal of legislation and launched protest drive. In this regard, the FAPUASA, Punjab Chapter, held an emergency meeting on Sunday to express strong opposition to the recently passed Universities and Institutes Laws (Amendment) Act 2025 by the Punjab Assembly. The meeting, presided over by Dr Muhammad Islam (President, FAPUASA Punjab) and moderated by Dr Riaz Hussain Khan Sindhr (Secretary, FAPUASA Punjab), was attended by faculty representatives, including presidents of academic staff associations of Punjab University, Bahauddin Zakaria University, and Islamia University Bahawalpur, from universities across the province. Participants unanimously condemned the Act, which mandates the inclusion of three sitting MPAs in the syndicates of both public and private universities, viewing it as a serious infringement on university autonomy and academic freedom. The FAPUASA declared that the legislation is not a reform, but a regressive move to politicize higher education institutions. The forced excessive political presence in university decision-making bodies undermines the independence of academic institutions, marginalizes faculty, and threatens the intellectual future of Pakistan. Terming the legislation a 'licence to destroy higher education for political domination,' the participants warned that it sets a dangerous precedent that could lead to further erosion of academic freedom. The house urged the governor Punjab, in his role as chancellor of universities, to deny assent to the bill and take immediate steps to preserve the autonomy of higher education institutions. They demanded that the government withdraw the legislation through new parliamentary action and align the governance structures of newer universities with the acts of older institutions ensuring meaningful faculty representation. Participants emphasised that real reform must involve academics as primary stakeholders and respect global standards of academic and financial autonomy. It was urged that decisions about academia must be made in consultation with academics, and not solely by politicians. In addition to legislative concerns, the house raised urgent economic issues facing universities. It demanded the issuance of Disparity Reduction Allowances (DRAs), teaching allowances, and tax rebates for academic staff. The participants also called for an increase in annual government grants to universities and the reversal of recently revised pension and leave encashment rules that have negatively impacted university employees. The FAPUASA Punjab announced the launch of a provincewide protest campaign that will continue until the Act is repealed. The campaign will include meetings of academic bodies across campuses, passing of resolutions, media engagement, and a forthcoming press conference. Letters will also be sent to the Governor, Chief Minister, and Higher Education Commission (HEC) to formally convey the faculty's deep concerns. The FAPUASA called on all academic staff associations across Punjab to unite, mobilize, and defend the integrity of higher education. The association reaffirmed its commitment to use all democratic and peaceful means of protest to safeguard the autonomy, dignity, and future of Punjab's universities. ‘Agri development, farmer prosperity are top priorities of CM'
LAHORE: Minister for Agriculture Punjab, Syed Ashiq Hussain Kirmani, has stated that agricultural development and farmer prosperity are among the foremost priorities of the Chief Minister Punjab. The present government is implementing revolutionary programs aimed at uplifting the agriculture sector and ensuring farmer welfare, which have already begun yielding positive outcomes across the province. However, some elements are attempting to distort the facts and spread misconceptions regarding these historic initiatives of the Punjab government. Minister Syed Ashiq Hussain Kirmani highlighted that within just one month of taking office, the Chief Minister Punjab initiated multiple agricultural development programs worth Rs. 400 billion — f or the first time in the history of Province. These programs included interest-free loans worth of billions of rupees through Kisan Card, provision of thousands of tractors on subsidy under the Green Tractors Program, and provision of modern agricultural machinery with up to 60% subsidy and many other initiatives. He added that this is the only Government in Pakistan's history during which no fertilizer shortage has been witnessed. Fertilizer is available in abundance in the market at prices even lower than those fixed by the manufacturers. Artificial shortages, profiteering, and hoarding of fertilizers have been completely eradicated from the province. He clarified that, during the current season, all provincial governments ceased official wheat procurement under the IMF agreement; however, Punjab remains the only province that extended direct financial support of Rs. 14 billion to small wheat farmers. During just a short period of two months, more than Rs. 85 billion in interest-free loans have been disbursed to farmers across Punjab for the purchase of fertilizers, seeds, and pesticides for Kharif crops. Of this amount, farmers have already utilized over Rs. 45 billion for the purchase of fertilizers, pesticides, and diesel. Syed Ashiq Hussain Kirmani further elaborated on the landmark programs launched during the current fiscal year for the welfare of farmers and agricultural advancement. These include Rs. 200 billion in interest-free loans through the Kisan Card, subsidized provision of 20,000 tractors, solarization of over 10,000 agricultural tube wells, establishment of 10 model agriculture malls, recruitment of 2,000 young agriculture graduates to provide technical support in the field, improvement and lining of watercourses, and a Rs. 30 billion program for the distribution of modern agricultural machinery.
