Panaji: Govt has finalised a private player to implement the
traffic sentinel scheme
in a new avatar on a public-private partnership (PPP) mode. The private player will share 60.5% of the revenue — collected through fines from traffic violators — with govt.

to implement the project. All the infrastructure would be created by the private player to implement the project.
Govt will fit dash cams with artificial intelligence (AI) on police vehicles and Kadamba Transport Corporation buses to capture traffic violators. These violations include riding triple-seat on two-wheelers, riding helmetless, and speeding, among other
traffic violations

CM Pramod Sawant is likely to launch the new system to challan traffic violators by the end of this month.
The live feed from the dash cams will be sent to the control room. An automatic number plate recognition (ANPR) unit, installed on vehicles, will relay data in real-time to a local computer. It will include vehicle number plate strings, ANPR operational status, device temperature, CPU usage, and other relevant metrics. The system will reflect the pass/fail status of incoming and outgoing vehicles based on the verification of their documentation status.
'Our focus is to bring down traffic violations in rural areas so that fatal accidents are reduced on these roads. Once the AI-based dashcam captures the traffic violators, a challan will be sent directly to the vehicle owner,' the officer said.
Police will also install AI cameras at four border check posts in Goa to check the documents of vehicles entering the state to ensure hassle-free travel. Once the documents are checked, police will get details of those vehicles whose documents were verified, when they stop for checking.
The AI-based cameras will verify documents, including vehicle registration, pollution under control (PUC) certificate, third-party insurance, driving licence, vehicle permit for interstate travel (for commercial vehicles), and other relevant documents.
The four check posts include Patradevi and Keri in North Goa and Pollem and Collem in South Goa. A senior officer said that the AI cameras will be a one-point document check for all tourists' and other commercial vehicles entering the state. The ANPR cameras and boom barriers will be installed to establish border checkpoints across the state. The ANPR systems will be internet-enabled.

Goa is facing an acute shortage of buffalo meat due to an ongoing strike by the meat traders in neighbouring states of Maharashtra and Karnataka. The Qureshi community in Maharashtra, which is involved in the cattle trade, has been on a strike for over a month, leading to a suspension of cattle trade across many parts of the state. The community has been protesting against alleged harassment from self-styled vigilante groups, claiming they are often attacked while transporting cattle. With Goa heavily reliant on the neighbouring states for its cattle procurement, the association of meat traders in Goa said it has disrupted the meat supply chain in the coastal state and urged Goa Chief Minister Pramod Sawant's intervention to resolve the issue. In a memorandum to Sawant earlier this week, the meat traders called on the chief minister to 'engage in a dialogue' with the authorities in Maharashtra and Karnataka and explore alternative supply channels or establish state-supported mechanisms to mitigate the current shortfall. 'The situation poses severe economic challenges to traders and threatens food security for a substantial portion of the population. The shortfall of meat for human consumption is likely to affect the tourism industry as well,' Mannasab R Bepari, president of Quraishi Meat Traders Association, said. The association of meat traders are demanding a 'cap' on exports of buffalo meat to address the shortage. 'There are also fringe elements who illegally affect the supply chain by creating hurdles at borders by polarising the issue of transportation of cattle for slaughter for human consumption. Such hurdles are not dealt with effectively and efficiently by the law enforcement agencies,' the memorandum said. The traders have sought a law enforcement team at the border crossings and helpline numbers for efficient action 'to ensure that no fringe elements illegally create hurdles in the legal trade of cattle for slaughter for human consumption'. Mannasab Bepari told The Indian Express: 'On average, the daily consumption of beef in Goa is around 25 tons, including supplies to cold storage units and hotels. We are only able to source ten tons a day. We are procuring buffalo meat supplies from Hyderabad and other states at a higher price to satisfy local demand. We are suffering losses, but we have not passed on the hike to the consumers so far. It has been close to two weeks and we do not know when the strike will end'. Anwar Bepari, the association's general secretary said: 'Currently, there is no cap on the exports of buffalo meat and it continues unfettered. The government should consider a curb or stop the exports of buffalo meat to mitigate the shortage. The priority should meet the local consumption demand'. A government official, requesting anonymity, said: 'Since many markets in Maharashtra and Karnataka are totally shut, the situation is dire. Only in certain parts like Ranebennuru [Karnataka], the markets are open. The private abbatoirs in Phaltan, Solapur and other parts of Maharashtra are all closed'. The official went on to say: 'Some traders in Goa are procuring processed buffalo meat from Aurangabad to meet their requirements. Some demand was addressed through frozen stocks, but those too were exhausted last week. The traders are holding talks with local politicians in those states. The situation will improve only when the strike ends'. Dr Rajesh Ghanashyam Kenny, Managing Director, Goa Meat Complex: 'We hope the strike ends soon and supply is restored as soon as possible'.

The report, citing written responses from the ministry, confirmed that the process is underway. Last month, News18 reported that the ministry is moving forward with corridor- or stretch-based projects for implementing the Automatic Number Plate Recognition (ANPR) FASTag System (AFS)-based Barrier-Less Free Flow tolling, instead of a satellite-based user fee collection system. This system employs high-performance cameras to read vehicle number plates and RFID FASTags to automatically deduct tolls without stopping. The ANPR technology identifies vehicles by reading their number plates, while the existing FASTag system, which uses Radio-Frequency Identification (RFID), handles the toll deduction. The report also mentioned that the National Highways Authority of India (NHAI) plans to nationally implement this new system using artificial intelligence (AI) to create a smart tolling process. The ministry stated that the Request for Proposal (RFP) to implement the barrier-free tolling system at the fee plazas of Gharonda, Choryasi, Nemili, UER-II, and Dwarka Expressway has been invited. The possibility of implementing it at other fee plazas will depend on the outcomes and efficiency of these initial projects. However, the committee noted unresolved issues with the existing FASTag-based tolling system. Despite the widespread adoption of FASTag—with over 5.54 crore active tags and daily toll collections exceeding Rs 193 crore—major operational and user-level deficiencies persist. Malfunctioning FASTag scanners at toll plazas frequently result in failed reads and vehicle pile-ups. Inconsistent ground-level enforcement and uneven RFID infrastructure functionality lead to unnecessary congestion and user dissatisfaction. The committee recommended that tolling infrastructure, including FASTag systems, ANPR cameras, and surveillance networks, be integrated with automated incident detection systems to quickly identify crashes, obstructions, and blackspot activities. The committee also suggested implementing an integrated emergency response system on national highways, complete with GPS-enabled ambulances, highway patrol, and recovery vehicles for immediate trauma response, all monitored through a control room. The ministry emphasised that commuter convenience is crucial, and the free-flow tolling system allows vehicles to cross toll plazas without stopping. The ANPR camera can read the vehicle number and the FASTag from a moving vehicle, allowing for toll collection without stopping. This technology uses optical character recognition, software, and cameras to capture the vehicle type, which is linked to the VAHAN database. This linkage allows the system to charge the correct toll amount based on the vehicle type. If a FASTag does not have sufficient funds, a violation notice will be issued to the vehicle owner, requiring toll payment within seven days. To ensure smooth and efficient toll collection, the ministry plans to impose stricter penalties for violations, including doubling the toll amount if the payment is delayed beyond seven days. These measures aim to eliminate cash transactions at toll plazas, reduce congestion, and provide commuters with a seamless, barrier-free travel experience on India's national highways.
