Panaji: Govt has finalised a private player to implement the
traffic sentinel scheme
in a new avatar on a public-private partnership (PPP) mode. The private player will share 60.5% of the revenue — collected through fines from traffic violators — with govt.
State govt has shortlisted Ms
Mistotex Technology Pvt Ltd
to implement the project. All the infrastructure would be created by the private player to implement the project.
Govt will fit dash cams with artificial intelligence (AI) on police vehicles and Kadamba Transport Corporation buses to capture traffic violators. These violations include riding triple-seat on two-wheelers, riding helmetless, and speeding, among other
traffic violations
.
CM Pramod Sawant is likely to launch the new system to challan traffic violators by the end of this month.
The live feed from the dash cams will be sent to the control room. An automatic number plate recognition (ANPR) unit, installed on vehicles, will relay data in real-time to a local computer. It will include vehicle number plate strings, ANPR operational status, device temperature, CPU usage, and other relevant metrics. The system will reflect the pass/fail status of incoming and outgoing vehicles based on the verification of their documentation status.
'Our focus is to bring down traffic violations in rural areas so that fatal accidents are reduced on these roads. Once the AI-based dashcam captures the traffic violators, a challan will be sent directly to the vehicle owner,' the officer said.
Police will also install AI cameras at four border check posts in Goa to check the documents of vehicles entering the state to ensure hassle-free travel. Once the documents are checked, police will get details of those vehicles whose documents were verified, when they stop for checking.
The AI-based cameras will verify documents, including vehicle registration, pollution under control (PUC) certificate, third-party insurance, driving licence, vehicle permit for interstate travel (for commercial vehicles), and other relevant documents.
The four check posts include Patradevi and Keri in North Goa and Pollem and Collem in South Goa. A senior officer said that the AI cameras will be a one-point document check for all tourists' and other commercial vehicles entering the state. The ANPR cameras and boom barriers will be installed to establish border checkpoints across the state. The ANPR systems will be internet-enabled.

Panaji (Goa) [India], June 10 (ANI): Goa Chief Minister Pramod Sawant on Tuesday launched two advanced AI-based tools, 'Spot the Scam' and 'Radical Content Analyser', aimed at enhancing cyber vigilance and digital safety. 'Radical Content Analyser' is an AI-powered tool that analyses videos to detect radical or extremist content. The other tool, 'Spot The Scam, ' analyses websites and APK files to detect scams and security threats. The Goa Police developed both of these AI tools in collaboration with BITS Pilani, Goa Campus. 'Launched the 'Radical Content Aanlyzer' an AI Powered tool to analyse videos to detect radical or extremist content, and 'Spot The Scam' an AI based tool to analyse websites and APK files to detect scams and security threats, developed by Goa Police, BITS Pilani, KK Birla Goa Campus in the presence of DGP Goa IGP, DIG, Director BITS Pilani and others. Heartiest congratulations to the Students who have worked to develop these AI-based systems. These tools shall enable the Police for Smart Policing in the state,' Pramod Sawant wrote on a social media post on X. Speaking with ANI, DGP Goa, Alok Kumar, commended the launch of both AI tools, adding that the 'Spot the Scam' AI tool will help people protect themselves from online scams. 'Honourable Chief Minister of Goa has launched two very important initiatives of the Goa Police. The first Initiative Spot is the Scam, which is available on the Goa Police website. We often hear this, and it is reported that if you want to go on some kind of travel vacation, and you go to any website, many times this happens to you that the website is not genuine, it is fake, and you pay some advance amount there and then after that. It turns out that the phone number you contacted gets discontinued, and the Goa Police have exposed many such fraud rackets,' DGP Alok Kumar said. DGP informed that the tool is available on the website of Goa Police and can be used to authorise the websites before making payments. 'This tool is available on the Goa Police website. Citizens of India or citizens of other countries, if they want to make any kind of transaction on any website, they want to take any action through any website, whether it is booking a hotel or making investment decisions. If you want to do anything, then they use this tool,' DGP Alok Kumar said. Regarding the 'Radical Content Analyser' AI tools, DGP said that this tool will help identify content with a 'jihadist element' or 'religious fundamentalism.' 'The radical content which is available on the internet often. If we check the manual, it takes a lot of time. Therefore, with the help of this tool, we can see in a very short time whether there is a jihadist element in this content. There is no talk of any kind of religious fundamentalism, whether there is talk of any kind of mob violence or aggression and all this.' DGP said. Panaji: Nine years after the four- and six-laning of highways in Goa first started in 2016, 40km of expansion is yet to start. On CM Pramod Sawant 's request, Union road transport minister Nitin Gadkari had approved a Rs 15,000 crore ring road project for Goa. However, ministry officials have now told Goa it can't go ahead with this project until the remaining 40km of highway work is done. The purpose of the ring road project is to allow heavy vehicles moving from one state to another through Goa to continue their journey without adding to traffic congestion in the state. It was approved by Gadkari in Dec 2022, but it later came to the notice of ministry officials that the 40km of highway work is yet to be completed. 'There is no deadline as such for completing the highway expansion works in Goa. The work began around Oct 2016. The expansion was as per the study carried out to accommodate the projected traffic up to 2030. In 2025, Goa still has stretches along Cuncolim, Canacona, Bhoma, and Ponda which are either yet to be taken up, or construction is yet to begin,' said a source. Officials said that highway expansion work in Goa was hit due to delay in land acquisition, public protests against the work because of various reasons and demands for elevated corridors, and other changes in the project scope. 'In the initial period itself, when highway expansion was taken up, the ministry pointed out in its audit that land acquisition delays was hitting the work very badly, and that work was taken up without acquiring at least 90% of the right of way area, as required by the ministry. It was then decided by then chief minister Manohar Parrikar to start work wherever land was available, till other parts were acquired. Contractors also take advantage of the lapses of PWD as they get advantage of project cost escalation if work is delayed,' said the source.

Panaji: The Goa State Horticultural Corporation Ltd has reported significant growth in its vegetable procurement from local farmers, with purchases increasing from 965.6 tonnes in 2019-20 to 1,662.4 tonnes in 2024-25 under its Promotion of Vegetable with Assured Market scheme. The programme has also seen farmer payments rise from Rs 414.8 lakh to Rs 684.2 lakh during this six-year period. The initiative has expanded its farmer base from 1,081 to 1,273 participants, adding 192 new farmers over the six years. Despite experiencing a decline in 2021-2022, the programme showed strong recovery and continued growth afterwards. 'This is more than just a numbers game—it's about food security and self-reliance,' said Chandrahas Desai, GSHCL managing director. 'We are currently about 30% self-sufficient, and with this pace, we aim to reach 100% self-sufficiency in vegetable production within the next few years.' The corporation has increased its procurement centers from 15 to 17 to support the growing programme. This expansion helps reduce dependence on imports from neighbouring states and maintains stable prices in local markets. The programme has demonstrated a substantial increase in revenue of nearly Rs 2.7 crore (Rs 269.4 lakh) during the reported period. This growth marks a significant turnaround since the pandemic, contributing to Goa's agricultural revival through its assured market mechanism.
