PSIs wearing body cams authorised to issue traffic challans
Panaji: With road accidents rising over the past two months, state govt on Saturday decided to allow police sub-inspectors (PSIs) with body-worn cameras to challan traffic violators during the daytime. In April, PSIs were allowed to challan traffic violators at nighttime. 'We will immediately implement the decision to allow PSIs to challan traffic violators during daytime,' DGP Alok Kumar told TOI . PIs were empowered to issue challans for traffic violations during daytime. During the night hours, along with PIs, PSIs were entrusted with the task. Chief minister Pramod Sawant held a review meeting on Friday with Goa police. During the meeting, Goa police apprised the chief minister of the sharp rise in accidents. Police explained to the chief minister that since there was no police presence on the road, there was no fear among the commuters, and they drove in a rash and negligent manner, which resulted in an increase in road accidents, including fatal ones. After going through the presentation of Goa police, Sawant granted permission to the force to allow PSIs to issue challans to traffic violators during the daytime. Sawant made the decision after receiving several complaints regarding harassment from police personnel, especially against those deployed for traffic management and from lower ranks. 'I announced that during daytime, only PIs with body cameras will issue challans, and at night, only PSIs and PIs wearing body cameras will be empowered to do so,' Sawant said. 'Besides PIs and PSIs, no other police personnel can issue challans.' State govt has finalised a private player to implement the Traffic Sentinel Scheme in a new avatar on a public-private partnership model. The private player will give 60.5% of the revenue — collected through fines from traffic violators — to state govt. Mistotex Technology Pvt Ltd has been picked to implement the project. All the infrastructure will be created by the private player. State govt will fit AI-powered dash cams on Goa police vehicles and Kadamba Transport Corporation buses to capture traffic violators. These violations include three people riding on a two-wheeler, riding helmetless, and speeding.

Govt finalises pvt player to implement sentinel scheme
Panaji: Govt has finalised a private player to implement the traffic sentinel scheme in a new avatar on a public-private partnership (PPP) mode. The private player will share 60.5% of the revenue — collected through fines from traffic violators — with govt. State govt has shortlisted Ms Mistotex Technology Pvt Ltd to implement the project. All the infrastructure would be created by the private player to implement the project. Govt will fit dash cams with artificial intelligence (AI) on police vehicles and Kadamba Transport Corporation buses to capture traffic violators. These violations include riding triple-seat on two-wheelers, riding helmetless, and speeding, among other traffic violations . CM Pramod Sawant is likely to launch the new system to challan traffic violators by the end of this month. The live feed from the dash cams will be sent to the control room. An automatic number plate recognition (ANPR) unit, installed on vehicles, will relay data in real-time to a local computer. It will include vehicle number plate strings, ANPR operational status, device temperature, CPU usage, and other relevant metrics. The system will reflect the pass/fail status of incoming and outgoing vehicles based on the verification of their documentation status. 'Our focus is to bring down traffic violations in rural areas so that fatal accidents are reduced on these roads. Once the AI-based dashcam captures the traffic violators, a challan will be sent directly to the vehicle owner,' the officer said. Police will also install AI cameras at four border check posts in Goa to check the documents of vehicles entering the state to ensure hassle-free travel. Once the documents are checked, police will get details of those vehicles whose documents were verified, when they stop for checking. The AI-based cameras will verify documents, including vehicle registration, pollution under control (PUC) certificate, third-party insurance, driving licence, vehicle permit for interstate travel (for commercial vehicles), and other relevant documents. The four check posts include Patradevi and Keri in North Goa and Pollem and Collem in South Goa. A senior officer said that the AI cameras will be a one-point document check for all tourists' and other commercial vehicles entering the state. The ANPR cameras and boom barriers will be installed to establish border checkpoints across the state. The ANPR systems will be internet-enabled.

Mhaji Bus Scheme revamped, but sops aggrieve pvt operators
Panaji: Goa govt has relaunched the Mhaji Bus Scheme with some changes. To be implemented by the directorate of transport and Kadamba Transport Corporation (KTC), the scheme offers several forms of support to bus operators. But on Friday, private bus operators voiced their displeasure at being excluded from the decision-making process. The approximately 1,120 bus operators in the state are planning to meet on Sunday to discuss their grievances and prepare a list of demands they want included in the Mhaji Bus Scheme. As of now, the revised incentives include a subsidy per kilometre, wherein bus operators will receive a subsidy of Rs 3 per kilometre for every kilometre operated. There is also an insurance subsidy, wherein operators can avail themselves of a 50% reimbursement on the annual insurance premium, up to Rs 30,000. However, the president of the All Goa Stage Carriage Bus Owners' Association, Sudesh Kalangutkar, questioned the adequacy of the subsidy. 'Govt wants to frame policies for the transport sector without taking bus operators into confidence,' he said. 'Diesel rates are extreme today, how can Rs 3 per kilometre be enough for us?' 'Govt should first consider helping operators by bringing these buses back on the roads, rather than introducing new schemes that create more problems,' he said. He added, 'There are pending fuel subsidies worth Rs 18 crore, which govt is yet to release.' As for the spruced up scheme, operators will retain full fare revenue, with no obligation to remit any amount to KTC. The scheme outlines several operational norms, such as continuous operation, where operators must ensure their buses are in service for the entire year. In cases of maintenance or breakdown, operators are required to provide alternative buses. Operators must employ qualified conductors in uniform, who will be responsible for managing automatic ticketing machines on board. All buses must be equipped with a vehicle location tracking device to ensure real-time tracking and security. Additionally, the buses will be required to repaint their vehicles in KTC's branding scheme for better visibility. To benefit from the scheme, operators must submit an application to the managing director of KTC. Approved operators will be issued a letter of empanelment and will be required to sign an agreement with KTC. All buses will undergo regular inspections by the directorate of transport to ensure compliance. Private bus operators wishing to participate in the scheme must hold a valid stage carriage permit issued by an RTO in Goa. They must operate buses that are not older than 15 years at the time of registration and must maintain valid fitness certificates, comprehensive insurance, and proof of up-to-date road tax payments. Operators can earn 50% of the revenue generated from advertisements displayed on their buses. KTC's smart transit passes and cards will be accepted on all buses under the scheme. The amount collected through these passes will be reimbursed to operators.

Panaji: With unseasonal showers expected ahead of the monsoon, the directorate of health services has sent out detailed advisories to all departments to to take steps to prevent the breeding of the deadly dengue and malaria mosquitoes. They have been instructed to report any fever or suspected dengue cases to the nearest health centre. Last year, dengue claimed three lives, including two minors. A detailed SOP has been sent to Kadamba Transport Corporation (KTCL), which reported dengue cases at its Porvorim depot last year, and to the registrar of cooperative societies to circulate to all housing societies. The dengue mosquitoes are often found breeding in flowerpots, and other such sites in housing societies.
