Government offices shut across Manipur's naga hills as ANSAM launches protest against border fencing, FMR scrapping
The protest is in response to the Central Government's decision to scrap the Free Movement Regime (FMR) and commence border fencing along the India-Myanmar border in areas inhabited by the Naga community.
According to Naga leaders, most government offices in the districts of Ukhrul, Senapati, Tamenglong, and Chandel remained closed throughout the day.
Describing the protest as a 'people's movement', ANSAM said it was a stand against the imposition of border fencing through ancestral Naga lands and the unilateral scrapping of the FMR along what it termed the 'imaginary Indo-Myanmar/Burma border.'

Government can provide national identity cards under Citizenship Act, 1955: Home Ministry
The Lok Sabha was recently informed that the Citizenship Act, 1955 provides that the Central Government is to compulsorily register every citizen of India and issue National Identity Cards to them. The Ministry of Home Affairs was responding to a question by Trinamool Congress member Mala Roy about details of cards, which, as per the court of law, is an admissible identity proof as an Indian citizen. Minister of State for Home, Bandi Sanjay Kumar, said in a written reply, 'The Citizenship Act, 1955, as amended in 2004, provides the Central Government to compulsorily register every citizen of India and issue a National Identity Card to him. The procedure for the same has been laid down in National Identity Cards can be issued to Citizens whose particulars are entered in the National Register of Indian Citizens or National Register of Citizens (NRC).' Assam is the only State where the NRC exercise has been undertaken, but the final register is yet to be published as the State government has challenged the draft NRC published in 2019, which excluded 19 lakh residents out of 3.29 crore applicants. The government has not taken any decision to update the National Population Register (NPR) during the forthcoming Population Census 2027. NPR is the first step for the creation of an NRC, and it was first compiled in 2010, and data was collected simultaneously during the first phase — called the House Listing and Housing (HLO) schedule — of the 2011 Census. The NPR database, which has the details of 119 crore residents, was updated in 2015-16. Following protests around the Citizenship Amendment Act (CAA) and NRC in 2019-20, where 83 persons were killed across the country, the government informed the Parliament that 'till now the Government has not taken any decision to prepare NRC at the national level'. The Bharatiya Janata Party (BJP) dropped the compilation of NRC from its 2024 general election manifesto even though it was one of the prominent poll promises in the party's 2019 manifesto.

Collective seeks farmer-friendly system for issue of pattas based on field verification
The Bangaru Vaickal Neeradhara Koottamaippu, a farmers' and water users' rights collective has urged the Puducherry government to ensure a farmer-friendly system for issuing land document or patta based on field verification. In a letter addressed to Lieutenant Governor K. Kailashnathan, the president of the Collective, V. Chandrasekhar, said that in compliance with the Central government's instructions to register the details of lands under cultivation with the Agristack portal, arrangements were made to register through the Agriculture department's 'Uzhavar Udhaviyagam' from 2022. 'It is mandatory for the farmers to have a patta in their names. But Puducherry has not had a robust patta issuing system. This is in contrast to the neighbouring States where, whenever a land sale is held, patta is issued with immediate effect,' Mr. Chandrasekhar said. The government also announced that the applications for change of lease could be submitted to the 'Uzhavar Udhaviyagam' for examination by the Agriculture department officers. Though over 500 applications have been submitted by farmers seeking change of lease, no action has been taken till date, he said. While in neighbouring States like Tamil Nadu and Karnataka, the land title was changed instantly, there were no clear-cut guidelines and systems in place in Puducherry, he added. The government should immediately intervene and take action on the pending applications. It should bring in a system for immediate issue of pattas and put in place a farmer-friendly system for issue of lease documents based on field verification. It should also revamp the Agristack portal registration, the collective demanded.

Both Centre and state have a share in Bengaluru metro project: DK Shivakumar
Bengaluru (Karnataka) [India], August 5 (ANI): Stating that both the state and the Centre hold shares in the metro project, Karnataka Deputy Chief Minister DK Shivakumar on Tuesday said that serving the people was more important than 'credit' politics. Speaking to reporters after inspecting the soon-to-be-launched Yellow line of Namma metro, the Deputy CM, who also holds the Bengaluru city portfolio, said, 'This is our metro. The CM and I had requested the PM to inaugurate the Yellow line, and he has now given the time. This is not a project of the Central government alone; the state too has a 50% share in the project. We are all serving the public." He was replying to a question about whether the inauguration of the Yellow line was decided by the Centre or the State. 'The PM will inaugurate the Yellow line on August 10. The 19.15 km line with 16 stations was built at Rs 7,610 crore. A small programme will be organised at the auditorium in the Indian Institute of Management, Bengaluru. The PM, CM and the local legislators would travel in the inaugural trip of the train thereafter. We will submit an appeal to the PM on funds needed for the double-decker project's land acquisition," he said. Asked about extension of metro network and building more double-decker metro lines, DK Shivakumar said, 'It would be nice if the MPs who are making a lot of noise get us some funds. The MPs don't speak a word on the funds, but are engaged in nitpicking. We have decided to build double-decker metro lines for all lines in the future." 'The Commissionerate of Railway Safety gave the clearance for the Yellow line on July 31. We can't rush through things like safety. Tejaswi Surya is young blood in a hurry and doesn't have any experience," he said. 'Three train sets have arrived for the Yellow line, and the fourth set will come in August. Three trains will operate now at an interval of 25 minutes. The frequency would be increased to 10 minutes once more train sets arrive. This is a crucial line to link the IT hubs to the city," he informed. Replying to a question on the inauguration of Hebbal flyover's new loop, the Deputy CM said, 'We will throw it open to the public before August 15 after considering the CM's availability. The KR-Puram-City loop will be opened now, and the Airport service road-City loop will be opened a little later. We are planning a new tunnel from Nagawara to Esteem Mall to the agricultural university. This would be a 1.5 km tunnel, and it is different from the larger tunnel road being planned." Asked about growing passengers but very few train sets, he said, 'Train sets have not arrived due to certain reasons. They had imported train sets from China, but there are some issues. Train sets have to come from many other domestic facilities. Frequency will be increased once more train sets arrive." 'I would like to congratulate on behalf of the state government everyone, including officials, contractors, labourers, who worked on the Yellow line," DK Shivakumar said. Asked about burgeoning traffic in Bengaluru, he said, 'People from all around the country are migrating to Bengaluru. Good weather, Cauvery water, and educational institutions are attracting people. We have also instructed BMRCL to acquire 3-4 acres of land for parking." (ANI)
