Rahul's 'Vote Adhikar Yatra' in Bihar starts today
NEW DELHI/SASARAM: With Bihar gearing up for assembly polls, leader of opposition in LS Rahul Gandhi is all set to launch the 'Vote Adhikar Yatra' from Sasaram in Rohtas district Sunday to highlight the alleged assault on people's voting rights through the special intensive revision (SIR) of the state's electoral rolls and to make the battle against "vote theft" a mass movement.
Rahul will be joined in the yatra, spread over 16 days, by members of INDIA bloc parties that are part of the "mahagathbandhan" in Bihar, such as RJD's Tejashwi Yadav. The yatra will culminate with a show of strength at a rally at Patna's Gandhi Maidan on Sept 1.
On Saturday, Rahul on X said, "Sixteen days, 20-plus districts, 1,300-plus kilometres. We are coming among the people with voter rights yatra. This is the right to protect the most fundamental democratic right - 'one person, one vote'.
Join us in Bihar to save the Constitution."
Addressing a press conference in Delhi about the yatra - that starts from south Bihar's Sasaram parliamentary constituency which is seen as a Congress stronghold - party spokesperson Pawan Khera said the yatra will travel across districts to cover the state and there will be three break days - Aug 20, 25 and 31. Besides Tejashwi, other INDIA bloc partners, which include three Left parties, will also be part of the yatra, he said.

CPI (ML) Liberation confirmed to TOI that its general secretary Dipankar Bhattacharya, along with Karakat MP Raja Ram will be joining Rahul. CPM functionary Subashini Ali will also be part of the yatra. CPI is also part of the INDIA bloc.
Khera alleged that SIR had actually exposed the designs of BJP to disenfranchise lakhs of voters, including Dalits, adivasis, minorities, the poor people and the daily wage labourers.
He said thanks to the people of Bihar, activists, and Congress and INDIA bloc workers who raised their voice against SIR, the Election Commission has been forced to do the course correction. Khera said, it was only after Supreme Court's intervention that the EC was compelled to address the concerns of the common people and voters.
Khera said the aim of the Yatra was to ensure awareness and alertness among the people so that the Modi govt does not continue with its conspiracy to deny voting rights to the people of Bihar.

Odisha to begin SIR from September, wrap it up by January 7: Election official
Odisha will start working on the special intensive revision (SIR) of the electoral rolls from next month, the first such exercise in the state after 2002, the state's chief electoral officer R Sant Gopalan said on Monday. The SIR will start from next month and the revsied list would be out in January, Odisha chief electoral officer R Sant Gopalan said Gopalan said the final voter list would be published on January 7 next year. The state's top election official also said the number of polling booths across the state would be increased from 38,000 to 45,000. Since 2002 when the last such exercise was carried out, the electoral rolls have undergone annual summary revisions, which do not involve door-to-door verification. The upcoming SIR could be a crucial effort to ensure that no eligible voter is left out, and no ineligible person remains on the rolls, he said. The SIR process includes house-to-house visits, verification of voter eligibility, rationalisation of polling stations and strengthening of the voter list to eliminate inaccuracies. Monday's announcement comes against the backdrop of a continuing controversy in Bihar over the exercise ahead of state elections later this year. The SIR in Bihar, also undertaken state-wide for the first time in two decades, has excluded nearly 6.5 million names from the draft roll published on August 1. The exercise was also challenged in the Supreme Court in July. On August 14, the top court directed EC to publish details of about 6.5 million voters deleted during the SIR. The court also stressed that transparency was essential and set August 19 as the deadline for compliance, with a review due on August 22. According to the 2024 list of voters, Odisha has 33.2 million voters, including 16.8 million men and 16.3 million women. Among the voters, there are 680,000 senior citizens, 9,060 people, aged over 100 years, 457,000 persons with disabilities (PwD) voters, 754,000 voters aged 18-19 years and 3,380 third gender voters. According to EC directions, people whose names were not recorded in the 2002 electoral roll will have to submit documents prescribed by the Commission to establish their eligibility for voter enrolment. In the Bihar case, the Supreme Court told EC to accept Aadhaar card as well. The state government has already instructed all departments and district collectors to ensure that no post designated as district election officer (DEO), electoral registration officer (ERO), or assistant electoral registration officer (AERO) is vacant during the revision period. No transfers of officers holding these posts would be made without the prior approval of the Election Commission. Asked about the objections raised by BJD on polling number mismatch in 2024 Lok Sabha and Assembly polls, Sant Gopalan said replies have already been given to objections raised by the Congress and the BJD. 'Let us not shake public trust. Baseless allegations could undermine the credibility of the Election Commission,' he said, adding that detailed clarifications were provided twice to BJD on their allegations.

Differences must not become disputes, competition: Jaishankar to Wang
India and China on Monday discussed economic and trade issues, including resumption of border trade and direct flights, with New Delhi again flagging concerns over Beijing's curbs on the export of rare earth minerals. Chinese Foreign Minister Wang Yi landed in New Delhi on Monday evening for a two-day visit and held talks with External Affairs Minister S Jaishankar. In his opening remarks at the delegation-level talks, Jaishankar said that 'the basis for any positive momentum' in India-China ties 'is the ability to jointly maintain peace and tranquillity in the border areas'. He emphasised that it was essential for the de-escalation process to move forward. 'Having seen a difficult period in our relationship,' Jaishankar told Wang, 'our two nations now seek to move ahead'. This required a candid and constructive approach from both sides, he said. Jaishankar underlined that the two countries must be guided by the three mutuals – 'mutual respect, mutual sensitivity and mutual interest.' 'Differences must not become disputes, nor competition conflict,' he said. Prime Minister Narendra Modi and Chinese President Xi Jinping's meeting on October 23, 2024, in the Russian city of Kazan on the sidelines of the Brics Summit paved the way for de-escalation in border areas after the Galwan Valley clashes of June 2020. Jaishankar and Wang's discussions will also lay the groundwork for Modi's visit to Tianjin for the Shanghai Cooperation Organisation (SCO) Summit on August 31 and September 1, where he is expected to meet Xi Jinping. Wang and National Security Adviser Ajit Doval will hold the 24th round of the Special Representatives' talks on boundary issues on Tuesday. Wang will also call on Prime Minister Modi in the evening. At Monday's meeting, Jaishankar said discussions would also cover river data sharing and people-to-people contacts. 'I would like to follow up on some particular concerns that I had brought up with you when I visited China in July,' he told Wang, alluding to India's request that Beijing lift restrictions on rare earth exports. The two sides also discussed global developments. 'We seek a fair, balanced and multi-polar world order, including a multi-polar Asia. Reformed multilateralism is also the call of the day,' Jaishankar said. 'In the current environment, there is clearly the imperative of maintaining and enhancing stability in the global economy as well,' he noted. Combating terrorism in all its forms was another priority, he added. Wang's visit is the first by a Chinese minister since Modi and Xi's meeting in Kazan, Jaishankar observed. 'It is our expectation that our discussions would contribute to building a stable, cooperative and forward-looking relationship between India and China, one that serves both our interests and addresses our concerns,' he said, wishing China a successful SCO Summit that it is hosting. In Beijing, China's foreign ministry said Wang's visit to India aimed at working with New Delhi to deliver on understandings reached between the two leaders and decisions taken during earlier border talks. Wang is scheduled to visit Pakistan later this week.
