KUALA LUMPUR: Asean has emerged as a trusted platform by global superpowers and countries are 'queuing' up to sign up as partners to the regional group, says Datuk Seri Mohamad Hasan.
The Foreign Minister said many countries want to be a partner of Asean by acceding to the Treaty of Amity and Cooperation of Southeast Asia (TAC), so much so the grouping had to put a moratorium on it.
'Asean has the trust of global superpowers. We are known as a region of peace and good economic growth.
'Countries are lining up to sign the TAC as this is the first step of being a partner to Asean,' he said at a press conference at the conclusion of the Asean Foreign Minis­ters Meeting and Related Meetings yesterday.
While the current practice is not to take new partners as dialogue partners, Mohamad said Asean is giving an exception to one or two countries to be a partner to the regional group.
'Some dialogue partners can bring added value to Asean. So, we are not too rigid in our moratorium,' added Mohamad.
He said Algeria and Uruguay officially acceded to the TAC, marking their formal commitment to principles of peaceful cooperation and regional harmony.
'As of now, 57 countries have become parties to the TAC,' added Mohamad.
He said 21 meetings involving Asean and its external partners were held at this meeting.
Mohamad said he held bilateral meetings with his counterparts from Algeria, Australia, Bang­ladesh, Brunei, Canada, China, Japan, New Zealand, Palestine, the Philippines, Switzerland, Turkiye, the United Kingdom, United States and Uruguay.
He also stressed on the importance of maintaining neutrality as a trading nation.
'Our economy is based on trade. We cannot be seen as leaning toward anyone. The United States has the largest investment and China has been our largest trading partner for many years.
'We have to navigate our foreign policy so as not to be seen as leaning toward anyone,' he said.
On the tariff issue, Mohamad said the United States prefers to hold negotiations separately with countries, and not as a group.
'Each country must negotiate for themselves. The United States seems more comfortable negotiating this way.
'We hope we will be able to negotiate well and decide on it fast,' added Mohamad.
Malaysia, as Asean Chair, will once again host the regional summit – the 47th Asean Summit and Related Summits in October.
On another matter, Mohamad said Malaysia will fully enforce regulations pertaining to illegal ship-to-ship transfer of crude oil in Malaysian waters beginning this month, as per Cabinet decision.
He said ships caught doing this will face fines and the vessels held.
'We do not want to be accused of being a country that facilitates these activities. We will defend our waters so such actions can be prevented,' Mohamad said.
He acknowledged that there will be quarters upset with this policy, adding regardless, Malaysia will enforce the ruling.

SYDNEY, July 21 — China is set to expand its influence over South-east Asia's development as the Trump administration and other Western donors slash aid, a study by an Australian think tank said Sunday. The region is in an 'uncertain moment', facing cuts in official development finance from the West as well as 'especially punitive' US trade tariffs, the Sydney-based Lowy Institute said. 'Declining Western aid risks ceding a greater role to China, though other Asian donors will also gain in importance,' it said. Total official development finance to South-east Asia — including grants, low-rate loans and other loans — grew 'modestly' to US$29 billion (RM122.8 billion) in 2023, the annual report said. But US President Donald Trump has since halted about US$60 billion in development assistance — most of the United States' overseas aid programme. Seven European countries — including France and Germany — and the European Union have announced US$17.2 billion in aid cuts to be implemented between 2025 and 2029, it said. And the United Kingdom has said it is reducing annual aid by US$7.6 billion, redirecting government money towards defence. Based on recent announcements, overall official development finance to Southeast Asia will fall by more than US$2 billion by 2026, the study projected. 'These cuts will hit South-east Asia hard,' it said. 'Poorer countries and social sector priorities such as health, education, and civil society support that rely on bilateral aid funding are likely to lose out the most.' Higher-income countries already capture most of the region's official development finance, said the institute's South-east Asia Aid Map report. Poorer countries such as East Timor, Cambodia, Laos and Myanmar are being left behind, creating a deepening divide that could undermine long-term stability, equity and resilience, it warned. Despite substantial economic development across most of South-east Asia, around 86 million people still live on less than US$3.65 a day, it said. 'Global concern' 'The centre of gravity in South-east Asia's development finance landscape looks set to drift East, notably to Beijing but also Tokyo and Seoul,' the study said. As trade ties with the United States have weakened, South-east Asian countries' development options could shrink, it said, leaving them with less leverage to negotiate favourable terms with Beijing. 'China's relative importance as a development actor in the region will rise as Western development support recedes,' it said. Beijing's development finance to the region rose by US$1.6 billion to US$4.9 billion in 2023 — mostly through big infrastructure projects such as rail links in Indonesia and Malaysia, the report said. At the same time, China's infrastructure commitments to Southeast Asia surged fourfold to almost US$10 billion, largely due to the revival of the Kyaukphyu Deep Sea Port project in Myanmar. By contrast, Western alternative infrastructure projects had failed to materialise in recent years, the study said. 'Similarly, Western promises to support the region's clean energy transition have yet to translate into more projects on the ground — of global concern given coal-dependent South-east Asia is a major source of rapidly growing carbon emissions.' — AFP

By Nur Ashikin Abdul Aziz SINGAPORE, July 21 (Bernama) -- About 20,000 individuals in Singapore were affected by a processing error in the Health Ministry's means-testing system, resulting in incorrect subsidy or grant amounts, the Ministry of Health (MOH) said on Monday. In a statement, MOH said that in the majority of cases, individuals received higher-than-intended subsidies or grants while a minority received lower-than-intended amounts. bootstrap slideshow The ministry said that in January, the Household Means Eligibility System (HOMES) was unable to appropriately account for the business income of selected individuals following changes in data processing timelines. This led to inaccurate means-testing for individuals with business income and their household members between Jan 1 and 27. 'These affected individuals represent less than three per cent of all individuals means-tested during this period. Corrections to subsidy and grant levels are in progress,' the ministry said. About 19,000 individuals were affected under MOH schemes, while around 1,000 were impacted for schemes under the Early Childhood Development Agency, Social and Family Development Ministry, Education Ministry, and Infocomm Media Development Authority. MOH said those who received an over-subsidy will not be required to return the overpaid amounts, while reimbursement payments to those who received lower-than-intended subsidies or grants will be completed by November 2025. 'Agencies will reach out to inform affected individuals progressively,' MOH said.
