Addressing a press conference at Telangana Bhavan on Saturday, Vinod Kumar dismissed rumours that there would not be a delimitation of seats in Telangana in the wake of the Supreme Court's dismissal of a petition seeking the delimitation exercise in the state on the lines of Jammu and Kashmir on Friday. As per the AP Reorganisation Act, 2014, the Telangana assembly seats should be increased to 153 from the present 119, while AP seats to 225 from the current 175 seats.
"As per Article 170 sub-clause 3 of the Constitution, the delimitation exercise should be taken up in 2026. The SC dismissed the petition filed by one Purushottam Reddy a couple of days ago. But SC delivered the judgment as per Section 26 of the AP Reorganisation Act, subject to the provisions of Article 170," the ex-MP said.
In the AP Reorganisation Act, instead of 'subject to' it should have been 'notwithstanding' to take up the delimitation of seats in both Telangana and AP 10 years ago. This issue was brought to the notice of the then UPA govt and also the Modi govt, but it was not taken up by both the govts, Vinod Kumar said.
On women's reservations in legislative assemblies and Parliament, the BRS leader said the Women's Reservation Bill was passed in both Houses and would come into effect only after the completion of the Census.

Parliament is gearing up for a fierce debate over Operation Sindoor and the Pahalgam terror attack on Monday. Defence Minister Rajnath Singh is expected to address the Lok Sabha around noon, while Congress leader Gaurav Gogoi is likely to lead the debate from the Opposition's side. Ahead of the Parliament session, Gaurav Gogoi said, "...the government will have to tell the truth, today." Reacting to Congress leader P Chidambaram's "no proof Pahalgam terrorists came from Pakistan" comment, Gogoi said, "He [Chidambaram] will be able to give more information on this." Shiv Sena (UBT) MP Sanjay Raut also said, "Chidambaram sahib might be saying the right thing." He also said that Home Minister Amit Shah should have resigned over the Pahalgam terror attack incident. He said that there was a need to be mindful and maintain the dignity of the Indian armed forces. "I request the opposition, especially the Congress, not to do anything to harm India's interests and not speak Pakistan's language. We have to be mindful. We have to maintain the dignity of the Indian armed forces," Rijiju told ANI. The Union Minister stated that the opposition, including the Congress, should refrain from making any statements that could harm national interests. "The Congress and the Opposition should not say anything that could harm the national interests. Whatever they speak against India is used by the Pakistanis and India's enemies outside," Rijiju said, adding, "It was the wish of the people of India that the PM decided to launch Operation Sindoor through the Indian Army. We have told them that Operation Sindoor will be discussed first. We will decide which issues to discuss after that. Operation Sindoor will be debated for 16 hours in the Lok Sabha on Monday (July 28) and for 16 hours in the Rajya Sabha on Tuesday (July 29)," Rijiju told reporters. Apart from this, the floor leaders of the INDIA bloc parties will meet on Monday at 10 am to discuss the strategy for the second week of the monsoon session, with the Lok Sabha slated to take up discussion on Operation Sindoor on Monday and the Rajya Sabha on Tuesday.
