
Tamil Nadu required to tie-up an additional 7,000 MW thermal capacity till FY 2034-35: Union Power Ministry
According to Union Ministry of Power, the planned 6,486 MW includes three thermal power projects by Tamil Nadu Power Generation Corporation Ltd (TNGCPL) under construction. This includes North Chennai Thermal Power Plant (Stage III) Project (1 x 800 MW), Udangudi Thermal Power Project Stage-I (2 x 660 MW) and Ennore SEZ Supercritical Thermal Power Project (2 x 660 MW).
However, the under construction thermal power projects of TNPGCL - Ennore Expansion TPS (1x660 MW) & Uppur STPP U1&2 (2 x 800 MW) are not included in 6486 MW planned capacity, the Ministry told Standing Linkage Committee (Long-Term) for Power Sector which decides on coal linkage for power sector.
Union Ministry of Power has requested the Standing Linkage Committee (Long-Term) for Power Sector to consider the request of Tamil Nadu government to earmark long-term coal linkage to TNPGCL under the revised coal allocation policy (SHAKTI Policy, 2025) for conducting tariff based competitive bidding to develop and procure 660 MW of power from Ennore TPS Expansion project.
The Standing Linkage Committee will take a call on the coal allocation for the Ennore TPS Expansion project. Tamil Nadu Power Distribution Corporation Ltd (TNPDCL) is presently meeting the demand from the Installed Capacity of conventional sources of 15043 MW (Thermal 4320 MW + Gas 408 MW + Independent Power Producers 775 MW + Central Generating Stations Share 6558 MW + Long Term Open Access 2830 MW + Medium Term Open Access 152 MW). Considering a Plant Load Factor of 85%, the net availability will be 12786 MW, Tamil Nadu Electricity Regulatory Commission (TNERC) said in a recent order.
TNPDCL had executed 11 Long Term Power Purchase Agreements (PPA) for aggregate quantum of 3330 MW for a period of 15 years from 2014 to 2028. Out of 3330 MW, 500 MW PPA executed with Ind Barath Energy (Utkal) Ltd was terminated and at present 2830 MW power under long term is being procured and the PPAs will expire in FY 2028-29, it noted.
The median shortfall/demand deficit for FY 2026-27 and FY 2029-30 is 4,858 MW and 6,997 MW respectively, taking into account expiry of contracts and upcoming projects. TNERC allowed TNPDCL to float medium term tender for procurement of 800 MW round the clock Power for a period of five years from power plants all over India under Finance, Own and Operate (FOO) guidelines from 01-02-2026.

Power distribution network in Chennai, nearby districts set for an upgrade
The Tamil Nadu Power Distribution Corporation (TNPDCL) is planning a major upgrade to the electricity transmission network by commissioning new substations and improving several existing ones in Chennai and its neighbouring districts to prevent power cuts and voltage fluctuations during the summer months. The TNPDCL, which is the restructured entity of the Tamil Nadu Generation and Distribution Corporation (Tangedco), will set up 12 33/11 kilovolt (kV) substations to ramp up the distribution network in areas with increased power demand. While the Electricity Department has adequate electricity generation capacity, certain parts of the city and Tiruvallur district, faced unscheduled power cuts during the peak summer months this year. Consumer activist T. Sadagopan said the delay in the upgrading and renovation of the 110-kV substation in Avadi, which is one of oldest substations, has resulted in several western suburbs such as Avadi, Pattabhiram, and Paruthipet facing power disruptions. While welcoming the announcement to construct three new 33/11 kV substations, he wanted one to be constructed at the newly inaugurated TIDEL Park. K.S. Gopalakrishnan of Avadi said the substation in Pattabhiram caught fire due to power overload last year, leading to outages that lasted for over two days. He wanted officials to construct new substations within the proposed deadline. A senior official said the decision to set up substations was taken after taking into consideration the increasing power demand in several areas of north and west Chennai. These substations, to come up at a cost of ₹186.96 crore, will be commissioned in Broadway, M.K.B. Nagar, Pudupet, Mylapore, Mannurpet, Surapet, Avadi, and Sholavaram, among others. Similarly, in Kancheepuram, which includes Sriperumbudur and nearby industrial zones, 20 new substations have been proposed at a cost of ₹325 crore. These are part of the Revamped Distribution Sector Scheme for 33/11 kV infrastructure improvement works, being undertaken at a cost of over ₹1,800 crore, and for which the REC has sanctioned a loan amount of ₹1,632 crore. A total of 133 new substations is planned to be built across the State. Meanwhile, J. Radhakrishnan, TNPDCL Chairman and Managing Director, chaired a meeting with senior officials on fast-tracking the turnkey substation projects. In addition to the new substations, the Electricity Department will upgrade the capacity of 33/11 kV substations at 11 places in the city at ₹39 crore, and at nine places in Kancheepuram district at a cost of ₹73 crore. The works will begin soon, the official said.

In all, Chennai and Kanchipuram regions will get 30 new 33/11kV substations, while 20 existing substations will receive additional power transformers to increase their handling capacity. This is part of the modernisation plan under the revamped distribution sector Scheme (RDSS). Avadi, Tambaram corporation areas, and other suburban areas will also benefit from the additional substations. TNPDCL will soon float tenders to set up 133 substations of 33/11kV capacity across the state, as REC Ltd has come forward to fund the modernization project at the cost of 1,509cr. TNPDCL officials said the work will be completed in a year in the city. While new substations will be set up at the cost of 1,320cr, substation augmentation work will be carried out at 189cr, said TNPDCL chairman J Radhakrishnan. Currently, there are 789 33/11kV substations in the state, and the number will cross 900 with the additional substations. TNPDCL director A Mascurnas said the areas where overload problems were identified and reported, were chosen to set up the substations. The project was among the key issues discussed at the review meeting of TNPDCL officials held in the city on Wednesday. The tender for the substations will be on a turnkey basis for faster implementation. During the last assembly session, then electricity minister V Senthil Balaji said that 18 new 33/11kV substations will be set up and 26 existing substations would be upgraded.

Deadline for submitting bids for TN's smart meter project extended to Aug
CHENNAI: The Tamil Nadu Power Distribution Corporation Limited (TNPDCL) has postponed, for the ninth time, the last date for submitting bids for the tenders it floated in mid-March for the key smart meters rollout project to August first week. Officials said that the present extension was mainly due to objections raised by a section of bidders regarding a Foreign Direct Investment (FDI) related clause. The previous extension mentioned the last date for bid submission as July 30 and opening date as July 31. These have now been respectively extended to August 4 and 5. A senior TNPDCL official told TNIE that the as per existing FDI rules, non-resident entities from countries sharing a land border with India, like China and Pakistan, can participate only with prior approval from the union government. However, the TNPDCL board initially introduced a special norm in the bidding document requirements (BQR) after getting approval from the Rural Electrification Corporation to this condition of prior approval from the centre.
