Power distribution network in Chennai, nearby districts set for an upgrade

The Hindu31-07-2025
The Tamil Nadu Power Distribution Corporation (TNPDCL) is planning a major upgrade to the electricity transmission network by commissioning new substations and improving several existing ones in Chennai and its neighbouring districts to prevent power cuts and voltage fluctuations during the summer months.
The TNPDCL, which is the restructured entity of the Tamil Nadu Generation and Distribution Corporation (Tangedco), will set up 12 33/11 kilovolt (kV) substations to ramp up the distribution network in areas with increased power demand. While the Electricity Department has adequate electricity generation capacity, certain parts of the city and Tiruvallur district, faced unscheduled power cuts during the peak summer months this year.
Consumer activist T. Sadagopan said the delay in the upgrading and renovation of the 110-kV substation in Avadi, which is one of oldest substations, has resulted in several western suburbs such as Avadi, Pattabhiram, and Paruthipet facing power disruptions. While welcoming the announcement to construct three new 33/11 kV substations, he wanted one to be constructed at the newly inaugurated TIDEL Park.
K.S. Gopalakrishnan of Avadi said the substation in Pattabhiram caught fire due to power overload last year, leading to outages that lasted for over two days. He wanted officials to construct new substations within the proposed deadline. A senior official said the decision to set up substations was taken after taking into consideration the increasing power demand in several areas of north and west Chennai. These substations, to come up at a cost of ₹186.96 crore, will be commissioned in Broadway, M.K.B. Nagar, Pudupet, Mylapore, Mannurpet, Surapet, Avadi, and Sholavaram, among others.
Similarly, in Kancheepuram, which includes Sriperumbudur and nearby industrial zones, 20 new substations have been proposed at a cost of ₹325 crore. These are part of the Revamped Distribution Sector Scheme for 33/11 kV infrastructure improvement works, being undertaken at a cost of over ₹1,800 crore, and for which the REC has sanctioned a loan amount of ₹1,632 crore.
A total of 133 new substations is planned to be built across the State. Meanwhile, J. Radhakrishnan, TNPDCL Chairman and Managing Director, chaired a meeting with senior officials on fast-tracking the turnkey substation projects.
In addition to the new substations, the Electricity Department will upgrade the capacity of 33/11 kV substations at 11 places in the city at ₹39 crore, and at nine places in Kancheepuram district at a cost of ₹73 crore. The works will begin soon, the official said.

Vodafone Idea's enterprise unit exploring IoT-enabled smart meter business in multiple sectors

NEW DELHI: Vodafone Idea is seeking to leverage its Internet of Things (IoT) network to explore smart meter-driven business opportunities in multiple industries including oil and gas, while scaling up in the electricity segment, the telecom carrier's enterprise unit said. "Similar to electricity, we are exploring possibilities in collaboration with city gas distributors (CDGs), advanced metering infrastructure service providers (AMISPs), and gas meter manufacturers. We are engaged in a pilot project for commercial gas smart meters leveraging NB-IoT," a Vi Business spokesperson exclusively told ETTelecom . Vi, along with its private sector rivals Bharti Airtel and Reliance Jio , is bullish on the IoT opportunity, backed by the Central government's initiatives such as the Revamped Distribution Sector Scheme (RDSS), which seeks to replace 250 million traditional electricity meters with prepaid, IoT-enabled meters by March 2028. IoT is a crucial cornerstone of all telcos' enterprise strategy. ETTelecom previously reported why Jio, Airtel and Vi are bullish on this technology to drive their business-to-business (B2B) segment growth. IoT adoption in India's electricity sector significantly outstrips other utility segments, driven by a strong regulatory mandate and robust government support, according to Counterpoint Research. The research agency said that other sectors, including water and gas, face pricing constraints, regulatory complexity, and fragmented ecosystems. Recently, Vi said it will connect 12 million smart electricity meters nationwide within the next three years, aligned with the India Smart Grid Mission, to allow distribution companies (DISCOMs) to reduce aggregate technical & commercial (AT&C) losses and provide consumers with immediate and transparent insights into their energy consumption. "The 12 million smart meters deployment shall be done through the AMISPs partnerships and the deployments would spread across 8 DISCOMs," the spokesperson said. "We are actively engaged with AMISPs and private DISCOMs with our innovative technology solutions to enhance productivity, leading to cost savings and better service delivery," it added. As per the spokesperson, Vi directly engages with private DISCOMs, with the latter managing their own smart meter deployments. On the contrary, AMISPs deploy smart meters for state-owned DISCOMs, and either have direct contracts with state-owned DISCOMs or work with REC/Power Finance Corporation (PFC). AT&C loss reduction The Vi Business spokesperson said that DISCOMs have recorded a reduction in the AT&C losses, improvements in collections, and other benefits by implementing smart meters. "The real-time consumption data and analysis-driven insights are paving the way for implementing prepaid mechanisms along with remote connection and disconnection capability; enablement of insights to exercise dynamic power purchase as an option as per requirement; peak demand analysis; and distribution and capacity planning," the spokesperson said. The Ministry of Power, in an official statement this February said AT&C losses reduced from 22.62% in 2014 to 15% in 2025, which will be further reduced to 10% by 2030. To recall, in September 2022, Vi Business had partnered with the Energy Efficiency Services Limited (EESL) to install 50 lakh Internet of Things (IoT)-enabled smart meters for DISCOMs in Uttar Pradesh and Haryana. Vi – a joint venture between India's Aditya Birla Group and the UK's Vodafone Group Plc – said in an investor's presentation in June 2025 that it also sees a strong potential in automotive, vehicle tracking systems, energy, utilities, among others. It is expanding its footprint in diverse use cases, including battery monitoring, sound box, transport management, solar and water management, and smart street lighting. Vi says it is the first telco to have an end-to-end Integrated IoT offering, comprising connectivity, hardware, network, application, analytics, security and support.

T.N. power utilities told to prepare detailed plan for strengthening distribution system

Tamil Nadu's power utilities have been advised to prepare a detailed plan for strengthening the power distribution system. Recently, the Southern Regional Power Committee (SRPC) held a special virtual meeting to discuss reliable power supply issues with respect to the power sector in the region. SRPC has advised the State to prepare a detailed plan with the load growth projection for 5-10 years in co-ordination with Tamil Nadu Transmission Corporation (Tantransco) and submit a proposal to the authorities concerned as well as the State Electricity Regulatory Commission. It has also suggested that proposals for renewable energy evacuation could be given for approval under Green Energy Corridor projects. The Tamil Nadu Power Distribution Corporation Ltd. (TNPDCL) said there are 9,973 11 kV and 22 kV feeders in operation. It also said the modernisation of substations is under progress. Central Electricity Authority also said Tamil Nadu being disaster prone, a disaster resilient system needs to be adopted up to 0-50 km from the coastline, such as underground cabling, indoor substation, etc. TNPDCL stated that it is being taken into account.

TNPDCL receives 50 bids for 3 crore smart meter project after nine deadline extensions

CHENNAI: The Tamil Nadu Power Distribution Corporation Limited (TNPDCL) is believed to have received around 50 bids in total for the tenders it had floated in six separate packages to install 3 crore smart meters across Tamil Nadu in two phases. After extending the deadline nine times since April, mainly due to various clarifications sought by potential bidders, the deadline for submission of bids ended by 2 pm on Tuesday, soon after which the bids were opened. A senior TNPDCL official told TNIE that not more than 50 bids had been received for all six separate tender packages together. 'We are now reviewing the technical and commercial aspects of the bids. A special committee has been formed to hold negotiations with bidders. Those who agree to take up the work at the lowest price with adherence to all technical and regulatory compliance will be given priority,' the official said. Adani Energy Solutions Limited was the lowest bidder in the previous tender. However, during negotiations, TNPDCL cancelled the entire process and called for fresh tenders on March 14. After postponing the bid opening date nine times, the bids have now finally been opened. The corporation plans to complete the negotiation process and finalise the tenders before the first week of September. Initially, TNPDCL had planned to install three crore smart meters in one phase under the Revamped Distribution Sector Scheme. However, the plan was later revised to be executed in two phases. In the first phase, 1.4 crore smart meters will be installed across the state.
