
13MP: Malaysia to establish national housing agency and rent-to-own scheme
The Ministry of Economy outlined these reforms in the newly released 13MP document, highlighting housing as a key priority for public well-being. The plan focuses on increasing sustainable housing supply, expanding financing options, and improving regulatory efficiency.
'A national single housing agency will be established through the rationalisation of existing federal housing agencies, to plan, coordinate and manage the delivery of affordable housing,' the document stated.
Additionally, a new RTO model will offer a more flexible path to homeownership, while a housing consortium may be formed to manage the scheme sustainably.
The 13MP outlines three core strategies: boosting quality and inclusive housing supply, increasing homeownership among targeted groups, and improving regulatory effectiveness.
Housing planning will be enhanced through governance restructuring, efficient construction methods, and better resource use. Financing schemes will also be adjusted, including tiered interest rates, to help first-time buyers.
To address Malaysia's ageing population, a long-term financing or rental scheme for senior citizens will be introduced. A Residential Tenancy Act is also proposed to protect tenants and homeowners fairly.
As of March 2025, 179,769 affordable homes have been completed—36% of the 500,000-unit target under the 12MP. Another 312,591 units are under construction.
Under the Housing Credit Guarantee Scheme, RM17.86 billion in loans have been approved, benefiting 76,664 borrowers.
Prime Minister Datuk Seri Anwar Ibrahim reiterated the government's commitment to building one million affordable homes between 2026 and 2035, in collaboration with federal, state, and private sectors.
The People's Housing Programme (PPR) was rebranded as Residensi Rakyat Programme (PRR) in August 2024, improving design and sustainability features.
A maintenance programme for low- and medium-cost stratified housing has also benefited 150,218 residents across 46,365 units. - Bernama

He said the decision brings relief to Penang's key sectors, including electrical and electronics (E&E), manufacturing, and medical devices. Penang, known as the "Silicon Valley of the East", is home to more than 350 multinational technology companies and plays a pivotal role in the global semiconductor supply chain. Chow also said the state government sought further clarification from Putrajaya on the broader implications of the cut and the next course of action. He urged the federal government to continue negotiating for deeper tariff concessions, especially in areas where Penang holds strategic economic strengths. 'This is crucial for us to stay competitive in the global supply chain and to attract future high-value investments to Penang and Malaysia as a whole,' he said. Chow added that the state remained committed to supporting local industries and exporters as they navigated evolving trade conditions. On the 13th Malaysia Plan (13MP), which was tabled on Thursday, he said it complemented the state's development goals under Penang2030. "The focus on digitalisation, advanced technology and development of a value-based Madani social system aligned with the state's vision under Penang2030," he said. He added that Penang will continue to mobilise resources and engage its citizens to accelerate the transition to a high-value economy while ensuring a more prosperous life for the people and a sustainable environment. "As the 'Silicon Valley of the East', Penang appreciates the high-value projects listed, which promise strong investment returns. This proves that the state remains a significant contributor to national investment. "The plans can help the state to also realise its goals," said Chow. He also said that the plan will enable the state to empower its people to move towards a high-value economy, improve its image and standing in the global order. Prime Minister Datuk Seri Anwar Ibrahim, when tabling the 13MP themed "Redesigning Development to Elevate the Dignity of the People', said the next five years would be critical for Malaysia's journey towards becoming a high-income nation.

13MP roadmap to boost Malaysia tourism sector by 2030
KUALA LUMPUR: Tourism, Arts and Culture Minister Datuk Seri Tiong King Sing has hailed the 13th Malaysia Plan (13MP) as a strategic roadmap to elevate tourism into a high-income and sustainable sector. With Visit Malaysia 2026 on the horizon, Tiong emphasised that the plan reflects the government's dedication to industry growth and nationwide benefits. During Prime Minister Datuk Seri Anwar Ibrahim's parliamentary presentation, the tourism sector's strong recovery was highlighted, with foreign visitors contributing RM102.2 billion in 2024. 'This achievement is promising, and under the 13MP, we aim to increase tourism's GDP contribution to 16 percent by 2030,' Tiong stated. A key initiative involves establishing Special Tourism Investment Zones (STIZ) in Johor, Melaka, Negeri Sembilan, and Sarawak. 'Forty-three potential sites have been identified as of June 2025. We will expedite implementation with relevant agencies,' he added. Tiong also praised the focus on rural tourism, particularly homestays, which provide income opportunities for local communities while showcasing Malaysia's cultural diversity. Aviation expansion is another priority, with plans to introduce 178 new aircraft by 2030 to enhance regional connectivity.
