
UAE drives inclusion of People of Determination at COSP18
During the UAE's national statement at the General Debate, Minister Sana bint Mohammed Suhail affirmed the UAE's dedication to empowering People of Determination. She highlighted their unique abilities and their right to equal opportunities to contribute to national development. Six pillars of inclusion supporting People of Determination
The Minister outlined the UAE's progress through six key pillars: healthcare, education, employment, social protection, accessibility, and community participation. These pillars are underpinned by a strong legislative framework, including Federal Law No. 29 of 2006, as well as local initiatives such as Abu Dhabi's inclusive urban development and Dubai's Disability Strategy.
Notable achievements in education and rehabilitation
The UAE highlighted achievements such as the introduction of inclusive learning environments, early intervention programmes, vocational training, and the establishment of over 35 government-run and more than 46 private centres dedicated to rehabilitation and training.
Advancements in employment and accessibility
The statement emphasised efforts to create inclusive workplaces in both public and private sectors. Infrastructure improvements have made public transport and facilities more accessible, and innovative technologies are being integrated to enhance service accessibility for People of Determination.
Comprehensive healthcare and independence support
Within healthcare, the UAE offers a wide range of services from treatment and rehabilitation to psychological support. Programs promoting independence, including life skills training and supported living options, are key components of their approach.
International leadership and hosting global events
The UAE showcased its role on the global stage by hosting major events like the 2024 International Rehabilitation Conference and the 2019 Special Olympics. The establishment of the Asian Paralympic Committee's headquarters in the UAE in 2019 further emphasises the country's regional and international advocacy efforts.
UAE delegation reflects national and multi-sector commitment
The delegation included representatives from the Ministry of Family, the Executive Council of Dubai, the Department of Community Development in Abu Dhabi, Zayed Higher Organisation for People of Determination, Mohamed bin Zayed Foundation for Humanity, the Asian Paralympic Committee, and Sedra Foundation, collaborating closely with the UAE's Permanent Mission to the UN.
Hosting 'The Gathering' – A platform for global dialogue
On the sidelines of COSP18, the UAE hosted 'The Gathering,' a cultural and diplomatic event that facilitated dialogue among global stakeholders to exchange ideas on empowering People of Determination.

A Global Platform for Empowerment The AccessAbilities Expo (AAE) stands out as the largest of its kind in the Middle East, North Africa, and South Asia. It serves as a global platform supporting the UAE's vision to empower People of Determination and meet their aspirations for a dignified life. The 7th edition of the AccessAbilities Expo will be held from 6 to 8th of October at the Dubai World Trade Centre's Halls 5, 6, 7, and 8, under the patronage of His Highness Sheikh Ahmed bin Saeed Al Maktoum, President of Dubai Civil Aviation Authority, Chairman of Dubai Airports, and Chairman and Chief Executive of Emirates Airline and Group. According to the World Health Organization, only 1 in 10 people in need of assistive technology currently has access to it due to high costs, lack of awareness or availability, insufficient trained personnel, and weak policies. Assistive technology is a broad term encompassing both products and services that enhance functionality and independence. These tools, ranging from hearing aids and wheelchairs to communication devices, eyeglasses, prosthetics, and more—help individuals maintain or improve their functional ability and independence, thus improving their overall well-being. Over one billion people worldwide currently need one or more of these products. International disability experts estimate that by 2030, over 2 billion people will require at least one assistive product, with many elderly individuals needing two or more. A latest WHO report on Assistive technology revealed that about 90% of people who need it globally do not have access. A survey of 70 countries found significant gaps in service delivery and trained workforces, especially in cognition, communication, and self-care. Hamdan launches ‘Dubai Mallathon' to transform shopping malls into fitness hubs
Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of the Executive Council of Dubai, on Thursday launched Dubai Mallathon, a community-driven initiative aimed at promoting public health by encouraging all members of society to engage in daily physical activity during the summer. The initiative is set to transform shopping malls across Dubai into organised health and fitness tracks during morning hours, from 7:00 to 10:00am, from Aug.1 to 31. As part of the initiative, dedicated walking and running tracks will be introduced in seven of Dubai's major shopping destinations, including Dubai Mall, Dubai Hills Mall, Springs Souk, City Centre Deira, City Centre Mirdif, Mall of the Emirates, and Dubai Marina Mall. Dubai Mallathon is aligned with the goals of the Year of Community, the Dubai Social Agenda 33, and Dubai Quality of Life Strategy 33, which aim to provide the highest standards of living, residential services, and cultural and sporting events while celebrating the UAE's cultural, architectural and environmental heritage. Sheikh Hamdan said Dubai seeks to set new global benchmarks in wellbeing by making fitness an integral part of daily life. Over 57,000 benefit from ‘Islamic Affairs Dubai' initiatives
The Islamic Affairs and Charitable Activities Department in Dubai (IACAD) announced that its "Thimar Sadaqatikom" initiative supported more than 57,000 beneficiaries during the first half of 2025, with total aid exceeding Dhs26.4 million. In the health sector, the "Sareer Al-Khair" initiative extended vital support to 46 financially distressed patients by covering treatment costs and providing essential medical equipment, with expenditures surpassing Dhs6.3 million. In education, the "Kursi Al-Ilm" initiative enabled 174 students from low-income families to pursue their academic goals, with total support amounting to Dhs1.88 million. The "Tafreej Kurba" initiative gave a new lease on life to 54 indebted inmates, facilitating their release and supporting the restoration of family stability, at a total cost of Dhs5.8 million. To address housing needs, Dhs1.25 million was allocated to assist Emirati families in securing safe and adequate living conditions. Beyond these key areas, IACAD implemented a wide range of charitable initiatives, including support for People of Determination, food distribution, Hajj sponsorships, mosque construction, and funding for humanitarian and training programmes. These additional efforts benefited 56,989 individuals, with a total value exceeding Dhs11.2 million. Commenting on the outcomes, Mohammed Musabbah Dhahi, Executive Director of the Charitable Work Sector at IACAD, said the achievements demonstrate the public's growing trust in the initiative as a transparent and dependable platform for channelling charitable contributions to those most in need.
