How AI tool will bring structure, uniformity to minutes of gram sabha meetings across country

The Centre is set to unveil an artificial intelligence (AI)-powered tool to automatically generate minutes of meetings of gram sabhas, the primary body of the Panchayati Raj system, consisting of all registered voters of a gram panchayat. Named 'SabhaSaar', it will be rolled out in Tripura on Independence Day, August 15, and thereafter made available to other states, said a government official. Union Minister of Panchayati Raj Rajiv Ranjan Singh Lalan and his deputy Prof SP Singh Baghel will unveil 'SabhaSaar' in New Delhi Thursday, on the eve of Independence Day. A source said 'SabhaSaar' is built on Bhashini, an AI-powered language translation platform launched by the government to bridge literacy, language, and digital divides. The tool generates transcription from a video or audio, translates it into a chosen output language and prepares a summary. It enables transcription in all major Indian languages like Hindi, Bengali, Tamil, Telugu, Marathi and Gujarati, in addition to English, the source said. 'SabhaSaar' is ideal for panchayats, administrative bodies, and rural development projects as it streamlines documentation and empowers stakeholders with instant access to meeting insights, as per sources. As per the Ministry of Panchayati Raj, there are 2,55,397 village panchayats, 6,742 intermediate panchayats, 665 district panchayats, and 16,189 traditional local bodies across the country. A gram sabha is supposed to meet at least four days (January 26, May 1, August 15, and October 2) in a year. To ensure that gram sabhas meet regularly and function transparently, the Panchayati Raj ministry has launched a Panchayat NIRNAY portal, a real-time monitoring system that deals with their meetings. It has provisions for scheduling, notifying citizens with the meeting agenda well in advance, enhancing public participation, recording and enabling panchayat decisions for ready reference, bringing about transparency and accountability of panchayat functionaries in panchayat decision making and its implementation. According to data available with the ministry, over 10,000 gram Sabha meetings were held through the Panchayat NIRNAY platform during the financial year 2024-25. Most of these meetings were held in Punjab, Andhra Pradesh, Telangana and Bihar.

August 13, 1985, Forty Years Ago: Japan Plane Crash

A Japanese Boeing 747 carrying 524 people crashed and burned in the mountains near Tokyo in what could be the worst disaster in history involving a single aircraft. (UPI quoted authorities as saying that the plane crashed after a cabin door seal burst, while Kyodo said that hopes for survivors were faint.) A Transport Ministry spokesman told reporters the pilot reported losing control minutes after leaving the runway. Assam Breakthrough PM Rajiv Gandhi said the 'good news' of a solution to the Assam problem would be known soon and there would be no 'losers or winners'. He was addressing a public meeting at Judges Field in Guwahati. However, Gandhi, when asked at the airport whether the 'good news' was breaking before August 15, told ENS, 'I cannot tell you the time. There are hundreds of things. It will be known soon.' Oppn Walk-out Almost the entire Opposition walked out of the Lok Sabha in protest against the introduction of a bill to extend the Essential Services Maintenance Act for a further five years. Describing ESMA as a draconian, anti-working class measure, Opposition members vehemently objected to the move to give it a new lease of life. The amendment was introduced by Arif Mohammed Khan, Minister of State for Home Affairs. SGPC Lawsuit The Shiromani Gurdwara Parbandhak Committee (SGPC) and its president, G S Tohra, filed a suit against the government for the recovery of Rs 1,000 crore as damages for the loss caused to moveable and immovable property of various gurdwaras in Punjab during the Army action in June last year. The suit demanded an injunction directing the defendants and their principal functionaries to tender an unqualified apology before the Sikh 'sangat'.

Govt. instructs all department heads, Collectors to take Sadbhavana Diwas pledge

Even as Governor Rajendra Vishwanath Arlekar's directive to universities to observe 'Partition horror day' on August 14 has ignited a controversy, the State government has decided to observe Sadbhavana Diwas (Communal harmony day) on a grand scale on August 20, the birth anniversary of former Prime Minister Rajiv Gandhi. The government issued a general instruction to all District Collectors and department heads to take a pledge on the theme of national integration and communal harmony on the day. A circular issued by the General Administration department instructed the heads of departments and District Collectors to administer the oath at 11 a.m. on Wednesday. 'I solemnly pledge to work with dedication for the unity and harmony of all sections of the people of India, without any consideration of community, religion, region, or language. I pledge never to resort to violence and to resolve all differences through dialogue and other constitutional means,' will read the pledge Speaking to The Hindu, a GAD officer said Sadbhavana Diwas was being observed on the theme of national integrity and communal harmony since 1992. He said this had nothing to do with the controversy over the 'Partition horror day' observance. Normally, in many States, students would also take a pledge to work for maintaining social harmony in schools, colleges, and universities. However, the Kerala government order did not insist that the students take the oath to coincide with the birth anniversary of Rajiv Gandhi. The ceremony aimed to uphold social harmony and mutual respect within the country's multi-ethnic society. Raj Bhavan's instruction to universities to organise seminars and commemorative events as part of 'Partition horror day', including street plays and dramas highlighting the trauma of Partition, did not go well with the State administration with Chief Minister Pinarayi Vijayan terming the directive 'unconstitutional and unacceptable.'
