
UAE introduces new policy for recognizing foreign university degrees

The UAE Ministry of Higher Education and Scientific Research has announced revisions to the recognition (previously known as attestation) of foreign university degrees.
According to Gulf News, under the new regulations, the ministry will grant conditional recognition to degrees obtained through distance learning, open education, online education, and correspondence education, provided they meet specific criteria set by a dedicated ministerial committee.
The ministry released a statement that highlighted the importance of abiding by the new regulations for students who have obtained their degree through non-traditional study modes. Streamlining the process
The streamlined process now includes two stages: the verification of the degree authenticity by Dataflow or QuadraBay (two agencies officially appointed by the Ministry) who will authenticate the document. The official step-by-step procedure for Dataflow can be found here, and QuadraBay here.
The cost for initial degree verification will vary depending on the country, and fees required by the awarding institute.
Following the completion of the verification process, individuals will receive a document that will facilitate obtaining a Certificate of Recognition from the Ministry of Higher Education and Scientific Research. This process usually takes two days if all the criteria are met.
The process is available online, and the entire process will take around 30 working days. You will be able to track your process during this time.
Each case is assessed individually, but should you need to appeal the recognition, you will have three months to do so.
As for the recognition criteria, the Ministry highlighted that one of the key requirements is that the educational institute must be officially recognised and approved by the relevant authorities in the country it is located in. Additionally, students must adhere to study methods approved by the university.
If studying online, the ministry urges to check if the university is recognized by the UAE's Ministry of Higher Education for distance learning programs.
The ministry confirmed that vocational certificates that do not involve formal study, short-term training program certificates, and degrees obtained through specialised programs catering to specific student demographics will not be recognised. For medical and engineering degrees, applicants with a masters or doctoral degree must hold a bachelor's degree in the same field.
The Ministry outlined the fee structure to obtain the degree recognition. For a bachelor degree, Dhs100; for a postgraduate degree, Dhs150 and for a doctoral degree, it's Dhs200.

Up to Dhs500,000 fine for firms circumventing Emiratisation targets: Ministry
The Ministry of Human Resources and Emiratisation (MoHRE) has announced that it will take three measures against companies found committing fake Emiratisation. The deadline for private sector companies with 50 or more employees to meet the first-half 2025 Emiratisation targets is coming June 30. Companies are required to achieve a minimum 1% growth in the number of Emiratis having skilled jobs compared to their total skilled workforce. MoHRE outlined the following penalties for companies practising fake Emiratisation as follows: Exclusion of falsely reported Emiratis from the company's calculated Emiratisation ratio, mandatory repayment of contributions for years in which the company falsely claimed to meet targets, and obligation to achieve actual targets missed due to fake Emiratisation. Fines for circumventing Emiratisation targets are decided by MoHRE as follows: First violation is Dhs100,000, second is Dhs300,000 and the third or any subsequent violations are Dhs500,000. Starting July 1, 2025, MoHRE will verify companies' compliance, including ensuring that hired Emiratis are registered with social insurance funds and that contributions are paid regularly. This aligns with the UAE's strategic vision to integrate Emiratis into the private sector workforce and combat fraudulent practices. Companies are urged to meet targets promptly to avoid penalties and support national employment goals. MoHRE expressed confidence in companies to achieve these goals, particularly through "Nafis" electronic platform. Exceptional performers in Emiratisation will be granted Partner Club membership, offering up to 80% discounts on MoHRE services and priority in government procurement systems. The ministry highlighted its digital field monitoring system, which has successfully identified 2,200 violating establishments since mid-2022 till April 2015, with legal actions taken against them. This system detects practices like fake Emiratisation or manipulation of targets. The Ministry provides multiple channels to report violations, including calling the call centre at 600590000, or through the Smart App and Official Website.
