How to get your university degree attested in the UAE
Foreign workers preparing to embark on new careers in the UAE must ensure they have their university degrees attested to land a job. Degree attestation – which is mandatory to secure a visa in the Emirates – is the means of verifying that academic qualifications obtained overseas are authentic. The Ministry of Higher Education and Scientific Research recently issued new regulations for the recognition of higher education qualifications in an effort to streamline the process. The ministry said the resolution will reduce the number of required documents from 14 to four. The documents required are: copy of final degree certificate, passport copy, name change document and official translation to Arabic. A name change document confirms an alteration for reasons such as marriage or a personal desire to change names. If the name on your certificate differs from that on your passport, you must provide a name change certificate issued by a government body. This could be a legal endorsement letter, birth certificate, marriage certificate or a passport showing your previous name. If your degree was issued with any language other than Arabic or English, legal translation is required. You must meet the following conditions: qualification authenticity and the institute or university issuing the qualification must be accredited by relevant accreditation authorities in the country of study. The process includes two key stages, first verification of the degree authenticity by Dataflow or QuadraBay (two agencies officially appointed by the Ministry), which will authenticate the document. The application process typically takes 30 business days after all required documents and information are submitted to the agencies. It will take another 20 working days for it to be attested by the ministry. The cost for initial degree verification starts at Dh345 ($93) but will vary depending on the country. Once this step is completed and confirmation of authenticity is received, people can begin the process of finalising attestation with the ministry. Go to the department's website or its app and search services for: Recognition of university certificates issued from outside the UAE. Click on the link for verification of the degree's authenticity with one of the agencies: Dataflow or QuadraBay Log on to their website and create an account using the UAE Pass app. Check the package details and input personal details. Fill in details about the degree and upload required documents in either PDF or JPeg format. Each document should not exceed 2MB in size. No special attestation is required on your documents for the equivalency process with the agencies and you need to submit clear scanned copies of original documents as received from your university or education institution. Pay the fees based on your degree level. A specialist will check the application and you might be asked to provide additional information or documents. The specialist will reach out to your university to verify the degree. The duration of the process is determined by the response time of the university or the educational entity. A cancellation request can be submitted within 48 hours of the application, however, a non-refundable 10 per cent of the application fee will be deducted from the amount refundable. After verifying the document through the agency, you will receive a reference number to use when you apply to the service. You can then go back to the ministry's website and click on complete application. Enter the reference number you received from QudraBay or DataFlow with your date of birth. Your personal and educational information will be automatically filled. Confirm the details and pay the government fees, which are Dh100 for a bachelor's degree, Dh150 for postgraduate degrees and Dh200 for doctoral degrees. You will receive the final report via email – stating whether the degree is authenticated or not – within 20 working days You can then download the result directly from your account at the ministry's portal. For inquiries you can either email the ministry via Info@ or calling 800511. The ministry sometimes receives qualifications that fail to meet specified recognition criteria. For example: there was insufficient evidence presented to confirm the authenticity of the degree, the educational institute or university not recognised by the ministry in the UAE or the institute is not accredited by relevant academic accreditation bodies in the country of study.

UAE introduces new policy for recognizing foreign university degrees
Take note of the new process… The UAE Ministry of Higher Education and Scientific Research has announced revisions to the recognition (previously known as attestation) of foreign university degrees. According to Gulf News, under the new regulations, the ministry will grant conditional recognition to degrees obtained through distance learning, open education, online education, and correspondence education, provided they meet specific criteria set by a dedicated ministerial committee. The ministry released a statement that highlighted the importance of abiding by the new regulations for students who have obtained their degree through non-traditional study modes. Streamlining the process The streamlined process now includes two stages: the verification of the degree authenticity by Dataflow or QuadraBay (two agencies officially appointed by the Ministry) who will authenticate the document. The cost for initial degree verification will vary depending on the country, and fees required by the awarding institute. Following the completion of the verification process, individuals will receive a document that will facilitate obtaining a Certificate of Recognition from the Ministry of Higher Education and Scientific Research. This process usually takes two days if all the criteria are met. The process is available online, and the entire process will take around 30 working days. You will be able to track your process during this time. Each case is assessed individually, but should you need to appeal the recognition, you will have three months to do so. As for the recognition criteria, the Ministry highlighted that one of the key requirements is that the educational institute must be officially recognised and approved by the relevant authorities in the country it is located in. Additionally, students must adhere to study methods approved by the university. If studying online, the ministry urges to check if the university is recognized by the UAE's Ministry of Higher Education for distance learning programs. The ministry confirmed that vocational certificates that do not involve formal study, short-term training program certificates, and degrees obtained through specialised programs catering to specific student demographics will not be recognised. For medical and engineering degrees, applicants with a masters or doctoral degree must hold a bachelor's degree in the same field. The Ministry outlined the fee structure to obtain the degree recognition. For a bachelor degree, Dhs100; for a postgraduate degree, Dhs150 and for a doctoral degree, it's Dhs200. Ministry clarifies rules for recognising educational degrees from outside UAE
The Ministry of Higher Education and Scientific Research (MOHESR) has stated that it recognises university, open education, e-learning and correspondence education degrees issued outside the country through the affiliation system and according to specific regulations, noting that it has two trusted partners abroad accredited to verify qualifications. In reply to a question about recognition of university qualifications issued outside the UAE, the MOHESR stated on its website that all study methods were being considered, provided that the educational institution is accredited by academic accreditation agencies in the country of study, where a student abides by the study method approved by the university. The MOHESR affirmed that the qualification recognition committee would neither consider recognition requests for vocational certificates of education that do not include study, nor certificates granted as a result of training courses. Other cases that would not be considered include documents and academic records if they are part of the study to attain a scientific degree, cases that clearly violate internationally recognised academic systems, programmes limited to specific segments of students, such as those designated for foreign students, and any other cases that do not meet the standards and conditions. The MOHESR explained that Dataflow and QuadraBay are two external agencies accredited to verify qualifications and are trusted partners. Both partners provide the verification document and certify the embassy letters, it said, noting that applying through one of these two agencies is mandatory for the first stage of the process of obtaining the qualification recognition certificate. Recognition of a qualification is done through two stages, the first is verifying the validity of the qualification, and the second is specific to recognition of the qualification, it said. It indicated that the service of recognition of qualifications issued outside the UAE is 100 per cent electronic and there is no specific time to provide the service. The period required for recognising a qualification is 30 working days, while the period allowed for applying to reconsider the recognition decision is three months from the date the recognition decision is taken. As far as fees are concerned, the MOHESR explained that the fees that a graduate must pay to either of the trusted partners to have his qualification authenticated vary based on the country of study and the fees that may be imposed by the university or the granting body determined by the MOHESR-approved service providers. After the first stage is completed, it is possible to apply for a certificate of recognition after paying a fee of Dhs100 for a bachelor's degree, Dhs150 for a postgraduate degree and Dhs200 for a doctorate degree. Electronic payments are accepted via the e-Dirham card or post-paid cards.
