CII President bats for DFI-style fund to ease MSME credit woes
The collateral and documentation issues are significant challenges for MSME finance and need a faster resolution, said Rajiv Memani, President, Confederation of Indian Industry (CII), on Thursday.Responding to a question by ET Digital on credit availability, Memani proposed an idea to create a Development Finance Institution (DFI)-style fund for MSMEs that could alleviate credit issues, providing essential funding and support for small businesses.For the uninitiated, Development Finance Institutions (DFIs) provide funding and support for projects that drive economic development. They focus on high-impact, long-term initiatives, accepting higher risks for developmental gains, unlike commercial banks that prioritise profitability.However, Memani noted that credit growth for MSMEs has recently shown an uptick. 'I think SIDBI has played a crucial role in mitigating risk and facilitating credit access for MSMEs by absorbing the initial risk, which enables banks to lend further. As a result, MSME credit growth is now gaining momentum,' he said.Addressing his first press conference after taking over as the CII president, Memani emphasised the need to ease compliance and regulatory burdens on MSMEs to foster their growth. 'The central government, I think, is not happy with the underutilisation of the National Single Window System ,' said Memani. The CII is advocating for uniformity between central and state-level single window clearances, he added.Additionally, Memani proposed policy measures to boost India's manufacturing ecosystem, including scaling up MSME financing and introducing a ' Capital Support Scheme for MSMEs' for projects with investments between Rs 50 crore and Rs 1,000 crore.He suggested providing direct support to MSMEs in the form of an interest-free loan, covering 50% of the capital investment, repayable in 5 equal instalments after a 10-year period. Additionally, he proposed launching a fund similar to the Self-Reliant Fund (SRI) to support hi-tech manufacturing initiatives.Notably, there are over 63.38 million MSMEs in India. In 2023-24, MSME-related products accounted for 45.73% of India's total exports, reinforcing their role in positioning the country as a global manufacturing hub.According to government data, MSME exports have witnessed robust growth, rising from Rs 3.95 lakh crore in the financial year 2020-21 to Rs 12.39 lakh crore in the financial year 2024-25. The number of MSME exporters has also seen a significant increase, expanding from 52,849 in 2020-21 to 1,73,350 in 2024-25.CII's new initiatives include CII MSME Export Helpdesk to resolve export queries and connect MSMEs with buyers and a Centre for Artificial Intelligence (AI) to drive digital transformation among MSMEs and promote Responsible AI adoption.Memani also focused on the need to raise awareness about available land for MSMEs and seek a longer transition period for MSMEs to comply with the EU's Carbon Border Adjustment Mechanism (CBAM) under Free Trade Agreement (FTA) provisions.Meanwhile, Memani said that the Indian economy is projected to grow between 6.4% to 6.7% in the current financial year, driven by robust domestic demand, even as geopolitical uncertainty poses downside risks. He highlighted that growth risks are evenly balanced, with "geopolitical uncertainty" posing a downside risk and "strong domestic demand" serving as a positive factor.

Pitched as of one of largest luxury hotels in city, DDA awards first project under revamped licencing policy
In a major boost to its revenue generation strategy, the Delhi Development Authority (DDA) has awarded the first project under its new Special License Property (SLP) initiative to Fleur Hotels Pvt Ltd, a subsidiary of Lemon Tree Hotels. The landmark project is expected to generate approximately Rs 10,000 crore over a 55-year period, the planning and development agency said on Saturday. The project involves the development of a five-star hotel on a 2-acre land parcel in Nehru Place and is the first to be awarded under DDA's revamped land licencing policy. Under the awarded project, Fleur Hotels will develop 'Aurika' at Nehru Place, envisioned as one of Delhi's largest luxury hotels, featuring over 500 rooms. Lemon Tree Hotels currently operates more than 110 properties across over 75 cities in India and aims to bring its upscale brand experience to the Capital through this venture, said the hotel chain/. 'DDA had invited bids through a Request for Proposal (RFP) issued on May 2, 2025, for a 2-acre land parcel in Nehru Place earmarked for a five-star hotel. The bidding process, conducted on August 13, saw Fleur Hotels secure the project with an annual licence fee offer of Rs 27.19 crore—about 50% higher than the reserve price of Rs 18 crore,' DDA said in a statement. The move signals a significant shift in DDA's land disposal policy — from the conventional freehold and perpetual lease models to a long-term development model based on annual licencing. 'Reforms set into motion last year by Lt Governor VK Saxena have yielded spectacular results in terms of revenue generation for the DDA, even while facilitating much-needed developments in the Capital,' the statement added. Officials said that the Rs 10,000 crore revenue projection includes annual fee escalations over the 55-year term. 'This new model is expected to significantly boost DDA's income while facilitating key infrastructure development across hospitality, healthcare, logistics, and retail sectors,' the statement highlighted.

‘Investment in future of Delhi': CM thanks PM Modi for construction of UER-II
Ahead of the inauguration of Urban Extension Road-II (UER-II) on Sunday, Delhi Chief Minister Rekha Gupta on Saturday thanked Prime Minister Narendra Modi for its construction. 'UER-II is not just an infrastructure project… It is an investment in the future of Delhi. It will improve traffic flow, cut travel time drastically, and uplift the quality of life for lakhs of people living in Delhi and NCR,' the CM asserted. The UER-II, the CM underlined, will emerge as the backbone of high-speed connectivity, linking Delhi not just with the National Capital Region (NCR) but with the entire country. Travelling to Chandigarh, Punjab, Jammu and Kashmir, Jaipur and even Mumbai will become faster and more convenient. It is truly a 'transformative' project for the people of Delhi and beyond, Gupta said. The CM made the remarks as she visited the inauguration site, along with senior officials and party leaders, to review the preparations for Sunday's event. Describing the project as a 'historic gift' for the city, Gupta said that the commencement of UER-II will not move Delhi closer to becoming a 'traffic-free' Capital. She added that the corridor will play a vital role in reducing congestion, lowering vehicular pollution and thereby contributing to a cleaner and healthier environment. 'The pressure on Inner and Outer Ring Roads will be substantially reduced, while major junctions such as Mukarba Chowk, Madhuban Chowk, Peeragarhi Chowk, Dhaula Kuan and NH-9 will no longer face heavy congestion. This will be a huge relief for lakhs of daily commuters,' the CM said. Gupta said that the corridor will begin at National Highway-44 (Alipur), traverse through Mundka, Bakkarwala, Najafgarh and Dwarka, and terminate at National Highway-48 near Mahipalpur. It is also expected to reduce travel time between Singhu Border to the Indira Gandhi International (IGI) Airport from two hours to 40 minutes. The project will link to the industrial hubs of Sonipat and Bahadurgarh through dedicated link roads, giving a direct boost to industry and facilitating faster movement of goods, the CM highlighted. 'With smoother traffic flow and shorter travel time, fuel consumption will decrease significantly, contributing to lower emissions. The UER-II will directly aid in reducing air-pollution levels and improving the overall environment of the capital,' she underlined. A statement from the Prime Minister's office underlined that PM Modi will inaugurate two major National Highway projects worth a combined cost of nearly Rs.11,000 crore — the Delhi section of the Dwarka Expressway and the Urban Extension Road-II (UER-II).
