Well-being of senior citizens essential for guiding families, society: Murmu
Emphasising the role of senior citizens as pillars of wisdom and tradition, President Droupadi Murmu on Friday (May 2, 2025) called for collective responsibility to ensure the dignity, happiness, and well-being of India's elderly population.
Speaking at the 'Ageing with Dignity' programme hosted at the Rashtrapati Bhavan here, Ms. Murmu underscored the invaluable contribution of senior citizens in shaping society and guiding future generations.
"Senior citizens are a vital link to our past and guides to our future," she said, urging all citizens to remain committed to their welfare and learn from their vast experiences.
"Our senior citizens represent wisdom, prudence, and tradition. We must ensure that their dignity and health are a shared duty," she said.
She appealed to citizens to "honour their presence, value their guidance, and cherish their companionship." Lauding the Ministry of Social Justice and Empowerment (MoSJE) for initiating several measures aimed at ensuring dignity in the lives of the elderly, she appreciated the launch of a dedicated portal for senior citizens, describing it as a "one-stop digital platform" to support their needs.
'Respect for elders embedded in our traditions'
The president pointed to cultural values that uphold respect for elders, saying, "Respect for parents and elders is embedded in our traditions. In many households, children are happiest with their grandparents. Often, what children won't accept from their parents, they gladly accept when told by a grandparent." She also acknowledged the emotional and psychological support that elderly family members offer.
"When elders see their families thriving, their physical and mental well-being also improves. They are emotional pillars for their families," she said.
However, Ms. Murmu expressed concern over the evolving challenges faced by the elderly.
"With economic growth and modernisation, young people often migrate for jobs, leaving behind elders who crave love and respect. Sometimes, even when parents live with their children, they don't receive the affection and dignity they deserve. Sadly, some people even consider the elderly a burden," she said.
Calling them a "storehouse of knowledge," she highlighted their potential to guide the youth and strengthen the nation's progress.
"Our senior citizens can lead society and the country towards greater prosperity," she said.
Before the programme, Ms. Murmu interacted with five senior citizens who shared their life experiences. She praised their role in fostering unity in society through their stories and perspectives.
She also cited several government initiatives aimed at improving the quality of life for senior citizens, such as the Ayushman Bharat-PM Jan Arogya Yojana, which provides up to ₹5 lakh annually for citizens aged 70 and above.
"The health of our elderly is essential for guiding families and society," she noted.

What is new in Ladakh's government job reservation policy?
The story so far: On June 3, President Droupadi Murmu notified four Regulations for the Union Territory (U.T.) of Ladakh, defining new policies on reservation, languages, domiciles, and composition of hill councils for Ladakh, which became a Union Territory in 2019. The notified regulations were The Ladakh Official Languages Regulation, 2025; The Ladakh Civil Services Decentralisation and Recruitment (Amendment) Regulation, 2025; The Ladakh Autonomous Hill Development Councils (Amendment) Regulation, 2025; and The Union Territory of Ladakh Reservation (Amendment) Regulation, 2025. What did the policies entail? The Regulations pave the way for 85% reservation for resident Ladakhis in government jobs. The Rules notified empowered the tehsildar to issue the domicile certificates. To be considered 'domiciles' and thus eligible for the 5% quota in government jobs in the U.T., non-local residents must prove a continuous 15-year stay in the U.T. starting from October 31, 2019. Added with the 10% quota for the Economically Weaker Sections, the total government job reservation in the U.T. now stands at 95%, one of the highest in the country. According to the 2011 Census, Ladakh's population is 2,74,289, and nearly 80% are tribals. The U.T. has a majority Buddhist population in Leh and a sizeable Muslim population in Kargil. Another recently notified policy said that at least one-third of the seats in the hill councils of Leh will be reserved for women, on a rotational basis across jurisdictions, and the official languages of the U.T. will be English, Hindi, Urdu, Bhoti, and Purgi. Why were the policies notified? After the special status of Jammu and Kashmir under Article 370 of the Constitution was read down on August 5, 2019, the former State was split into two Union Territories — J&K and Ladakh, the latter without a legislative Assembly. After initial euphoria, the Ladakhi civil society groups began protests demanding protection of land, resources, and employment. Concerns arising out of big businesses and outsiders acquiring land and jobs led people to protest and observe shutdowns. Cutting across party lines, locals and a former BJP MP demanded restoration of protection as granted under Article 35A of the Constitution, which was revoked with Article 370 in 2019. Article 35A lets the J&K legislature decide the 'permanent residents' in the former State, prohibits a non-J&K resident from buying property, and ensures job reservation for its residents. In 2020, the People's Movement for Constitutional Safeguard or the Leh Apex Body (LAB) was formed, backed by the powerful Ladakh Buddhist Association. In 2021, the LAB and the Kargil Democratic Alliance came together to fight for constitutional safeguards for the region. Together, they came up with four key demands: inclusion under the Sixth Schedule of the Constitution (giving tribal status and autonomy over land), Statehood, separate Lok Sabha seats for Leh and Kargil districts, and filling of existing government vacancies. What was the government's reaction? On January 2, 2023, the Union Ministry of Home Affairs constituted a high-powered committee (HPC) chaired by Minister of State for Home Nityanand Rai for talks with civil society groups. The committee was rejected by the groups as the latter suspected it of having only pro-government members. The committee was reconstituted on November 30, 2023. Even as the committee met, the talks broke down in March 2024. On October 6, 2024, climate activist Sonam Wangchuk sat on an indefinite fast in Delhi to draw the government's attention to their demands, following which the Ministry of Home Affairs agreed to resume the talks. The HPC, including leaders from Leh and Kargil, met on December 3, 2024, followed by another meeting on January 15, 2025. The committee met again on May 27, where the contours of the domicile and reservation policy were hammered out. What is next? Cherring Dorjay Lakruk, the president of Ladakh Buddhist Association and co-convenor of the LAB, who is also part of the HCP, said that they will continue to demand Statehood and inclusion under the Sixth Schedule of the Constitution. 'Only one chapter, that of government jobs, is closed. The talks with the government will continue over issues such as the protection of land and constitutional safeguards. So far, we have not raised the issue of land with the government,' Mr. Lakruk said. Before the policies were notified, the high-powered committee members were invited by Union Home Minister Amit Shah for a tea party at the latter's residence. 'The Home Minister assured us that all other issues will remain under discussion,' Mr. Lakruk said.

Marking 11 years in power, the NDA government led by Prime Minister Narendra Modi shared a report on June 5 that highlights its efforts to support the middle class. Titled The Middle Class Story: Steady Progress and Supportive Governance, the report outlines reforms across taxes, housing, healthcare, transport, skill development, and digital services aimed at improving everyday life for millions of families. Major tax reforms and pension benefits for salaried class Tax relief has been a key focus of the government. The Union Budget 2025–26 raised the zero-tax threshold to ₹12.75 lakh, benefiting millions. The standard deduction was increased to ₹75,000, allowing individuals earning up to ₹12.75 lakh to pay no tax (excluding capital gains). Pre-filled Income Tax Returns and faceless assessments have simplified filing and reduced taxpayer harassment. ITR filings increased from 3.91 crore in 2013–14 to 9.19 crore in 2024–25. The Unified Pension Scheme (UPS), launched in April 2025, offers an assured pension of 50 per cent of the average basic pay over the last 12 months, with a minimum monthly pension of ₹10,000. This is expected to benefit 2.3 million Central government employees and nearly 9 million more through state-level adoption. Urban infrastructure, housing and metro connectivity Urban development saw substantial investment under the Smart Cities Mission launched in 2015. As of 2025, 93 per cent of 7,545 approved projects have been completed, with investments crossing ₹1.51 trillion. Under the Pradhan Mantri Awas Yojana–Urban (PMAY-U), 11.6 million homes were sanctioned and over 9.272 million completed or handed over. India's metro network expanded from 248 km in 2014 to 1,013 km by 2025, serving 11.2 million daily riders. The UDAN scheme expanded air connectivity by linking 88 airports and serving 14.9 million passengers. Meanwhile, the Real Estate (Regulation and Development) Act (RERA) has helped resolve over 140,000 consumer complaints, improving transparency in housing markets. Affordable healthcare expands through Ayushman Bharat and Jan Aushadhi Ayushman Bharat–Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) has issued over 410 million Ayushman Cards, enabling 85.9 million hospital admissions valued at ₹1.19 trillion. Since October 2024, all senior citizens aged 70 and above are eligible for coverage, regardless of income. The Jan Aushadhi scheme expanded from 80 outlets in 2014 to over 16,469 by May 2025, offering medicines at 50–80 per cent discounts and saving ₹38,000 crore cumulatively for Indian families. Skilling, apprenticeships and ITI growth support employability The government's skilling programmes include the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), which has trained 16.3 million youth, including women and marginalised communities. The National Apprenticeship Promotion Scheme (NAPS) placed 4 million apprentices with direct stipends. The number of Industrial Training Institutes (ITIs) rose from 9,977 in 2014 to 14,615 in 2025, with enrolments increasing from 950,000 to over 1.4 million. A new ₹60,000 crore National Scheme for ITI Upgradation was approved in May 2025 to modernise vocational training. Digital services grow with Aadhaar, DigiLocker and UMANG Digital governance saw dramatic expansion. Aadhaar now covers over 1.418 billion citizens, providing secure access to welfare and services. DigiLocker adoption rose to 525.1 million users, storing over 9.14 billion digital documents and reducing paperwork. The UMANG app offers over 2,297 government services to 81.9 million users, streamlining tasks such as bill payments, service requests, and health bookings.
