Rumah Bakat MADANI: Malaysia's largest affordable housing project launched
Housing and Local Government Minister Nga Kor Ming said the project will deliver 37,368 housing units, with 6,368 units planned for Seberang Jaya and 31,000 in Batu Kawan. The project is being developed by SkyWorld as the implementing company.
'Under the 12th Malaysia Plan (RMK-12), the government set a target of delivering 500,000 affordable housing units by 2025. As of March 31, a total of 492,360 units have been provided, or 98.5 per cent of the target,' he said.
'Of that total, 179,769 units have been completed, 235,862 are under construction, while 76,729 are in the planning stage,' he added.
He was speaking at the groundbreaking and launch ceremony of Rumah Bakat MADANI at Seberang Jaya, today. The event was officiated by Prime Minister Datuk Seri Anwar Ibrahim and attended by Penang Chief Minister Chow Kon Yeow.
Nga said the Rumah Bakat MADANI project will consist of 900-square-foot freehold condominiums, priced between RM225,000 and RM420,000.
Each unit will be equipped with modern facilities and access to shared amenities, including a swimming pool, gymnasium, sports courts, multipurpose hall, surau, kindergarten, food stalls, a children's playground, a Central Park and a Vertical School.
As part of upcoming reforms under the RMK-13, Nga said the Housing and Local Government Ministry and SkyWorld have agreed to implement three key features, including a 10-year construction warranty covering water leakage and plumbing, a fixed maintenance fee of RM0.18 per square foot (equivalent to RM162 per month) and a targeted QLASSIC construction quality score of 85 per cent.
Clubhouse facilities such as the gym, pool, and sports courts will operate on a pay-per-use basis, he added.
He said the initiative is aimed at helping first-time homebuyers, particularly those in the B40 and M40 income groups, to secure quality housing at an affordable price. - Bernama

13MP must ensure effective execution to narrow rural-urban gap, says expert
KUALA LUMPUR: The 13th Malaysia Plan's (13MP) emphasis on rural development and affordable housing is a step in the right direction to address the socio-economic gap between urban and rural areas, an expert said. Universiti Teknologi Mara's Malaysian Academy of SME and Entrepreneurship Development coordinator Dr Mohamad Idham Md Razak said the plan's focus on basic infrastructure such as roads, water supply, electricity, and digitalisation initiatives could stimulate economic growth in rural regions. "This focus is timely and much needed to balance development between urban and rural areas. "However, the success of these initiatives will depend on transparent and effective implementation, as projects of this nature have often faced issues such as cost overruns or delays," he told the New Straits Times. Earlier, Prime Minister Datuk Seri Anwar Ibrahim said the government would improve basic infrastructure and stimulate the economy in rural areas and development zones under the 13MP. He said that strategic investments in these areas would be encouraged in an effort to narrowing development gaps between regions to ensure that rural communities benefit equitably as the country develops. On the government's target of building 500,000 affordable homes by 2030, Idham said while it was a commendable goal, lessons must be learned from previous programmes such as Perbadanan PR1MA Malaysia (PR1MA). "The quantity of homes matters, but location and quality are equally critical. If houses are built in remote areas without adequate transport links and social amenities, demand may remain low. "The government must ensure these projects are planned holistically, with access to jobs, education, and healthcare services." Idham said that several aspects required close attention to ensure 13MP delivers its intended outcomes. "Firstly, strict monitoring mechanisms are needed to ensure projects achieve their targets without wastage. "Secondly, collaboration between federal and state governments must be strengthened to avoid bureaucratic hurdles. "Thirdly, private sector participation through incentives can accelerate development. "Finally, skill training programmes for rural communities must be intensified so that economic growth can be shared inclusively," he said. He added that while 13MP carried good policies, its true impact would hinge on how well it was executed. "If implemented properly, RMK-13 has the potential to reduce inequality and raise living standards. But without efficient execution and strong accountability, it risks becoming yet another plan that fails to meet expectations," he said.

BUSINESS By Mikhail Raj Abdullah KUALA LUMPUR, July 31 (Bernama) – The 13th Malaysia Plan (13MP) unveiled by Prime Minister Datuk Seri Anwar Ibrahim today contains actionable insights with practical people-centric strategies that aim to create value across a wide spectrum of sectors and transform the economy to be competitive internationally in the next five years and beyond. Unlike previous five-year development plans, which sometimes included lofty plans and grandiose projects, the 13MP, themed 'redesigning development', encompasses plans to embrace artificial intelligence (AI) more effectively to achieve a high-income economy, sustainability, equity, and ultimately uplifting the rakyat towards high income. The plan also includes strategies towards gender equality, with women targeted to comprise 60 per cent of the country's workforce. Diversifying the economy would be a core thrust of the plan, but the services, manufacturing and construction sectors would remain the main sources of growth while exports – a mainstay of Malaysia's revenue - are set to expand by 5.8 per cent per year. In emphasising that no one or group should be left behind, the plan is inclusive, containing strategies that ensure real-life delivery which explicitly aligns with the Madani economic framework. Emerging as a high-income nation and being among the top 30 major economies is a challenge, but achievable if all sections of the people, industry, and the private and public sectors join hands and galvanise their resources towards achieving this objective. No less important in achieving what is surely a national agenda and moving the country forward is proper and better administration, which is a key ingredient to ensure the effective implementation of 13MP. But money alone would not suffice to execute the plan effectively. The Prime Minister's 13MP speech was also a call for the 1.7 million civil servants and private sector workers to realise that they too play a critical role in ensuring a whole of country success through greater industriousness. Anwar, who is also the finance minister, showed he meant business when he allocated a larger sum of RM611 billion for the 13MP compared with the 12th Malaysia Plan. Of this amount, a significant RM227 billion will be allocated to the economic sector, which is expected to generate returns on investment for the economy during the five years.

RMK-13: MPRC Welcomes Recognition of OGSE Companies in Catalysing CCUS Industry
KUALA LUMPUR: Malaysia Petroleum Resources Corporation (MPRC) welcomes the Government's continued emphasis on strengthening the green economy, one of the 10 key economic diversification areas in the 13th Malaysia Plan (RMK-13) announced by Prime Minister Datuk Seri Anwar Ibrahim today. This focus reaffirms new opportunities for Malaysia's Oil & Gas Services and Equipment (OGSE) companies to drive sustainable growth and contribute to the national economy. Catalysing the Carbon Capture, Utilisation and Storage (CCUS) industry was highlighted under RMK-13's green economy initiatives, with a focus on encouraging participation from small and medium-sized enterprises (SMEs) and OGSE companies. The president and CEO Mohd Yazid Ja'afar said in a press statement today that the RMK-13 reiterates OGSE industry's role in Malaysia's low-carbon future as it pivots from traditional oil & gas to energy transition opportunities 'This supports MPRC's commitment to advancing sustainable and low-carbon solutions, a mission we have championed since the launch of the National OGSE Industry Blueprint 2021-2030 (OGSE Blueprint) in April 2021 and further guided by the National Energy Transition Roadmap (NETR) in targeting net-zero for Malaysia by 2050.' The NETR targets net-zero emissions by 2050, with renewable energy comprising 70% of the generation mix and a complete phase-out of coal by 2044. This reinforces the need for OGSE players to diversify into energy transition-related businesses by leveraging their transferable skills and capabilities. The roadmap also identifies CCUS as one of six key energy transition levers, with PETRONAS's Kasawari and Lang Lebah CCS among the 10 NETR flagship projects. Following the passing of the CCUS Act in March 2025 and its Royal Assent in July, RMK-13's policy direction on CCUS underscores the Government's resolve to position CCUS as a major economic growth driver. In RMK-13, the Government also committed to strengthening regulatory frameworks, expanding research and development and commercialisation and innovation (R&D&C&I), and enhancing international collaboration to accelerate CCUS deployment. Since 2024, MPRC has worked closely with the Environmental and Natural Resources Division of the Economy Ministry on CCUS implementation, including public awareness initiatives and the development of the CCUS Roadmap. MPRC's Flagship Initiative 2: Growth Beyond OGSE, introduced in the OGSE Blueprint Mid- Term Review (MTR) in March 2025, also supports CCUS development by encouraging OGSE companies to diversify into adjacent sectors such as carbon management, hydrogen and renewables. The OGSE Blueprint MTR aims to develop a robust, resilient, globally-competitive OGSE industry in Malaysia, contributing to national energy security, sustainability and energy transition agenda by 2030. Meanwhile, MPRC also welcomes the nuclear energy development programme in RMK-13, which will further strengthen the country's low-carbon energy mix and open new participation opportunities for OGSE companies in adjacent industries. 'MPRC remains committed to enabling OGSE companies to thrive in the evolving energy landscape.
