Rumah Bakat MADANI: Malaysia's largest affordable housing project launched
Housing and Local Government Minister Nga Kor Ming said the project will deliver 37,368 housing units, with 6,368 units planned for Seberang Jaya and 31,000 in Batu Kawan. The project is being developed by SkyWorld as the implementing company.
'Under the 12th Malaysia Plan (RMK-12), the government set a target of delivering 500,000 affordable housing units by 2025. As of March 31, a total of 492,360 units have been provided, or 98.5 per cent of the target,' he said.
'Of that total, 179,769 units have been completed, 235,862 are under construction, while 76,729 are in the planning stage,' he added.
He was speaking at the groundbreaking and launch ceremony of Rumah Bakat MADANI at Seberang Jaya, today. The event was officiated by Prime Minister Datuk Seri Anwar Ibrahim and attended by Penang Chief Minister Chow Kon Yeow.
Nga said the Rumah Bakat MADANI project will consist of 900-square-foot freehold condominiums, priced between RM225,000 and RM420,000.
Each unit will be equipped with modern facilities and access to shared amenities, including a swimming pool, gymnasium, sports courts, multipurpose hall, surau, kindergarten, food stalls, a children's playground, a Central Park and a Vertical School.
As part of upcoming reforms under the RMK-13, Nga said the Housing and Local Government Ministry and SkyWorld have agreed to implement three key features, including a 10-year construction warranty covering water leakage and plumbing, a fixed maintenance fee of RM0.18 per square foot (equivalent to RM162 per month) and a targeted QLASSIC construction quality score of 85 per cent.
Clubhouse facilities such as the gym, pool, and sports courts will operate on a pay-per-use basis, he added.
He said the initiative is aimed at helping first-time homebuyers, particularly those in the B40 and M40 income groups, to secure quality housing at an affordable price. - Bernama

Nga demands apology from MyKiosk 'White Elephants' critics
KUALA LUMPUR - Housing and Local Government Minister Nga Kor Ming has called on those who labelled the MyKiosk initiative is a 'white elephant' project to apologise. He said the Malaysian Anti-Corruption Commission (MACC) investigation, which found no elements of corruption or abuse of power in the programme's implementation, clearly demonstrated that the Housing and Local Government Ministry's (KPKT) efforts to carry out government policies should not be subjected to unfounded accusations. "KPKT took the initiative to invite MACC to conduct an investigation. It was not MACC that approached us. We went to MACC and submitted all the documents for review. MACC has since issued a statement confirming that there was no abuse of power, no criminal element, and no corruption involved,' he said. "I demand, on behalf of KPKT staff who work tirelessly to serve the people, that those who have made baseless claims and slander come forward and apologise. The sacrifices of these civil servants must be acknowledged and not tarnished by unfounded allegations,' he said during a question-and-answer session in the Dewan Rakyat today. He was responding to a question from Onn Abu Bakar (PH-Batu Pahat), who had asked for the latest statistics on the implementation of the MyKiosk 2.0 programme and the status of the Batu Pahat Municipal Council Stadium upgrade project, including its scope of work, costs involved, and expected completion date Nga said the implementation of MyKiosk has shown encouraging results, with MyKiosk 1.0 achieving a 91.75 per cent occupancy rate, while MyKiosk 2.0 has reached 86.78 per cent. This success has positively transformed the lives of 7,243 hawkers and petty traders across the country. He also highlighted success stories of MyKiosk traders, such as a hawker selling 'ayam gunting' at the Melaka International Trade Centre (MITC) Square who now earns up to RM30,000 a month, as well as food and soymilk traders who have doubled their income to RM18,000 a month after joining the programme. "This is a testament to the success of reforms aimed at helping hawkers. It proves that MyKiosk not only provides physical facilities but also serves as a catalyst for economic growth by creating sustainable business opportunities,' he said. However, Nga acknowledged that there were some shortcomings in the programme's earlier implementation. To address this, his ministry has introduced a 'traffic light' evaluation system to monitor the performance of local authorities (PBTs). Through this system, any PBT receiving a green rating will be categorised as having excellent performance and will receive increased allocations, while those with a yellow rating will have their allocations reviewed. "If the light is red, the allocation will be cancelled, and the head of the PBT will be summoned by the Local Government Department to receive a reprimand and provide an explanation for failing to implement government policies. "We will continue to monitor to ensure that the well-being of the people, the welfare of hawkers, consumer comfort, and environmental sustainability are all prioritised under the MADANI Economy framework," he said. Meanwhile, regarding the Batu Pahat Municipal Council Stadium upgrade project, Nga said the project is expected to commence early next year and be completed by the end of the same year. He said the RM3.5 million project is currently in the process of appointing a consultant. KUALA LUMPUR - The National Council for Local Government has decided that all shopping malls must provide recycling facilities effective Jan 1, 2026, said Housing and Local Government Minister Nga Kor Ming. He said this requirement will be part of the business licensing conditions imposed by local authorities on premises owners, in line with the Ministry of Housing and Local Government's effort to phase out single-use plastic bags. According to him, the move is also part of the ministry's proactive efforts in managing plastic waste in the country. "Any shopping mall that does not provide (recycling facilities) will not be granted a business licence by the local authority,' he said when winding up the debate on the Street, Drainage and Building (Amendment) Bill 2025 in the Dewan Rakyat today. The Bill was later passed by a voice vote after being debated by 10 Members of Parliament from both the government and opposition blocs. Nga said the Bill followed the passage of the Solid Waste and Public Cleansing Management (Amendment) Bill 2025 and the Local Government (Amendment) Bill 2025 yesterday, which, among other things, aim to empower the courts to issue community service orders for littering offences in public places. Through the enforcement of such orders, he said, the ministry is confident that littering, which clogs and pollutes drains and waterways, can be addressed progressively, thereby helping to reduce flash floods, especially in urban areas. Nga also stated that the community service order would apply to everyone, regardless of status, and even foreign tourists found guilty of littering in public could be subjected to the same. "Imagine whether it's a Datuk Seri or a Tan Sri - if they are ordered to sweep the streets (under a community service order), it would raise awareness about maintaining public cleanliness,' he said. In addition, he said pet owners are also subject to the same regulations if they are found to have deliberately left pet waste in public areas, as it is considered litter. "I stress that under the Madani government's administration, everyone is treated fairly, and I emphasise that the objective of the community service order is not to punish but to raise public awareness and foster a sense of responsibility in keeping public spaces clean,' he added. - BERNAMA
