Oman's Golden Visas Are Turning Into A Big Hit With Global Investors

Gulf Insider20-05-2025

Oman is emerging as one of the top global destinations for investment-linked residency – but true to its style, the Gulf state has been going about it in an understated way. But that's all changing.
It was recently that Oman announced an intensely ambitious re-development plans for Salalah, the popular tourism destination in the southern part of Oman. The re-development opens up a whole range of long-term residency possibilities in Oman – and one which is definitely going to figure prominently in the plans for the global wealthy 'who want a different vibe where they want to be'.
'The Salalah re-development is nothing short of a generational makeover for Oman and its ambitions to be a global investment spot,' said an investment advisor to high networth individuals.
'Oman offers both a 10-year visa and 5-year residency (which is renewable) for investors,' said Gorvinder Pannu, Partner in Employment at Addleshaw Goddard Oman. 'The 'golden visa' offers long-term residency for foreign investors – subject to fulfilling certain conditions.
'This program represents a significant step in Oman's efforts to attract foreign investment and create a thriving business environment.'
* For the 5-year residency, the minimum investment is OR250,000, which must be made in real estate, a limited liability company or public joint stock company. (Retired expats can also qualify for the 5-year visa if they can demonstrate a fixed monthly income of at least OR4,000.
* For the 10-year visa, a minimum investment of OR500,000 can be in real estate, a limited liability entity or public joint stock company. Or the investor can set up a company employing at least 50 Omani nationals (where no minimum capital is required).
* Alternatively, long-term government bond deposits are also acceptable.
Keep these things in mind – the applicant must be 21 years or above. The applicant must not be subject to a previous deportation order in Oman.
The Golden Visa applications are to be submitted to Oman's Ministry of Commerce, Industry, and Investment Promotion. 'Final approval vests with the Royal Oman Police, which has the authority to accept or reject applications at its discretion,' said Pannu.
Now, the Golden Visa has been just the catalyst Oman's property market needed. New projects have been unveiled, with the Salalah re-development being the cornerstone initiative.
Salalah has been a major tourism draw for Oman through the years, but now, through the re-development, options open up for expats to consider longer term stays through buying property there.
'Yes, Oman is a growing but remains a niche freehold market,' said Aakarshan Kathuria, CEO of RiseUp.
'Foreigners can own freehold properties in 'integrated tourism complexes'. The ownership comes with residency rights for the buyer and immediate family.
'Investment in Oman offers an excellent lifestyle appeal and decent gross returns of 5-8% in ITCs. But the secondary property market is not very active – so resales may take longer compared to Dubai or Abu Dhabi.
'Which is why Oman is more suited for long-term investments offering stable rental income.' Al Mouj Muscat: A premium waterfront community featuring villas, townhouses, and apartments with marina access. Prices range from OR500,000 to OR2 million.
Jebel Sifah: A coastal resort community about 45 minutes away from Muscat. Listings show prices of a 3-bedroom villa at OR212,000.
AIDA project: A high-end development located between the mountains and the sea with starting prices of OR128,000.

Sultan Of Oman Ratifies Visa Waiver Agreement With Russia

Sultan Haitham bin Tariq of Oman has issued Royal Decree No. 53 of 2025, ratifying the Oman-Russia visa waiver agreement, which was originally signed in Moscow on April 22, 2025 between the Sultanate of Oman and the government of the Russian Federation. The decree confirms Oman's formal approval of the agreement, which will come into effect once both countries complete the required legal and technical procedures. The visa waiver is set to ease travel between the two nations by allowing holders of ordinary passports from Oman and Russia to enter each other's countries without the need for a visa. This development not only simplifies travel procedures but also opens broader horizons for bilateral cooperation in key sectors such as economy, tourism, education, and investment. The agreement underscores the Sultanate of Oman's position as a nation open to the world, committed to building balanced strategic partnerships and fostering meaningful international engagement. The official start date of the visa-free travel arrangement will be announced by the Ministry of Foreign Affairs of Oman once all procedural requirements are finalised. Until the agreement officially takes effect, Omani citizens planning to travel to Russia must continue to obtain entry visas in accordance with current procedures.

Bahrain's Sama Bay Project enters fast track

Bahrain-based Millet Engineering Bureau has announced that work is in full swing at the Sama Bay development located on the Galali waterfront with its second phase over 90% completed. According to the Bureau, the initial phase of Sama Bay covered a total area of 75,000 sq m in a prime coastal location. This phase introduces a vibrant mix of facilities including 14 retail units with flexible leasing options, 14 food trucks integrated within an open-air service zone, and two fully equipped public beaches designed to accommodate recreational and leisure activities. As the firm overseeing the design and implementation of Sama Bay project, Millet Engineering Bureau said it was delighted to see the project on track for full delivery in the near future. The second phase represents a pivotal advancement, introducing an exclusive array of seaside dining venues designed to deliver exceptional culinary experiences in an idyllic setting, said a statement from the Bureau. These additions are set to further elevate the project's profile as a signature destination and a driver of both tourism and economic growth, in alignment with Bahrain's Tourism Strategy 2022–2026 and the national development goals outlined in Economic Vision 2030. It also features the 'Al Nakheel Premium,' a state-of-the-art open-air fitness gym nestled in a natural environment, alongside multiple sports amenities such as a football field, padel courts, and a variety of outdoor seating areas distributed throughout designated relaxation and social zones, said the statement. Dr Salman Alghatam, the General Manager of Millet Engineering Bureau, stated that work on Sama Bay has progressed in alignment with the project's master schedule and in accordance with the highest engineering and quality standards. "In a remarkably short span, the project has emerged as a flagship destination for tourism, recreation, and lifestyle activities, drawing widespread interest from Muharraq residents, citizens, and international visitors alike," stated Dr Alghatam. "Its strategic coastal setting, combined with thoughtfully designed spaces, offers a seamless and enriching experience that meets a broad spectrum of interests while delivering outstanding quality and comfort," he added. Dr. Alghatam pointed out that since the launch of Phase I, the Sama Bay has attracted strong visitor engagement and served as a venue for major public events such as Bahrain Sports Day, affirming its role as a dynamic hub for wellness and community life. The second and final phase of the project significantly elevates the waterfront experience through the addition of six architecturally distinct buildings with direct sea views, each designed to accommodate two restaurants, he stated.
