MSE's RM90 Mln Matching Fund Launched To Position M'sia As Advanced Semiconductor Packaging Hub
KUALA LUMPUR, July 17 (Bernama) -- Malaysia's Science Endowment matching fund for the semiconductor sector amounting to RM90 million, has been launched to position the country as a global hub in advanced packaging technology, an area currently dominated by a handful of countries such as Taiwan.
Deputy Prime Minister Datuk Seri Fadillah Yusof said that the semiconductor matching fund is expected to modernise Outsourced Semiconductor Assembly and Test (OSAT) towards advanced packaging, in line with the vision of the National Semiconductor Strategy.
"This strategic initiative will also meet the growing global demand for artificial intelligence (AI) chips and boost the country's electrical and electronics (E&E) exports.
"I would like to emphasise that this is not just a form of government investment but also an open invitation to the local industry to step forward, explore new research opportunities, innovate boldly, and strengthen Malaysia's position in the global value chain for next-generation semiconductor manufacturing," he said.
He said this at the 30th Anniversary of the Academy of Sciences Malaysia (ASM) and the 2024 and 2025 Fellow Awards ceremony here tonight. Also present were the Minister of Science, Technology and Innovation (MOSTI) Chang Lih Kang and the President of ASM, Datuk Dr Tengku Mohd Azzman Shariffadeen.
Fadillah said the country's achievement of climbing 11 places to the 23rd in the World Competitiveness Ranking by the Institute for Management Development 2025 recently should serve as a catalyst to further strengthen local technological innovation and expand strategic cooperation between the research and industry sectors.
He noted that Malaysia is now in a crucial phase of enhancing its competitiveness by transitioning to a knowledge-based and innovation-driven economy, shifting from a 'Made in Malaysia' model to 'Made by Malaysia', in line with the emphasis of the 13th Malaysia Plan.
"To realise this aspiration, the government through ASM must unite expertise, coordinate resources, and strengthen the cooperation between the government, industry, academia, and the community," he said.
In conjunction with Malaysia's ASEAN chairmanship this year, Fadillah urged scientists and researchers to strengthen regional cooperation networks.

HLIB: Malaysia's investment appeal intact despite tariff jitters, tax gap
KUALA LUMPUR: Global markets have stayed largely composed despite the threat of renewed US tariffs – a resilience that could embolden former US President Donald Trump to intensify his protectionist push next month, said Hong Leong Investment Bank Bhd (HLIB). While Malaysia currently faces a 25 per cent US tariff – above Indonesia's 19 per cent and Vietnam's 20 per cent – HLIB believes the gap is relatively minor and unlikely to trigger a major shift in foreign investment flows, describing the differential as "modest". "Even if tariffs remain elevated, policy tools like tax incentives can cushion the impact, in our view. We are not overly alarmed. "The differential of five to six per cent is modest and, in our opinion, unlikely to be material enough to meaningfully divert foreign investment," HLIB said in its latest market strategy note today. Additionally, HLIB also noted that Malaysia's higher corporate tax rate of 24 per cent, compared to Indonesia's 22 per cent and Vietnam's 20 per cent, has not historically hindered its attractiveness to foreign investors. "This is thanks to our mature and integrated manufacturing ecosystem, supported by a well-developed local supply chain. "Thus, we believe these structural strengths will continue to make Malaysia an attractive destination under the global supply chain diversification," it added. While HLIB expects the third quarter (Q3) to remain noisy due to macroeconomic and policy uncertainties, it projects calmer conditions in Q4. "The FBM KLCI target is retained at 1,640, premised on a 14.5 times price-to-earnings ratio, which is below its five- to 10-year averages. "We continue to envision the second half of 2025 to be a quarter of contrasts, where Q3 is characterised to be turbulent before entering into calmer skies in Q4. Thus, we see any sharp drop as an opportunity to buy on weakness, especially high beta stocks. "Top picks include CIMB Group Holdings Bhd, Sunway Bhd, Gamuda Bhd, 99 Speed Mart Retail Holdings Bhd, AMMB Holdings Bhd, IOI Properties Group Bhd, Dialog Group Bhd, and SmartRent Inc," it said. On domestic strategy, HLIB expects the upcoming 13th Malaysia Plan to align with ongoing Madani initiatives while allocating RM440 billion in development expenditure. "That said, the development expenditure will be anchored by fiscal prudence to ensure adherence to the government's fiscal deficit target of 3.5 per cent gross domestic product between 2025 and 2027. "Overall, we anticipate the 13MP to adopt a globalist approach, particularly given the significant overlap with Trump's presidency through 2028. "Also, we expect a continuation of the whole-of-nation Madani ethos, with the 13MP reinforcing flagship policy anchors like the National Energy Transition Roadmap, New Industrial Master Plan 2030, and National Semiconductor Strategy," the firm added.

Integrated water management crucial for growth, climate resilience: Fadillah
PUTRAJAYA: Malaysia's ability to support its fast-growing digital economy including the rapid expansion of water-intensive data centres hinges on strengthening the country's water infrastructure and implementing long-term, integrated water resource planning, says Deputy Prime Minister and Energy Transition and Water Transformation Minister Datuk Seri Fadillah Yusof. 'Water is now considered the new oil. It's a strategic resource,' he said, stressing the need for a stable and sufficient water supply not only for the public but also to attract high-impact investments like data centres. These facilities rely heavily on water to cool their systems, and demand is expected to rise as global firms increasingly choose Malaysia as a regional hub. Fadillah warned that growing pressure from climate change and industrial demand could strain existing water infrastructure if a coordinated approach is not adopted. 'This situation places added pressure on water systems, which are not yet fully equipped to handle extreme and unpredictable weather events. Without a comprehensive and integrated approach, the risk of clean water supply disruptions will continue to rise, ultimately affecting public well-being and national development,' he said at the Malaysia Water Forum 2025 today. He outlined three key approaches to accelerate Integrated Water Resource Management (IWRM): comprehensive, inclusive, and evidence-based. A comprehensive approach means managing all aspects of water—from supply and quality to irrigation, flooding, and ecosystem conservation—holistically. Inclusivity involves participation from all stakeholders: government, private sector, academia, civil society, and grassroots communities. He cited the 2025 National-level World Water Day celebration as an example of inclusive advocacy that brought together students, religious leaders, civil servants and industry players on a shared platform. The evidence-based approach, he added, requires decisions and programmes to be guided by scientific data, impact assessments, and clear performance indicators. While Malaysia has made strides with policies such as the National Water Resources Policy 2012 and the National Water Policy 2024, Fadillah acknowledged persistent gaps in implementation. He pointed to fragmented agency roles, limited enforcement capacity, underfunded infrastructure, and a general lack of public awareness and technical expertise as barriers to meaningful reform. Among key past efforts, he highlighted the formation of the Malaysian Water Partnership (MyWP) in 1993 to promote stakeholder collaboration, and the establishment of the Lembaga Urus Air Selangor (LUAS) in 1999 as a model for state-level water governance. Malaysia's commitment also extends to the global level, with Fadillah reaffirming the country's support for the United Nations' Sustainable Development Goals (SDG), especially SDG 6 on clean water access and SDG 17 on cross-sector partnerships.
