However, the 31-year-old would have to take a pay cut to make the move and that is causing the delay. It is understood he is keen for Rangers to make up the difference before he commits.
However, Streuer has now hinted playing time might be a factor too, with Propper potentially interested in waiting to see if he still gets time on the pitch under Russell Martin.
But the technical director has suggested his club may have to move on if there is no decision soon.
He told De Volkskrant: "All sorts of factors beyond your control (dictate transfers). Just before last season, our captain Robin Propper left at the last minute.
"We really missed him. Rangers bought him. A top Scottish club. You can't compete with them.

"But he'll want to wait and see first if he actually plays less. We have to decide: do we wait for that or do we see what happens next?"
It comes after similar comments from Streuer as he urged Propper to sort out the financial situation.
He said: "Robin and his agent will first have to settle some matters with the club.
"He still has a contract, of course.
"We're waiting for that to conclude and won't be calling him every day.
"But since he wasn't at our training camp, a solution will have to be found quickly."

"We are not finished yet and we will look to add to the squad in the next few weeks." Tyrell Malacia is still looking to leave Manchester United after being omitted from training and pre-season as part of Ruben Amorim's 'bomb squad' this summer Tyrell Malacia may not yet have got his transfer, but the Manchester United star has responded after one of his former Feyenoord team-mates got their summer switch. Malacia's old pal in Rotterdam, Toshio Lake, has secured a move to Belgian outfit Olympic Charleroi. Lake's move comes with Malacia's future anything but certain. He was one of the five players who made up Ruben Amorim's so-called 'Bomb Squad' after expressing a desire to leave Old Trafford this summer. The others, of course, were Alejandro Garnacho, Antony, Jadon Sancho, and Marcus Rashford. Of the five, only Rashford has actually got his move, the England international joining Barcelona on loan for the season. Dutch international Malacia spent the second half of last term out on loan himself, at PSV Eindhoven. However, they elected not to exercise their option to make the move permanent. The defender commented on Lake's post that carries the caption 'Home stretch. Matthew 5:14-16 "You are the light of the world", proclaiming: "God is great." United striker Joshua Zirkzee, another of his team-mates during their time together at Feyenoord, responded by saying: "Love it bro go get em !!" In an interview last year with Status Pro Sport, his management company, Lake mentioned he still keeps in regular contact with Malacia and Zirkzee. "I still speak to almost everyone, some more than others," he noted. "At Feyenoord, I played with a lot of really good guys: Joshua Zirkzee, Ramon Hendriks, Quilindschy Hartman, the Timber brothers [Jurrien and Quinten], Lutsharel Geertruida and Tyrell Malacia. And then I'm probably forgetting a bunch. "With the Dutch national team, there were Bryan Brobbey, Nigel Thomas, Mohammed Ihattaren, and I could go on. I still have a lot of contact with Joshua Zirkzee and Quinten Timber, but perhaps the most with Tyrell Malacia. "Tyrell and I went through a phase where we were both injured at the same time. Then you really support each other through the process. I talk a lot about God with Quinten; he really helped me get closer to God."
