Centre set to extend Prez Rule in Manipur for another 6 months

New Delhi: The Centre is set to extend President's Rule in Manipur for another six months, starting from August 13, and a notice for bringing a statutory resolution on it has been given to the Rajya Sabha, which has been admitted by the chair.
The House is yet to take up the notice, which will be listed next week after time for discussing the same is allocated by the business advisory committee of the upper house.

, minister of home affairs and minister of cooperation has given a notice of the following resolution which has been admitted: 'That this House approves the continuance in force of the Proclamation dated the 13 February, 2025, in respect of Manipur, issued under Article 356 of the Constitution by the President, for a further period of six months, with effect from 13 August, 2025'."
While BJP has been making efforts to form a new govt, the Meitei and Naga MLAs have been conducting a month-long campaign to push for a govt in the violence-hit state. President's Rule had been imposed in Manipur on February 13, 2025 after N Biren Singh resigned as CM.
The state has been witnessing violence with at least 260 people killed and thousands rendered homeless in ethnic violence between Meitei and Kuki-Zo communities since May 2023. PTI

Union Home Minister Amit Shah addressed the Eighth National Security Strategies Conference (NSSC) in New Delhi, marking the conclusion of the two-day meet on Kargil Vijay Diwas. Paying tribute to those who were killed in action in that conflict, the home minister also saluted the efforts of the armed forces and the Border Security Force during Operation Sindoor, calling it a reflection of Prime Minister Narendra Modi's zero-tolerance approach to terrorism. The home minister said Operation Sindoor had sent a strong and clear message to the world about India's uncompromising stand against terror. "PM Modi, with his strong political will, once again demonstrated India's firm stance and resolve on the issue of national security," he said. He pointed out that India's economy is in the fourth position globally and, with its emergence as a key player in new and emerging technologies, green energy, and innovation, the security challenges before the nation would also multiply in the years to come. 'Security, Alertness, Coordination' In view of the evolving threats, the home minister called for better coordination among central and state agencies. He directed the formation of homogenous teams to develop, implement, and monitor security strategies effectively. He also stressed the importance of involving young police officers in each state to brainstorm and offer innovative solutions to national challenges. Referring to the three new criminal laws that recently came into force, the minister said the same seriousness with which Left-Wing Extremism (LWE) and situations in the Northeast and Jammu and Kashmir were tackled must be shown in ensuring the effective implementation of these laws and in the fight against narcotics. He asked Directors General of Police across states to focus on the next three years as a mission period for a 'Nasha Mukt Bharat' (Drugs-Free India) and emphasised the need for going after drug cartels, securing the extradition of narco-offenders, and adopt a top-to-bottom and bottom-to-top approach in anti-narcotics efforts. Push For Real-Time Data Sharing Mr Shah called for establishing a reliable ecosystem for real-time data sharing and directed all agencies to integrate databases like NATGRID (National Intelligence Grid), NIDAAN (National Integrated Database on Arrested Narco Offenders), iMoT (Integrated Monitoring of Terrorism) and CBI's fugitive database into their day-to-day operations. He instructed that these tools be made a core part of all police training programmes to ensure better tech-driven enforcement on the ground. Highlighting the role of police stations as the first point of intelligence gathering, he called for a platform to enable real-time information sharing up to the station level. Maritime Security Mr Shah also stressed the need for all-round development in LWE-affected areas and urged police forces to coordinate with state administrations to ensure the timely implementation of over 300 central and state schemes at the grassroots level. On maritime security, the home minister flagged concerns over infiltration and smuggling along India's long coastal borders and emphasised the capacity building of state police forces to secure smaller seaports and prevent illegal activity. 'Excellence And Competition' Calling the internal security situation dynamic due to India's complex geopolitical neighbourhood, the home minister said the motto of " Suraksha, Sajagta, Samanvay" (Security, Alertness, Coordination) must become the guiding principle of all agencies. He urged the police leadership to strive for excellence, protect the life, property and dignity of every citizen, and nurture healthy competition in addressing internal security challenges. Mr Shah said the next five to ten years would be critical for India's security and development, and underlined that the Modi government has already resolved numerous issues scattered across states. He ended his address with a call for habitual alertness and a security-first mindset, saying these must now become an integral part of India's policing framework.

New Delhi: The Centre, in a bid to boost the ease of doing business in Delhi, has asked the lieutenant governor to roll out reforms to deregulate licensing requirements so that a single-window clearance system can be made to position the capital as an "investment destination". Among the key proposals is scrapping the need for health trade, general trade and factory licences that are issued by MCD and NDMC to establishments across the city. The Centre has also recommended that businesses already registered under GST or FSSAI be exempted from registering separately under the Shops and Establishment Act, which is administered by Delhi govt's labour department. Sources said that the Centre has described these as "low-hanging fruits" that can be quickly "fructified" through executive orders or notifications, without the need to amend existing laws. The push comes days after LG VK Saxena cleared a proposal withdrawing Delhi Police's powers to issue licences to seven categories of businesses — swimming pools, eateries, hotels, guest houses, discotheques, video game parlours, amusement parks and auditoriums. Officials said a presentation was recently made to the Prime Minister, showcasing reforms already initiated by the LG to simplify business rules. While appreciating Saxena's efforts, the PM asked officials to ensure traders are no longer caught in red tape while setting up shop. The deregulation cell, officials said, studied various laws and held rounds of meetings with officers from Delhi govt, MCD, NDMC, DDA, RERA and the Union housing and urban affairs ministry to map the regulatory maze caused by overlapping agency powers. The final recommendations were shaped by these deliberations and by looking at best practices in other states. One of the reforms — exempting GST- or FSSAI-registered businesses from mandatory Shops and Establishment Act registration — can be implemented via a labour department notification, officials said. Acknowledging the LG's push to ease the licensing framework, the cell has advised doing away with health trade, general trade and factory licences issued under Delhi Municipal Corporation Act, 1957. These, it said, can be eliminated through a simple LG notification stating that registration under GST, FSSAI or the Factories Act would suffice. Since parts of the capital fall under NDMC jurisdiction, the deregulation cell has recommended a similar notification under the NDMC Act, 1994, too. To streamline the process, the cell has suggested designating either MCD or NDMC as the nodal agency for all business-related licences. It has proposed that applicants be required to visit only one office for all approvals. It further recommended transferring powers to issue FSSAI and weights and measures licences to the civic agency and designating the MCD commissioner or NDMC chairperson as commissioner of food safety and controller of legal metrology. "Any other licence for commercial activity currently handled by Delhi govt should also be brought under MCD to ensure a single point of contact," the cell said. It added that these changes would help build a genuine single-window clearance system. LG has been advised to bring all stakeholders — MCD, NDMC, FSSAI, GST, ESIC, EPF, fire services and DPCC — on to a common platform. "MCD or NDMC should not merely act as a post office, but coordinate with these agencies to ensure time-bound delivery of licences," the cell said.

Speaking at the two-day 'National Security Strategy Conference – 2025' organised by the Intelligence Bureau, the Home Minister said, 'India is one of the fastest emerging economies, and with that, the challenges before the country are also increasing. We must stay more vigilant and tackle problems with heightened awareness.' Highlighting the importance of the Conference, Shah said, the deliberations at the event enable senior officers to guide young officers and familiarise them with challenges by showing them the path in finding solutions. 'Police forces of all states and central investigative agencies should move forward with the goal of becoming the best in the world,' he exhorted, while adding that to address the challenges coming before the nation, a reliable ecosystem for real-time data sharing must be established.
