Puna man, 44, arrested on 15 ‘sexual-related offenses' against minors, bail set at $4.8M

PUNA, Hawai'i (KHON2) — After a months-long investigation, a Hawai'i Island man is being charged with 15 offenses related to child abuse and alleged sexual assault of minors.
Joseph Donald Tibbs, 44, of Puna, was arrested on seven counts of first-degree sexual assault, two counts of first-degree promoting child abuse, two counts of second-degree promoting child abuse, two counts of incest, and two counts of use of a computer in the commission of a separate crime.
According to the Hawai'i Police Department, investigators began looking into Tibbs in March 2025 after receiving tips about him allegedly possessing and distributing child sexual abuse material, which is colloquially known as child pornography.

Tibbs was allegedly in possession of at least 30 images related to child pornography, and is also accused of sexually assaulting juveniles, according to court documents.
'During the course of this investigation, police determined that Tibbs had allegedly been engaging in sexual conduct with minors for over a period of one year,' Hawai'i Police said Monday.
Tibbs was arrested on May 29, and charges were filed on May 30. After he was arrested, law enforcement officials executed a search warrant on Tibbs' residence and recovered 'various sexual-related evidence' and several electronic devices.Officials were able to identify some of the victims in photos and videos, but said there may be additional victims who have not yet been identified.
The investigation is ongoing, and police have asked anyone with any information related to the investigation to contact Detective Chandler Nacino of the Vice Section in Kona at (808) 326-4646, extension 312, or email Chandler.Nacino@hawaiicounty.gov.
Tibbs' bail has been set at $4,815,000. His first court appearance was scheduled for June 2 in Hilo District Court.
The investigation was a collaborative effort between several agencies, including the Hawai'i Police Department, the Internet Crimes Against Children (ICAC) task force, Homeland Security Investigations, the Hawai'i County Office of the Prosecuting Attorney, and the Maui Police Department.

Though geomagnetic activity is beginning to wane, the northern lights could still put on a show tonight (June 3). Earth is still reverberating from not one but two coronal mass ejections (CMEs) that hit in the early hours of June 1 and late June 2, wreaking havoc on our magnetic field and triggering incredible auroras around the world. Space weather forecasters from the U.K. Met Office predict there is still a slight chance of further strong (G3) geomagnetic storms, with minor (G1) and moderate (G2) intervals expected. The NOAA Space Weather Prediction Center predicts that the Kp index will peak at 4.67 over the next 24 hours. For an up-to-date breakdown of timings, check out NOAA's 3-day forecast. (Kp is a measurement of geomagnetic activity, with an index that ranges from 0 to 9; higher Kp indicates stronger auroral activity.) You can also keep up with the latest forecasts and geomagnetic storm warnings with our aurora forecast live blog. In the U.S., Alaska has the highest chance of seeing the northern lights tonight. If predicted G3 storms are reached, auroras could be visible down to Illinois and Oregon, according to NOAA, though the chance for more G3 storms is slim. Below we have listed all 13 states that appear either fully or in part above the possible view line for auroras tonight, according to NOAA's Space Weather Prediction Center. They are ordered most likely to least likely based on their proximity to the center of the auroral oval and how much of each state is within or near the view line. Remember, auroras can be fickle. Sometimes they can appear much farther south than predicted, and other times they barely show up at all. There are many conditions that have to align for the perfect show. It is possible that many more states could witness auroras tonight, or perhaps far fewer will. Alaska Minnesota North Dakota Montana Wisconsin Michigan (Upper Peninsula) South Dakota Maine Vermont New Hampshire Idaho Washington Oregon If you live in one of the 13 states forecasted to have a chance of seeing the northern lights tonight, head to a north-facing vantage point as far away from light pollution as possible! The best time to look for auroras will be about 1 a.m. local time, as our window of darkness for observing the northern lights shrinks during summer months. Use your mobile phone to scan the skies, as the camera is great at picking up faint auroras before your eyes spot them. This can help you pinpoint where in the sky you should be focusing your attention. But remember to keep an eye out elsewhere too as auroras can pop up in front, behind or even above you! Happy aurora hunting. If you want to make sure you're all clued up on when to look for auroras download a space weather app that provides forecasts based on your location. One option I use is "My Aurora Forecast & Alerts," available for both iOS and Android. However, any similar app should work well. I also use the "Space Weather Live" app, which is available on iOS and Android, to get a deeper understanding of whether the current space weather conditions are favorable for aurora sightings.

Hadlee Simons / Android Authority TL;DR GameCube and Wii emulator Dolphin just launched Release 2506. It has numerous fixes and new features, including breaking the 60fps barrier for the first time. The Nintendo Wii catalog is now fully compatible, with the last obscure title fixed. Dolphin emulator has been absolutely spoiling the emulation community for decades, and today yet another update has dropped to make GameCube and Wii emulation even better. Dolphin Release 2506 has a long list of fixes and new features, some of which are game-changing for compatible titles. The first fix has to do with audio stuttering on relatively weak machines. The team explained that user reports of audio stuttering are often due to games running below the target framerate. A new system has been implemented to hide audio hiccups better when frames are lost. Speaking of framerates, another series of fixes targeted frame pacing, which in simple terms is the time between frames. After some investigation, it was discovered that Dolphin suffered from significant variance in frame pacing, which can feel like judder to users who are sensitive to it. After the update, there should be little to no frame pacing issues on any platform. In terms of graphics, new anisotropic filtering options make games appear more similar to playing on a real console. The GameCube and Wii had native support for anisotropic filtering, but it was quite resource-intensive, so developers chose specific textures to apply it to. Dolphin applied to the filter to all or none of the textures previously, but a new option allows you to use the game's default settings, which will apply the filter as developers intended. The final non-compatible Wii game has now been patched to boot in Dolphin. Perhaps one of the biggest additions is the possibility to emulate games beyond 60fps. GameCube and Wii games were designed for analog televisions, with a hard limit of 60fps built into the systems. Thanks to a clever override added in this update, games like Super Mario Strikers and Mario Strikers Charged can now run at 120fps. Others, like Wind Waker and Super Mario Galaxy, have physics tied to frames, so the hack won't work. Dolphin also hit a major milestone with this update, as it can now boot the full GameCube and Wii catalogs. The final title giving trouble was an obscure Wii game called The Daring Game for Girls, but a new patch finally got it to work. On Android, you can now display your time played for each game. The feature was added in the last major update, so your play times will have started tracking then. However, there wasn't a way to see those times on Android until this update. You can now long press a game tile and tap Details to see how much time you've spent in game. There are a few more minor changes, such as adding support for PS3 Rock Band guitars and Wii Speak without the original hardware, so check out the full patch notes for more details.
