
Only two Kuala Selangor strata schemes facing title issues
Only two low-cost strata schemes are facing strata title issues, says Kuala Selangor Municipal Council (MPKS).
MPKS Commissioner of Buildings (COB) unit head Muhammad Zulfiqah Omar said strata titles were not a big issue in Kuala Selangor.
'We only have two low-cost strata schemes that are facing such problems, with no management bodies being formed there yet,' he said.
He added that there were currently over 400 strata schemes and about 25,000 parcels in the municipality.
Muhammad Zulfiqah said MPKS would also provide the state government with data to help resolve strata title issues in Selangor.
The data, he added, included the total number of strata schemes in Kuala Selangor, number of strata schemes facing title issues and estimated cost of resolving them.
'The data could help provide a clearer picture for the state government in channelling the funds needed to resolve strata title issues in Kuala Selangor.'
Muhammad Zulfiqah was speaking to reporters at the 'Strata Conference 2025: Towards First Class Strata Management' at a hotel in Kuala Lumpur.
MPKS president Mohamad Hanafe Basri said the conference was aimed at exposing stakeholders to the latest strata-related information.
'The conference explored various strata-related issues and conflicts in depth while exposing participants to aspects such as smart technologies, property values and strata titles,' he said.
'I believe the knowledge gained from this conference can help leverage strata governance while driving cities to be more orderly and efficient in addressing strata-related issues,' he said when launching the conference.
He urged COB officers to carry out their duties with dedication and integrity in dealing with strata-related issues.
The conference saw about 140 participants from strata management bodies, developers, property agents, lawyers and local authorities from all over Malaysia.
They also engaged in the presentation of four strata-related research papers and a forum.
On June 9, the state government launched its Selangor Strata Fund to solve strata title issues in phases, with six apartment buildings identified as pilot projects.
The buildings were Flat Bunga Raya (Port Klang), Pangsapuri Seroja (Puchong), Apartment Dahlia (Rawang), Rumah Bandar Taman Saga (Ampang) as well as Pangsapuri Permai and Pangsapuri Seri Damai in Batu Caves.
It was also reported that the state government had approved RM10mil for the fund under its budget this year.
A total of RM100mil was reportedly required to resolve all strata title issues at apartment schemes in Selangor over the next 10 years.

KOTA SAMARAHAN (July 28): The Kota Samarahan Municipal Council (MPKS) is offering attractive cash prizes for its 'Clean, Attractive and Fragrant Public Toilet Competition 2025' in a bid to elevate the sanitation standards in areas under its jurisdiction. Speaking during the official announcement of 'Tandas Bersih, Menawan & Wangi (BMW) 2025' today, MPKS chairman Abang Ismawi Abang Ali said the cleanliness of public toilets reflected not only community hygiene, but also the overall well-being and civic image of its residents. 'At MPKS, we take cleanliness seriously, especially in public premises including the toilets. 'Dirty, unsafe or uncomfortable facilities affect public perception of how hygiene is maintained in general,' he said during the press conference on the programme. The competition seeks to encourage the adoption of systematic and high-quality toilet maintenance practices, as well as foster a lasting culture of cleanliness among the people of Samarahan. Six categories will be contested under MPKS' jurisdiction: primary and secondary schools; food premises; places of worship; petrol stations; shopping centres; and hotels. Each category offers RM3,000 for first place, RM2,000 for second, RM1,000 for third, and RM700 as consolation each for those placing fourth to 10th. Assessments will be taking place from early August to early September, with the toilets judged based on the 'BMW' criteria: cleanliness, attractiveness, and fragrance. 'We hope all premises involved would give full cooperation throughout the evaluation process,' said Abang Ismawi, expressing optimism that continued commitment could position Kota Samarahan as a model city for safety, health and cleanliness. Also present at the press conference were MPKS deputy chairman Daily Joseph; secretary Gustian Durani; infrastructure, building control and landscaping committee chairman Datuk Sim Kiang Chiok; and market and hawker committee chairman Aziz Mohamad. On another matter, Abang Ismawi said property owners, business operators and developers must adhere to the provisions outlined in the Sarawak Building Ordinance 1999 and obtain prior approval from the State Planning Authority before commencing any construction work. He emphasised that MPKS would continue enforcing strict surveillance of illegal building activities through ongoing inspections by enforcement personnel and public complaints. 'As of July, MPKS has recorded a total of 28 cases and we hope to see a decline in future complaints, as each report is treated with utmost seriousness. 'Together, we can transform Kota Samarahan into a smart city for a greater future,' he said.

Sub-committee to help with strata title delivery
MPAJ has a sub-committee to identify root causes and solutions delaying strata title issuance. — Filepic SOME 215 strata developments in Ampang Jaya, Selangor, have yet to obtain individual strata titles, Ampang Jaya Municipal Council (MPAJ) says. The figure, based on an audit by the local authority, prompted MPAJ to set up an internal committee to identify issues and solutions. The Strata Title Monitoring and Resolution Sub-Committee (JKPPHS), set up in 2023, aims to facilitate the delivery of strata titles for selected properties. Among its pilot focus areas are Estana Court in Ukay Perdana and Flat Al-Ridhuan in Taman Al-Ridhuan. 'JKPPHS was established to assist residents at strata developments where the strata register has not yet been started because of various issues. 'For example, Estana Court was selected because its strata register had not been established. 'Through this committee, members will identify the root causes and find solutions to any issues that arise,' MPAJ said in a written reply to StarMetro. MPAJ said the Estana Court developer was in the process of subdividing the land from one lot into three parcels as part of the necessary steps towards title issuance. As for Flat Al-Ridhuan, 'residents have opted to pursue the title issuance process independently, without JKPPHS involvement,' the statement said. 'The JKPPHS committee has been able to monitor the progress of the processes involved in obtaining strata titles.' The local council noted that there were several challenges involved in resolving strata title issues, including coordination and cooperation between developers, landowners and liquidators, as well as residents' financial constraints. MPAJ added that in cases where developers were no longer operating or had been liquidated, it worked with the Department of Insolvency Malaysia to identify and coordinate with the appointed liquidators. StarMetro previously reported that at least 30% of strata properties in Ampang Jaya did not have strata titles, with most of these properties being more than 20 years old. MPAJ confirmed that it planned to expand the pilot project model to other affected developments in Ampang Jaya. This also follows Selangor government's announcement of the RM10mil Selangor Strata Fund (DSS), aimed at resolving longstanding issues in apartment complexes lacking formal ownership documentation. MPAJ stated that it would receive RM1mil from the fund, which would be channelled towards resolving title issues at Taman Saga townhouses, one of the affected areas. Previously, Selangor Mentri Besar Datuk Seri Amirudin Shari had said RM100mil would be required to resolve all strata title issues in apartment schemes in Selangor over the next 10 years. He said the DSS initiative was expected to generate returns for the state within 10 years, as residential units that obtained strata titles would be paying parcel quit rent.
