
Planning, Economic Development, & International Cooperation Min Organizes a Roundtable to Review Preliminary Results of Studies for the "Adaptation of the Northern Delta Affected by Sea Level Rise" Project

The Ministry of Planning, Economic Development, and International Cooperation organized a roundtable in collaboration with the European Union and the European Investment Bank, with the participation of representatives from the Ministry of Agriculture and Land Reclamation, and the Ministry of Water Resources and Irrigation, to review the preliminary results of the studies related to the preparation of the "Adaptation of the Northern Delta Affected by Sea Level Rise" project, which is part of the food pillar of the Country Platform for the "NWFE" Program.
This is part of the national efforts led by the Ministry of Planning, Economic Development, and International Cooperation to implement 9 projects under the"NWFE program, across the water, food, and energy sectors, to enhance the transition to a green economy and implement Egypt's National Climate Change Strategy (NCCS)2050.
Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, emphasized the continued coordination with the concerned ministries and authorities to finalize the necessary technical studies for water and food projects within the "NWFE" program. This is part of the state's efforts to promote the green economy transition and expand mitigation and adaptation projects related to climate change.
Al-Mashat pointed out that under the energy sector, contracts for renewable energy projects with a capacity of 4.2 GW have already been signed, out of a total of 10 GW.
The project aims to benefit about 10 million citizens, empower smallholder farmers to implement policies related to adaptation and addressing sea-level rise, strengthen rural communities' responses to disasters and the impacts of sea-level rise, encourage agricultural diversification for food security and income growth, and reduce internal migration from these areas to cities.
The project targets the governorates of Kafr El-Sheikh, Beheira, Damietta, Dakahlia, and Port Said. The project aims to preserve the fertile agricultural land in this area, as well as expand reclaimed desert land.
The European Union provides financing of 125,000 euros, and the European Investment Bank offers a grant of 300,000 euros, to fund consultancy services and complete the necessary studies for implementing the project, particularly at the level of formulating tools and mechanisms to attract, stimulate, and involve the private sector. This aims to develop alternatives to reduce and rationalize public spending, enhance the value of private spending, and attract investments.
The "NWFE" program is a model for country platforms based on country ownership. It represents an effective regional model and approach for financing to address climate change issues: mitigation, adaptation, and resilience, with a focus on a just transition to a green economy. This program also provides an effective human-centered approach to address the impacts of climate change and its driving factors.
The program follows a development financing pattern that provides blended financing tools. It is based on both the country's development efforts and national ministries in all sectors, the development financing provided by development partners, as well as attracting the private sector through investments. Additionally, it benefits from consultancy services and expertise from relevant entities to enhance the efficiency and viability of projects, making them attractive to funding sources.

Dr. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, held a bilateral meeting with Mr. Mathias Cormann, Secretary-General of the Organization for Economic Cooperation and Development (OECD), to discuss ways to strengthen cooperation between the two sides, as part of the OECD Ministerial Council Meetings in Paris, which are being held this year under the theme: 'Leading the Way towards Resilient, Inclusive, and Sustainable Prosperity through Rules-Based Trade, Investment and Innovation'. During the meeting, H.E. Dr. Rania Al-Mashat affirmed deep appreciation for the strong and evolving relationship with the Organization for Economic Cooperation and Development (OECD), whether through the bilateral cooperation program between Egypt and the OECD, or through the OECD's MENA Initiative on Governance and Competitiveness for Development, noting that this cooperation reflects a shared commitment by both sides to support evidence-based policymaking, enhance institutional reform, and advance the sustainable development agenda. H.E. pointed to Egypt's co-chairmanship of the OECD MENA Initiative on Governance and Competitiveness for Development. This new mandate provides a unique opportunity for active participation in regional dialogue, strengthening mutual learning mechanisms, and exchange experiences based on real-life reform applications. Al-Mashat praised the continued constructive cooperation within the framework of Egypt-OECD Country Program, which has been extended through 2025. The program is a key pillar of the joint corporation framework, serving as a vital tool for integrating international expertise into Egypt's national development strategy, particularly 'Egypt Vision 2030' and the National Structural Reform Program. The program includes 35 projects distributed across five main pillars, designed through a broad participatory process, reflecting Egypt's commitment to ownership of reforms and policy coherence. H.E. explained that the program witnesses coordination and collaboration with various relevant parties in Egypt to implement it, expressing her aspiration to further develop cooperation within the framework of the Country Program beyond the stage of issuing recommendations, toward providing tools and actionable plans that can reflect on development efforts in a more impactful manner, noting that the program strengthens partnership with the OECD and is an effective step towards Egypt's accession as a member country of the Organization for Economic Cooperation and Development. For his part, the OECD Secretary-General pointed to the OECD's openness policy toward admitting more member countries, explaining that the Country Program with Egypt is an important step for Egypt to become the first Arab and African country to join the OECD. In the same context, H.E. Dr. Rania Al-Mashat met with Ms. Mary Beth Goodman, OECD Deputy Secretary-General, where the meeting addressed the Organization's preparations to finalize the new development strategy. Ms. Goodman praised Egypt's effective contribution in providing feedback on the strategy, emphasizing that it is prepared through a participatory framework to develop solutions to development challenges, especially in light of the efforts of many countries to reduce development funding, which underscores the need for emerging economies to strengthen their domestic resource mobilization. Dr. Al-Mashat emphasized that Egypt has a pioneering experience in leveraging development financing for the private sector, which has become the main beneficiary of such financing, rather than the government. Chinese Drilling Technology Contributes in Expanding Egypt's Agricultural Lands
Rana Atef On Monday, Global Times , which is one of TV Brics partners, reported that Egypt's Western Desert barren lands are gradually being transformed into fertile fields by the advanced Chinese well-drilling technology. The well drilling project, implemented by the Egyptian branch of a Chinese oil and gas company, became part of a mega program to expand agricultural land by developing deserts. This project is an example of sustainable development for arid regions and demonstrates the potential of international cooperation in food security and environmental restoration. The project is being implemented as part of the Belt and Road Initiative (BRI). Egypt has expanded beyond infrastructure projects to now include the agricultural sector, technology, and industry. The company began operations in Egypt in 2016 and has since drilled more than 680 wells nationwide. In the Owainat, 63 deep wells were drilled in less than a year, despite extreme weather and geological conditions. Experts emphasise that such projects are key to Egypt's sustainable development.
