IIM-C's academic council to take call on student arrested for rape

The Indian Institute of Management-Calcutta (IIM-C) has called a meeting of its academic council this week over the arrest of a second-year student in a rape case.
Paramanand Mahaveer Toppannawar, 26, was arrested last Saturday for allegedly raping a young woman in a hostel room on the Joka campus of the institute. He is in police custody till July 19.
According to an official of the premier institute, the academic council will take a call on whether to allow Toppannawar to attend classes if the court grants him bail. 'Attendance is mandatory in the two-year MBA programme. Since Toppannawar is in police custody, he has missed some classes. So, the academic council of the institute has to take a legal opinion regarding whether to allow him to attend classes if he gets bail. If he is found guilty, his degree will be cancelled,' said an official.
Following the arrest of the student in the rape case, the IIM-C, in a statement, had said: 'The institute has zero tolerance for such incidents and remains steadfast in upholding a safe and respectful campus environment. We are also taking all necessary steps to support the process of ongoing investigation and ensure that institutional protocols are adhered to.'
The IIM-C had also sent an email to students, asking them to reach out to the institute's Internal Complaints Committee (ICC) and student council with any concerns or questions. A standard operating protocol (SOP) was also circulated for the students and professors living on the campus.
Meanwhile, the SIT of Kolkata Police, which is probing the rape case, is screening through the call data records (CDR) of the accused and the woman to ascertain how long they knew each other.
'The accused is giving contradictory statements. Sometimes he says he met the woman on a dating app, sometimes he claims to know her through a counselling app. This needs to be investigated. We are also trying to know whether the accused used sleeping pills to spike the food and water offered to the woman,' a senior police officer involved in the probe said.
In her complaint to the police on July 12, the woman, who claimed to be a psychologist, had alleged that Toppaunwar called her to the Joka campus a day ago for a 'counselling session', and the two had met on social media. The woman alleged that she lost consciousness and was raped after she consumed spiked food and water offered by the accused on a hostel room.

KENDRAPARA: Kendrapara police on Wednesday arrested six members of a gang who reportedly posed as Vigilance officers and looted the house of a retired physician at Oldhi village in Derabishi on July 10. Police said the accused were inspired by Akshay Kumar-starrer Bollywood movie Special 26 to loot the house of Dr Jalil Ahmad Khan (80). The gang arrived at Khan's house posing as Vigilance officials. Once inside, they confiscated the mobile phones of all family members. While two accused confined the family in a corner of the house, others broke open three almirahs and looted around 500 gm of gold jewellery worth Rs 50 lakh along with Rs 1.5 lakh cash before fleeing. Derabishi IIC Ambika Prasad Das said a dedicated team of police cracked the case with the help of CCTV footage and call detail record (CDR) analysis. 'During interrogation, the accused admitted that they were inspired by the Bollywood film Special 26 and recreated a similar theft,' he said. Police recovered Rs 50,000 cash, four mobile phones, two motorcycles and several incriminating documents from the accused. All the accused - Saraf Ali (35) and Prafulla Behera (43) of Oldhi, Abhilas Nayak (20), an engineering student of Poila village, Abu Jafar Khan (30) of Garapur, Sk Raju of Ranapada and Jakir Khan (41) of Thakurapatana - were booked under sections 310 and 333 of the BNS and produced in court. Two more accused are absconding, and efforts are underway to nab them, Das added. Dr Khan, a retired doctor from a government medical college in Jamshedpur, resides in his ancestral village and continues to run a private clinic there.

As the new academic session begins, the University of Delhi (DU) has stepped up its efforts to prevent ragging and ensure a smooth induction process for a meeting held by the Proctorial Board on Monday, a 10-point action plan was finalised to enforce a zero-tolerance approach towards ragging and and departments have been instructed to implement Ordinances XV-B and XV-C strictly and adhere to the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, The following are some of the key anti-ragging steps taken by Delhi University:1. MANDATORY ANTI-RAGGING UNDERTAKINGSAll newly admitted students and their parents or guardians must submit an anti-ragging undertaking at the time of admission via the national portal as per Supreme Court guidelines.2. JOINT CONTROL ROOMS ON BOTH CAMPUSESTo ensure prompt support and intervention, joint control rooms will operate from August 1 to August 8 at:North Campus: Tel. 27667221South Campus: Tel. 24119832These centres will be responsible for addressing student concerns and coordinating safety measures.3. ANTI-RAGGING AWARENESS WEEKIn accordance with UGC guidelines, DU will observe Anti-Ragging Day on August 12. This will be followed by an Anti-Ragging Week until August 18 to promote awareness among students and staff.4. CAMPUS-WIDE POSTER CAMPAIGNPosters outlining anti-ragging rules and student rights in both English and Hindi have been placed across strategic locations throughout DU campuses.5. ENTRY MONITORING AND VIGILANCE SQUADSColleges and hostels have been directed to:Restrict entry of outsidersForm Anti-Ragging Committees and Vigilance SquadsInvolve NCC/NSS volunteers in surveillanceThis is to ensure continuous monitoring of sensitive areas.6. POLICE PICKETS AND NIGHT PATROLLINGDelhi Police will post pickets outside every college, with a special focus on women's colleges. Regular patrols will be conducted throughout both campuses to enhance security.7. DEPLOYMENT OF WOMEN POLICE IN PLAIN CLOTHESPlain-clothes women officers will be deployed in and around college areas to deter ragging, eve-teasing, and other forms of harassment.8. VERIFICATION OF PAYING GUEST (PG) ACCOMMODATIONSStudents opting for PG housing are advised to verify their accommodation through the local police. This step is aimed at ensuring student safety beyond campus premises.9. ONLINE COMPLAINT SYSTEMS FOR REPORTINGPolice officials have ensured that students can report ragging incidents through streamlined online systems, including cybercrime portals, allowing for swift redressal of complaints.10. A Delta Airlines co-pilot was arrested 10 minutes after his flight landed at San Francisco International Airport on Sunday at around 7:05 am IST. Rustom Bhagwagar, 34, was taken into custody on charges of child sexual assault. Authorities with the Contra Costa County Sheriff's Department and agents with Homeland Security Investigations stormed the cockpit shortly after Delta Flight 2809, a Boeing 757-300, arrived from Minneapolis. The arrest took place while passengers were still preparing to deplane, according to USA Today. Witnesses say at least 10 DHS agents boarded the plane as soon as it parked at the gate and took the pilot into custody. One of the passengers told the San Francisco Chronicle, "The officers and agents were pushing their way up through the aisle and into the cockpit with badges, guns, and different agency vests/markings, where they cuffed the co-pilot before leading him away." Bhagwagar's co-pilot said that he was surprised and had no idea about his arrest. He wasn't made aware of the arrest because of concern that he might inform Bhagwagar, as the agents wanted to arrest him without any chance for him to escape. According to the Contra Costa Sheriff's Facebook post, the detectives have been conducting an investigation since April 2025 after receiving a report of sex crimes against a child. A Ramey arrest warrant was later secured for the suspect. Bhagwagar's arrest comes after he was identified as a suspect in a case involving five counts of oral copulation with a child under the age of 10 in April. He is currently being held at the Martinez Detention Facility with a bail set at $5 million. Delta Airlines, in a statement obtained by CBS News, said, "Delta has zero tolerance for unlawful conduct and will fully cooperate with law enforcement," adding, "We are appalled by reports of the charges related to the arrest and the individual in question has been suspended pending an investigation."
