'When you are on the road in India, be it on a 2 wheeler, 3 wheeler, a car, a bus, train or even in an aircraft, your life is totally dependent on your luck. Anyone can die anywhere, anytime, any day," another person said.
The man was later taken to the hospital. The Mumbai Metropolitan Region Development Authority (MMRDA) expressed 'deep regret" over the incident.
The MMRDA said that safety officials from the civil contractor Afcons and the general consultant Systra-CEG-Systra India rushed to the hospital to ensure the injured received immediate and comprehensive medical care.
'MMRDA has directed M/s Afcons to bear all medical expenses and provide necessary support to the affected individual," the statement said. It added that a penalty of Rs 50 lakh and Rs 5 lakh had been imposed on the civil contractor and the general consultant firms for supervisory lapses.
An independent inquiry has been set up to conduct a 'neutral and expert investigation" into the matter, based on which further actions would be taken, the MMRDA said.
