Earlier, the govt, by an ordinance, had decided to constitute a new trust to manage the Janaki temple, being reconstructed with new facilities and infrastructure, spread over 65 acres.
The five bills passed by the House are Bihar Municipality (Amendment) Bill, 2025, aimed at giving more autonomy to the chief counsellors and their deputies in municipalities; Bihar Special Survey and Settlement (Amendment) Bill, 2025, having bearing on conducting land surveys in revenue villages in designated urban bodies; Bihar Agriculture Land (Development of Land for Non-agricultural Purposes) (Amendment) Bill, 2025; Bihar Underground Pipeline (Amendment) Bill, 2025; and Bihar Goods and Services Tax (First Amendment) Bill, 2025.

'Excessively harsh': Bengal governor sends back Aparajita Bill after Centre objects death penalty clause
KOLKATA: West Bengal Governor C V Ananda Bose has sent the Aparajita Bill back to the state government for consideration of the serious objections raised by the Centre over the proposed changes to the Bharatiya Nyaya Sanhita that the legislation seeks, a highly placed source in the Raj Bhavan said. The Centre, in its observation, found that the Aparajita Women and Child (West Bengal Criminal Laws Amendment) Bill, passed in the assembly in September 2024, seeks changes in punishment for rape under multiple sections of the BNS that are "excessively harsh and disproportionate," the source said. The state government, however, maintained it has no intimation so far from the central government or the governor's office regarding their "observations" on certain provisions in the Bill. The Bill proposes enhancement of punishment for rape from the existing minimum of 10 years under the BNS to life imprisonment for the remainder of one's life or death. "The Ministry of Home Affairs (MHA) has flagged multiple provisions in the Bill as problematic. After taking note of the MHA observation, the Governor has referred those for appropriate consideration to the state government," the source told PTI. "The Centre has described the proposal of amendment to Section 64 of the BNS to increase the punishment for rape from a minimum of 10 years to life imprisonment for the remainder of the convict's life or the death penalty as excessively harsh and disproportionate," he said, referring to the MHA's observation.

Opposition not allowing discussion on Op Sindoor: Union minister Kiren Rijiju
Union Parliamentary Affairs Minister Kiren Rijiju on Friday said despite the government trying to hold a discussion on Operation Sindoor and the Pahalgam attack, Opposition leaders are creating a ruckus inside Parliament and not allowing the House to function. Speaking to the media, Rijiju said, 'Before the monsoon session began, several opposition parties, including the Congress, had requested that Operation Sindoor and the Pahalgam terror attack should be discussed in Parliament. The government said we are ready to discuss it. The opposition has been creating a ruckus in Parliament from day one and protesting inside and outside Parliament and not allowing the House to function. In the first week of the monsoon session of Parliament, we have been able to pass only one bill… I urge all opposition parties not to disrupt the proceedings of Parliament.' Rijiju also reminded the Opposition that it takes a great deal to prepare replies. 'A lot of people are involved in preparing the replies. The officers prepare the replies by applying all resources. When the same is not allowed to be discussed or heard, it turns into a loss for the country, the citizens.'

‘Request you to examine yourself': Chair Jagdambika Pal adjourns House until Monday amid Oppn sloganeering
Lok Sabha was adjourned for the day within a few minutes of reconvening at 2 pm Friday, despite Chair Jagdambika Pal's repeated appeals, which were drowned by sloganeering and interruptions from protesting opposition MPs. Seeking to remind Opposition members that repeated adjournments of the House were 'not an achievement' but a loss for everyone involved, especially the people of India, Pal appealed to them to take their places, referring to the scheduled proceedings related to 200 Private Members Bills to no avail. 'I request you to examine yourself: whose favour is this chaos in?… The people will not certainly benefit from it. The people who sent you to this House to discuss and find solutions to the difficulties they face,' said Pal. 'This day is for you…200 Private Member Bills… Which are as important as any Bill the government itself brings, are scheduled to be tabled… They are your Bills,' he added. This was followed by Pal's nod for the taking up of The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024, for further consideration, and passing in Lok Sabha by Minister of Law and Justice Arjun Ram Meghwal. Responding to the interruptions during the process, Meghwal asked if the Opposition was against these communities in the state since it was refusing to allow the discussion to take place. Addressing the protesting MPs again, Pal sought to underscore that there appeared to be no improvement in the state of affairs in the House, despite Speaker Om Birla's all-party meeting during the adjournment period. Asking them to seek the opinion of their constituents on whether their current conduct was why they had been elected, Pal said, '…ask them whether they want to see you indulge in hungama or expect you to discuss the sorrows and problems of the people.' 'What is this deadlock triggered by? You want the government to answer your questions, the government is ready to,' he said, pointing to enthusiastic approval from Meghwal.
