BuAI receives 1,700 applications for fertility treatment assistance since February

LAHAD DATU: The Fertility Treatment Assistance and Infertility Advocacy (BuAI) initiative under Budget 2025 has received 1,700 applications for intrauterine insemination (IUI) fertility treatment assistance since its launch in February.
National Population and Family Development Board (LPPKN) director-general Abdul Shukur Abdullah said the initiative aims to support couples struggling to conceive, with an allocation of RM6 million, targeting 1,300 couples.
"Since its launch, demand has been very encouraging nationwide.
"As of now, we have exceeded our target by 400.
"We are conducting eligibility screenings to ensure that only qualified applicants receive this free service," he told Bernama after the Men's Wellness Programme today.
One of the key criteria is that applicants must be aged 35 and above, he said.
The event was launched by the Women, Family and Community Development Ministry deputy secretary-general of Operations Farah Adura Hamidi in conjunction with the Kembara Kasih programme.
Meanwhile, Abdul Shukur said the agency aims to reach 30,000 men through the Men's Wellness Programme.
"It was an encouraging turnout. We were informed that around 600 men attended our inaugural programme in Sabah to gain awareness on male wellness.
"As part of LPPKN's services, today's programme featured screenings related to male fertility issues, general and reproductive health checks, including testicular and prostate cancer screenings. We also conducted health talks focused on men's well-being," he said.
He said the programme is designed to empower men by raising awareness on the importance of health, sexual wellness and mental well-being.
Earlier in his speech, Abdul Shukur highlighted that male psychosexual issues, such as erectile dysfunction and premature ejaculation, can contribute to infertility, noting that the National Health and Morbidity Survey (2022) reported that 36.9 percent of young men aged between 18 and 29 experienced erectile dysfunction.
"Data from LPPKN's Men's Wellness Clinics, which offer counselling and medical treatment for abnormal semen conditions and psychosexual issues, show a rising trend in both new and follow-up cases, from 432 in 2023 to 760 in 2024," he added.
Currently, six Men's Wellness Clinics have been established in Sarawak, Penang, Melaka, Terengganu, Johor and Sabah since the initiative was launched in 2022.
"These clinics aim to raise awareness and promote healthy lifestyle practices such as quitting smoking, weight management and balanced nutrition, as lifestyle factors have a significant impact on fertility.
"The clinics also offer male health screening packages," he said.
In Sabah, Abdul Shukur said services are currently available at Klinik Nur Sejahtera in Kota Kinabalu, focusing on timed intercourse counselling, while counselling services are provided in Tawau.
"We also operate the LPPKN mobile clinic for remote areas in Sabah, including during outreach efforts under the Kembara Kasih KPWKM programme," he said.
He said LPPKN is prepared to collaborate with the General Operations Force and marine police to provide health services and advocacy for personnel who are often stationed far away from their spouses.
"Men's wellness is a critical aspect they need to understand, and it's equally important for these officers to know how to maintain their reproductive health," he said.

To address the fertility decline, Abdul Shukur highlighted the government's Fertility Treatment Assistance and Infertility Advocacy (BuAI) initiative. The programme includes Intrauterine Insemination (IUI) support to boost birth rates and raise awareness. Perlis recorded a TFR of 1.7 in 2023, alongside a drop in live births from 4,392 in 2016 to 3,878 last year. 'This seminar is timely to explore policies to slow fertility decline and prepare Perlis for demographic shifts,' he added. Public healthcare under pressure: 'Budget 2026 must boost workforce, upgrade facilities'

MCA has called for a significant increase in Budget 2026 allocations for the Ministry of Health beyond the RM45.3 bil allocated in Budget 2025, saying the additional funding must prioritise workforce sustainability, employee remuneration and facility upgrades. Its deputy president Datuk Dr Mah Hang Soon said this in response to Health Minister Datuk Seri Dr Dzulkefly Ahmad's statement on Thursday (Aug 7) that over 2,000 experienced doctors and nurses with more than five years of service had resigned from the MOH between 2022 and 2024. This highlighted a critical challenge for our healthcare system which is to retain talent amid growing demands. 'This wave of departures comes as public hospitals and clinics are increasingly stretched due to a rising cost of living and an ageing population that depends heavily on government healthcare services,' said Dr Mah. 'With private medical costs and insurance premiums becoming unaffordable for many, more Malaysians are seeking treatment in public facilities. Unfortunately, the healthcare workforce is shrinking, and infrastructure is under mounting pressure.' Dr Mah further recommended the following measures: Upgrade public medical facilities Many hospitals and clinics are overcrowded, under-equipped, and in disrepair with one even affected by water supply disruption. Budget 2026 must allocate funds to repair and modernise infrastructure and digital systems, especially in high-demand areas. Enhance remuneration and incentives To retain skilled professionals, the government must raise emoluments, locum and hardship allowances, as well as specialist incentives, in line with the workload and inflation. Expand healthcare workforce intake Increase the intake of doctors, dentists, and nurses to alleviate staff shortages and promote healthier work-life balance, reducing burnout and overwork. Provide scholarships for nurses Extend financial aid for nurses to pursue further training and post-basic qualifications, supporting career advancement besides improving care quality and professionalism. Support working mothers with on-site daycare Introduce subsidised affordable daycare centres in hospitals and clinics to support medical personnel with young children, allowing them to continue working without compromising family responsibilities. Curb workplace bullying Implement and enforce clear, zero-tolerance policies against bullying by senior staff. Protect whistleblowers and ensure safe reporting channels across all healthcare facilities. Address mental health of healthcare workers Introduce confidential mental health programmes to support frontline staff experiencing stress, burnout, and psychological strain. 'While recent government initiatives such as reducing working hours and offering permanent appointments are steps in the right direction, deeper structural reforms are needed,' Dr Mah stressed.
