OTTAWA — Not that long ago, former air force fighter pilot Stephen Fuhr was just one among many voices in Canada complaining about the way the federal government makes big defence purchasing decisions.

At no point, he said, did it occur to him that he would wind up in his current position — as the prime minister's point person for fixing Canada's sclerotic military procurement system.

'I find it very ironic that I was one of many that complained … why does it take so long?' said Fuhr, 56, in an interview with The Canadian Press.

It's also a moment of uncertainty — for Carney's government, for Canada and the world. Fuhr's background in the air force trained him to prepare for the unexpected.

On Sept. 11, 2001, when terrorists hijacked airliners and crashed them into major U.S. buildings, Fuhr was in Inuvik, where he was flying a CF-18 on force-projection exercises.

He spent the security crisis patrolling the Arctic skies as events unfolded south of the border, then was sent to CFB Comox on Vancouver Island, where he was kept on alert until Canada relaxed its air defence posture.

More Winnipeg residents will have their non-emergency calls answered by artificial intelligence as the police service expands its AI-powered voice agent pilot program next week. Winnipeg Police Service said in a Friday news release that it has been testing the system for nearly a year, with the hopes that the AI agent will replace the existing automated voice system that guides callers through a pre-recorded list of options. Police said the non-emergency line has received about 900 calls per day, with about 172,000 calls logged so far this year. Insp. Gord Spado says the new AI system is intended to be more conversational and user-friendly compared to the "cumbersome" voice system Winnipeg police currently use. "Our goal of this project is really about improving customer service and giving a modern flair to the call-taking process with our organization," Spado said at a news conference on Friday. He said the police will begin ramping up daily testing next week, starting with two hours per day. If all goes well, the AI agent will soon be triaging calls for six to seven hours per day. Eventually, the service will operate 24 hours a day, Spado said. "We really want to get it to the point where a person can call, say what they need and not worry about where they are in that list of options, and the AI agent can forward them to the most appropriate resource," he said. The non-emergency line agent is one of six AI-centred pilot projects the city announced last June. Other pilots include an automated chat agent for 311 inquiries and automated invoice processing. Mayor Scott Gillingham said the police service's AI agent is "exactly the kind of innovation that [he] hoped for" when he pushed city staff to consider how AI could be used across municipal services. "This is about delivering good customer service to the people of Winnipeg and making a heavy workload a little more manageable for our frontline staff," Gillingham said during the press conference announcing the pilot's expanded scope. He said the city is taking a "careful" and "measured" approach to AI integration by slowly expanding the pilot. Brandon University sociology professor Chris Schneider, who specializes in the social impact of new media, said he's "cautiously optimistic" about Winnipeg police using AI, emphasizing the caution. Vancouver police use a similar AI-powered tool for calls, which was developed by an American company called Genesys. Schneider said relying on large international companies raises concerns around data privacy and public safety. "Can they assure the public that there will be no manipulation, or that it's perfectly safe and cannot be manipulated by outside actors?" he said in an interview with Up to Speed 's Chloe Friesen on Friday afternoon. "There's a lot of questions here and very few answers, unfortunately." He said the AI agent will likely help callers get service faster, making them less likely to hang up before they get the help they need. However, the automated experience could become frustrating without a human on the other end of the line, Schneider said. According to Winnipeg police's website, residents should use the non-emergency line to report crimes where the suspect has left the scene, property crimes that are no longer in progress, and suspicious circumstances. In Friday's news release, police encouraged callers to speak in clear, full, sentences, while limiting background noise and being patient while the AI agent finishes its prompts. Schneider said calm, clear communication may be difficult if a caller has recently witnessed or been the victim of a crime, even if it's not an emergency. "This is one of the basic problems with the incorporation of AI, is AI does not have any kind of empathy. I think empathy goes a long way in talking people through situations where they might be upset because something terrible has happened to them, their family or their property," he said. Spado said the police service hopes to decide whether the AI agent will become permanent by the end of the year. He said it is only available in English, but they are working to expand the tool to French-speaking residents soon.

The hockey reference was intended as a pledge of defiance against tariffs and annexation threats from the United States. Article content Instead, Carney's U.S. strategy has consisted almost entirely of concessions and even deference. And on Thursday night, all it yielded was a new threat by U.S. President Donald Trump to slap blanket 35 per cent tariffs on Canadian imports. Article content Article content Article content Article content Monday Article content The slogan was 'elbows up.' Not 'we're going to hit you with our elbows.' Or, 'I'm intending to use my elbows defensively.' The promise was only that we would proverbially elevate our elbows for an unspecified period of time, and for no declared purpose. We never technically said we would elbow anybody. Article content Keeping all this in mind, I think you'll agree there has been no inconsistency in the strategy. The Government of Canada has pursued a course with the Trump administration that, at times, has involved the raising of elbows above their usual relaxed state, which would indeed be an 'elbows up' approach. Article content Tuesday Article content I would remind everyone that the National Hockey League officially considers elbowing a penalty, with the act warranting punishments as severe as game misconducts, fines and suspensions. Article content Article content As a government committed to the rules-based international order, we obviously would never condone a violent and inherently menacing act such as the bellicose use of an elbow. Article content Article content And, as stated, that was never the intention. If you check Mr. Carney's rhetoric on this account, I think you'll agree he was mentioning elbows mainly as a means to demonstrate the articulative quality of the human arm. Article content Elbows up, to my read, was only ever a friendly gesture of greeting in which the speaker is demonstrating the functionality of their joints as a symbol of their own flexibility. 'See how my arms bend, foreign state, they are the arms of someone who will peacefully bend to your own appeals.' Article content Wednesday Article content I feel uniquely qualified to assure the Canadian people that Mr. Carney has certainly made full use of his elbows in attempting to resolve the current impasse with the United States. Article content At the G7 summit in Kananaskis, I was employed to deliver a friendly nudge to U.S. President Donald Trump, along with the comment, 'Hey Donald, you like Mount Bogart over there? What if it was Mount Trump?' Article content After phone calls between Mr. Carney and the U.S. leader, he will often lay his elbows on a table to cradle his head for hours at a time — I assume to ponder a new genius tactic. Yes, this truly has been an elbows-heavy response to one of our greatest national crises. Article content Thursday Article content Despite everything, I think we can all agree that Conservative Leader Pierre Poilievre would have completely and utterly folded in the face of aggressive U.S. trade policy. Had he won in April, my least pessimistic estimate is that by now he would have surrendered at least two provinces and one great lake, and he would have appointed Rudy Giuliani as Governor General. Article content I need only point you to his public statements: No mention whatsoever of elbows, knees, digits or any other body part. Mr. Trump is a man who deals best in the tactile world. Any failure to open negotiations with at least one reference to the corporeal form is, frankly, akin to immediate surrender. Article content Friday Article content Last night's developments are certainly not what we'd hoped for, but it's all part of the process. We fully planned for this: We would unilaterally cede to perceived U.S. demands, the Americans would respond with another round of ruinous tariffs and vague grievances, and then we'd cede some more. Article content Article content But the way the government went about doing away with the DST made Prime Minister Mark Carney look weak. So weak, it's only a matter of time before Trump comes back looking for more. Article content The safe bet is supply-managed agriculture will be next. Canadians should be grateful. Article content In Canada, all but the smallest, artisanal agri-food businesses are controlled by government-backed marketing boards that decide who can produce — and more importantly sell — milk, cream, butter, cheese, yogurt and other dairy products. Eggs, chicken and turkey are included, too. Article content Article content Price controls and import restrictions are also part of supply management. Some dairy products, for instance, are protected against imports from the States and EU by tariffs as high as 300 per cent. Article content It's a good deal for supply-managed producers. It protects them from competition and ensures they received stable prices without much risk. Article content But it's a bad deal for consumers. Economists estimate the average Canadian family pays $400 a year more for dairy alone. Article content There's another problem, too. Milk supply is heavily skewed toward drinkable milk. That makes the price of milk for producers of, say, special yogurts, too expensive. So consumers have fewer choices. Article content Supporters of supply management claim it protects farmers' incomes, making it unnecessary for governments to subsidize their livelihoods, as they often do in the U.S.
