The real threat on Korean Peninsula: Chinese, North Korean political warfare

July 30 (UPI) -- Amid escalating tensions between conservatives and liberals in South Korea, and as the world fixates on North Korea's menacing nuclear arsenal, a more insidious threat is shaping the fate of the Korean Peninsula: sophisticated and largely covert political warfare orchestrated by the regimes in Beijing and Pyongyang.
While missile launches and rhetoric grab international headlines, China's strategy of "unrestricted warfare" and the Kim family's brand of "political warfare with Juche characteristics" are quietly undermining the Republic of Korea from within, eroding its democracy and threatening the pillars of the ROK-U.S. alliance.
Unrestricted warfare and "three warfares" in the Korean context
China's concept of "unrestricted warfare" -- popularized by the People's Liberation Army and operationalized through the Chinese Communist Party's United Front Work Department -- goes far beyond traditional battlefield engagement.
It includes a coordinated, all-domain campaign of "three warfares," psychological operations, legal, or lawfare, maneuvers and media/public opinion warfare. The goal of these tactics is clear: to weaken adversaries without firing a shot, minimize attribution and gain strategic dominance by sowing confusion, division and dependency in targeted societies.
In South Korea, the United Front Work Department plays a pivotal role in coordinating influence operations. The department actively seeks to suppress dissent against the Chinese Communist Party, monitor diaspora communities and foster loyalty among ethnic Chinese within South Korea.
Organizations such as the All-Korean Nationals of Chinese Descent Council mirror similar work department-aligned groups worldwide, cultivating pro-Beijing sentiment and integrating the community under CCP-friendly leadership.
Intelligence gathering, elite capture, economic coercion and technology transfer are just a few of the tactics employed to shape South Korean policy and public opinion in ways that align with Beijing's interests.
Political warfare with Juche characteristics: North Korea's hand
North Korea, under the Kim family regime, has long waged political warfare, guided by its own Juche ideology, as a core weapon against the South.
Pro-North Korean elements within South Korea, spanning political figures, civic organizations and clandestine networks pursue active subversion. Their efforts, sometimes lead to legal intervention, fuel political controversies and polarization, further complicating South Korea's internal dynamics.
These activities are not theoretical concerns; they are ongoing, with direct implications for key political events such as the snap presidential election held last June. Covert assistance from Pyongyang's United Front Department and the Reconnaissance General Bureau supports agents of influence in the South, aiming to delegitimize Seoul's democratic institutions and fracture the U.S.-ROK security partnership.
The subtle power of covert action
One of the defining qualities of Chinese and North Korean influence operations is mastery of covert action. Their tradecraft is designed around deniability: admit nothing, deny everything, and make counteraccusations to undermine any allegations of illicit activities.
The lack of overt evidence is not proof of innocence, but rather a hallmark of skillful subversion and effective tradecraft. When credible exposés or documentaries reveal such operations, well-coordinated attacks arise, not organically, but as orchestrated disinformation campaigns intended to discredit the truth and intimidate dissenters.
The almost instantaneous, highly synchronized responses to critical media coverage of Chinese or North Korean influence operations in South Korea reveal the depth of planning and forethought -- not spontaneous public backlash, but a calculated attempt to manipulate perceptions and stifle legitimate concerns.
Strategic objectives undermining democracy and the alliance
The objectives of China and North Korea are inextricably linked. Beijing views a weak or politically fractured South Korea as a strategic advantage, undermining U.S. influence in the region and shifting the balance of power in favor of Chinese interests.
Simultaneously, Pyongyang seeks to drive a wedge between Seoul and Washington, undermine the legitimacy of South Korea's democracy and eventually end the U.S. nuclear umbrella, as well as the American military presence on the peninsula.
Both regimes benefit from mutual reinforcement: Chinese support for North Korean provocations and Pyongyang's subversive leverage serves the broader aim of turning the Korean Peninsula into a fault line in U.S.-China strategic competition.
This shared interest sustains a persistent campaign to destabilize the South, not just through conventional threats, but by eroding the very fabric of Korean society and politics from within.
South Korea: battleground of strategic competition
The Korean Peninsula is no longer just a flashpoint for North Korean military threats or domestic political struggles; it is ground zero in the broader clash between U.S.-led democratic alliances and authoritarian great power ambitions.
Rather than simply preparing for open aggression, South Korea must recognize and counter the unseen campaigns waged daily by its northern neighbor and the world's most powerful authoritarian state.
Ignoring or dismissing these operations as "fake news" or conspiracy theory only serves the interests of Beijing and Pyongyang. Their sophisticated political warfare is a direct assault on South Korea's independence, democratic institutions and its alliance with the United States. Recognizing and exposing these malign activities, however subtle, covert or denied, is the first step to ensuring South Korea's sovereignty, security and continued prosperity.
South Korea must therefore invest in robust counterintelligence, civic education and information resilience to protect its democratic system. Only by acknowledging the true nature of the threat, one that operates invisibly but with strategic intent, can the Korean Peninsula avoid being reshaped according to the designs of those who seek its division and subjugation.

Trump is Building American AI Dominance. Tariffs Threaten to Destroy It

President Donald Trump has positioned the United States to lead in the global AI race, championing a vision that promises to reshape our economy, national security, and technological future. Last month, the president declared "we're leading" in AI, and announced over $90 billion in related infrastructure and energy investments, outlining an AI Action Plan to ensure America holds on to that lead. Trump's leadership has signaled America's determination to outpace Chinese competitors, and sparked unprecedented private-sector investment. However, the scale of the president's transformative vision also presents formidable challenges, including complex global supply chains and potential semiconductor tariffs. While the United States has the initiative and the momentum on its side, we should avoid enacting policies that slow or jeopardize our progress. In his second term, Trump has demonstrated his ability to rally industry giants to pour billions of dollars in critical AI investment into the U.S. economy. Through the Stargate project, OpenAI, SoftBank, and Oracle have committed over half a trillion dollars to build data centers across the United States and create the infrastructure needed to power the next generation of AI. Following Trump's call to make the United States the "world capital" of AI, companies like Amazon, Google, Nvidia, and Meta announced significant investments of their own. President Trump garnered additional pledges of foreign investment and cooperation during his recent visit to the Middle East, underscoring the private sector's confidence in his AI action plan. This is all welcome news for the U.S. economy and America's leadership in the global tech race. Keeping America ahead of China in AI development is indispensable for our economic and national security. AI leadership is quickly becoming a prerequisite for economic competitiveness across industrial sectors. However, several hurdles still lie along the path to realizing this vision. The construction of AI data centers requires enormous networks of supporting infrastructure, including servers, components, cooling systems, power grids, and, perhaps most vitally, advanced semiconductors. MoreTrump's trade agenda, including potential tariffs on chips, aims to reassert America's manufacturing stake in the global supply chain. That is an admirable goal, but it also introduces complexities into the AI race, which is highly dependent on efficient access to the latest technologies. Calls to implement significant new tariffs—including on semiconductor imports—are likely to grow louder as the Commerce Department concludes its Section 232 semiconductor investigation and presents its findings to the president. The White House should resist the temptation to open this new front in the trade war. High semiconductor tariffs would have profound effects on America's ability to research, develop, and build the next generation of AI. They would almost certainly increase the cost and availability of many critical components and could prompt tech companies to delay projects or consider moving them abroad. This would be an avoidable setback for the historic investments Trump has secured for the country. If the administration does pursue tariffs on semiconductors, it would be sensible to allow for a transition period to enable onshoring of high-performance semiconductors and other critical components currently produced abroad. The road to American AI dominance will require coordination across global industries and governments. Tariffs add layers of difficulty to an already resource-intensive endeavor. With investments accelerating under Trump, now is not the time to hit the brakes on the AI economy with tariff measures that would undermine technological development here in America. Our economic policies must ensure the United States maintains its global AI leadership and limits the ability of foreign competitors to seize an advantage. Under President Trump's leadership, the United States is not just competing in the AI race; it's poised to win it. Private investments from industry leaders reflect a nation ready to seize its technological future. We need to align our domestic and international economic policies to accelerate U.S. AI leadership for generations to come. Robert C. If Trump's redistricting war comes to Indiana, Indiana Democrats will have few weapons

Amid a White House pressure campaign to redraw congressional district lines, Democrats in Indiana are vowing to fight back. In their most recent fundraising email, Indiana House Democrats evoked their 2011 walkout over right-to-work legislation opposed by labor unions. Texas Democrats are using the same tactic to block the adoption of a new congressional map sought by President Donald Trump to help Republicans keep control of the U.S. House in the 2026 election. "In 2011, our Hoosier Democratic legislators walked out of the General Assembly to fight for workers' rights. We were willing to put it all on the line to protect our state from extreme government overreach," the email says. "We know the fight our fellow Democrats are going through down south, and we know it may be only a matter of time before Indiana is next." The fundraising pitch, however, omits a key fact: Republicans hold supermajorities in both chambers of the Indiana General Assembly, meaning they have enough members for a quorum even without a single Democrat present. The omission highlights a bleak truth for Indiana Democrats. Unlike their colleagues in Texas, they would be virtually powerless to stop a vote on new congressional maps. "They don't have options," said Tip Kew, a former chairman of the Indiana Democratic Party. "They can't break quorum. All they can do is use rhetoric and protest." Indiana will be in the spotlight when Vice President J.D. Vance flies to Indianapolis on Aug. 7 to meet with Gov. Mike Braun and Republican legislative leaders about the possibility of redrawing the state's congressional maps. Republicans already control seven of Indiana's nine congressional districts, but they believe they could flip at least one of the other seats if they redraw district boundaries. Making such changes mid-decade is highly unusual. Typically, state lawmakers only redraw maps for Congress and the General Assembly to account for population shifts after the decennial census. The process is notoriously political. Trump is pushing red states to make changes now to give Republicans a boost in the mid-term elections, which tend to favor the party outside of the White House. The redistricting process is already underway in Republican-led Texas where new congressional maps would give the GOP in that state five additional U.S. House seats. Texas Democrats fled to Illinois on Aug. 3 to disrupt legislative procedures. Leaders of Democratic-controlled states have threatened to redraw, setting the stage for a redistricting arms race. In Indiana, Republican Gov. Mike Braun has not ruled out the possibility of calling a special session to draw new maps. Indiana House Speaker Todd Huston, R-Fishers, and Indiana Senate majority leader Rodric Bray, R-Martinsville, are expected to meet with Vance as well. The top Democrat in the Indiana House, Rep. Phil GiaQuinta of Fort Wayne, acknowledged his caucus's limitations in a statement to IndyStar. "Unfortunately, with the breakdown of the Indiana House of Representatives as it currently stands, a walkout from our caucus would not hinder Indiana Republicans from meeting quorum and distorting Indiana's congressional maps to silence the voices of the people," he said. Instead, Democrats will focus on advocating for fair maps, and encouraging constituents to call their elected officials and "participate in civil demonstrations to share their thoughts and concerns." "Republicans are trying to rig the game at halftime because they know they're down," he said. "Hoosiers always lose when their elected officials abuse their power in a pathetic attempt to maintain it." Democrats have attributed their weakened state in part to previous Republican-controlled redistricting. Democrats won 40% to 41% percent of the vote last year in Indiana's races for governor and president, but they have less than 27% of seats in the General Assembly and 22% of Indiana's congressional seats. "They can take more power," Tew said, "because they have so much power." The diminished strength of Democrats leaves them with few options. Even a legal challenge seems like a questionable tactic after a 2019 U.S. Supreme Court decision that partisan gerrymandering claims are "beyond the reach of the federal courts," said Indiana Democratic Party Chair Karen Tallian. With no other strategies at their disposal, Democrats are hoping that what they see as a power grab by Trump and his allies at the Statehouse will stoke a massive response from voters, even if the topic of redistricting has failed to garner much passion from Hoosiers in the past. "Public opinion is a big factor here," Tallian said. "If you get enough people mad, you can break a 60% Republican district." Democrats are hoping to rally supporters during Vance's visit with a sit-in at the Statehouse on Aug. 7 beginning at 8 a.m. The two members of Congress likely to be targeted in any redistricting effort — Democratic U.S. Reps. Frank Mrvan and André Carson — are scheduled to speak at 12:30 p.m.
