New Delhi: The percentage of non-AC coaches in trains run by Indian Railways has significantly increased to about 70 per cent, and a special manufacturing programme is being implemented to produce an additional 17,000 non-AC general and sleeper coaches over the next 5 years, Minister of Railways Ashwini Vaishnaw informed Parliament on Wednesday.
Indian Railways have significantly increased the facilities for passengers demanding general class travel.
During the last financial year 2024-25 alone, 1,250 general coaches have been utilised in various long-distance trains.
Indian Railways continues to run a large number of trains with affordable fare structures, including Mail, Express and passenger trains, for the benefit of the general public including the poor and lower middle class.
Indian Railways has introduced non-AC Amrit Bharat services and Namo Bharat Rapid Rail services, providing high quality services to a larger section of the population, particularly lower income groups, the minister said.
Indian Railways has also provisioned for production of another 100 Amrit Bharat Trains, he added.
Vaishnaw highlighted that due to higher availability of general coaches, the number of passengers travelling in general/unreserved coaches has shown an increasing trend, going up from 553 crore in 2022-23 to 609 crore in 2023-24 and 651 crore in 2024-25.
The number of seats available for non-AC passengers has now gone up to 54 lakh which constitutes 78 per cent of the total while AC seats comprise the remaining 22 per cent.
To provide greater accommodation for the passengers using General and non-AC Sleeper Coaches, the extant policy regarding composition of Mail/Express trains provides for 12 General class & Sleeper class non- AC coaches and 8 AC-Coaches, in a train of 22 coaches, thereby providing greater accommodation for the passengers using General and non-AC Sleeper Coaches, Vaishnaw explained.
Further, to cater to the needs of passengers desirous of availing unreserved accommodation, Indian Railways operate unreserved non-AC passenger trains/MEMU/EMU etc. for affordable travel, which are in addition to the unreserved accommodation (coaches) available in Mail/Express services.
Development of Amrit Bharat Express trains, manufacturing of MEMU trains, and increasing the share of general coaches clearly shows that Indian Railways is catering effectively to the demand for travel in general class, the minister further stated.
Indian Railways has introduced fully non-AC Amrit Bharat trains, presently comprising 11 General Class coaches, 8 Sleeper Class coaches, 1 Pantry car and 2 Second class cum Luggage cum Guard Van & Disabled Friendly Compartment.
These trains have been designed and manufactured to cater to the needs of the general public by providing world-class modern and comfortable rail travel experience to passengers of the non-AC segment.

Oriental Rail Infrastructure announced that it has received two domestic orders totaling Rs 8.24 crore from the Modern Coach Factory (MCF) units of Indian Railways. The first order, worth Rs 3.22 crore, is from MCF Lalganj, Raebareli. It involves the manufacturing and supply of 49 sets of seats for LHB GS coaches. This order is set to be completed by 5 June 2026. The second order, valued at Rs 5.02 crore, also comes from MCF Lalganj, Raebareli. It includes the manufacturing and supply of 74 sets of seats and berths for LHB SLR HOG coaches and 40 sets of seats and berths that fit SS pillars for LHB AC2T coaches. The completion date for this order is 5 May 2026. Both orders will be delivered to the MCF Furnishing Depot. According to the contract terms, 95% of the payment will be made against the inspection certificate and proof of dispatch or delivery. The remaining 5% will be paid upon inspection and acceptance by the consignee. Oriental Rail Infrastructure is engaged in the manufacturing and supply of several diversified railway products and items for Indian Railways and other related industries. Its products include seat & berths, recorn, compreg board & articles thereof, furniture & parts, coated upholstery fabric, plywood, phenolic resin & hardener, silicon foam, etc. The companys consolidated net profit jumped 22.9% to Rs 5.37 crore despite an 18.5% decline in revenue from operations to Rs 140.21 crore in FY25 over FY24. The scrip slipped 1.10% to settle at Rs 161.45 on Friday, 1 August 2025.

Share of AC berths doubled in last decade in long-distance trains

In the last decade, the share of air-conditioned (AC) berths/seats in non-suburban trains (long-distance trains) has doubled, while the share of non-AC berths/seats has declined considerably in India. In parallel, the share of passengers who travelled in AC coaches has tripled, while the share of those who travelled in second class has declined considerably. Suburban trains are meant for short distances, usually up to 150 kilometres, to facilitate movement within cities, suburbs, and extended suburbs. These trains operate with electrical multiple units rakes or EMUs. Non-suburban trains cover longer distances and this analysis is restricted to them. These conclusions assume significance, given that the Indian Railways is keen on increasing the number of AC three-tier coaches in long-distance trains — the only class of travel which has fetched consistent profits for the organisation — in place of sleeper and other coaches. While news reports show that in many long-distance trains, sleeper and second class coaches are being substituted with AC three-tier coaches, the government has refuted such claims in a recent reply in the Lok Sabha. In a question answered on July 23, the Minister of Railways, Ashwini Vaishnaw, had said that the share of non-AC coaches has 'significantly increased to about 70%'. However, the data shared in the reply does not specify the base year from which this increase was calculated. The data shared by the Minister also claimed that in FY25, 1,250 general coaches have been utilised in long-distance trains, while the corresponding figures for AC coaches were not divulged. However, data for non-suburban trains collated from the Indian Railways Annual Reports of 2023-24 and 2013-14 show substantial increase in AC berths/seats. In the last decade, the share of non-AC berths/seats declined from over 84% to 68% of the total available berths/seats in non-suburban trains, while the share of AC berths/seats increased from close to 16% to about 32% as shown in the chart below. The increase in berths/seats was particularly pronounced in AC three-tier coaches. The share of these in the total increased from around 10% to 24% in the last decade. On the other hand, the share of berths/seats in sleeper coaches decreased from 33.3% to 29% and the share of 'other non-AC' coaches came down from 51% to 39%. An analysis of the percentage increase and decrease in berths/seats over the past decade also highlights a growing preference for AC coaches. In 2023-24, the berths/seats in AC three-tier coaches had increased by 238% from 2013-14. In contrast, the berths/seats in sleeper coaches increased by only 21% and 'other non-AC' coaches increased by only 6.4% in the same period as shown in the chart below. A similar pattern can be seen when analysing the number of passengers who travelled across various classes of non-suburban trains. For instance, the share of passengers in AC three-tier coaches in total increased from less than 2% in 2013-14 to 7.5% in 2023-24. In contrast, the share of those in second class mail/ordinary coaches in total declined from over 88% to 75.5%. Those in sleeper mail/ordinary coaches increased from 8.3% to 13.2% as shown in the chart below. An analysis of the percentage increase and decrease in passengers carried also shows a similar pattern. In 2023-24, the number of passengers in AC three-tier coaches increased by 201% from 2013-14. On the other hand, those carried in second class mail/ordinary coaches decreased by 36%.
