HP makes big leap in education, rises to 5th spot in NAS 2025

Shimla: Himachal Pradesh has secured the 5th position in the overall national ranking in the National Achievement Survey (NAS) 2025, also known as PARAKH 2025 — a sharp rise from its 21st rank in 2021.
The state ranked 2nd at the Grade 3 level, 5th at Grade 6, and 4th at Grade 9, indicating marked qualitative improvements in its education system. Rajesh Sharma, state project director of Samagra Shiksha Abhiyan, called it a major achievement for the state.
He credited the progress to key reforms implemented under chief minister Sukhvinder Singh Sukhu's leadership, including the merger of low-enrolment schools, rationalisation of teaching staff, expedited recruitment for vacancies, and the phased rollout of Rajiv Gandhi Day Boarding Schools in every assembly constituency.
In addition, exposure visits for teachers and students to international educational institutions have contributed to enhancing global learning perspectives and overall academic quality. These strategic steps led to measurable improvements in learning outcomes and overall educational quality, he said.
Sharma added that an official announcement regarding this ranking will be made on July 2 in Delhi, where he will represent the state. He emphasised that the result is a direct outcome of the consistent and reform-driven policies of the state govt. The achievement reinforces Himachal's growing status as a model for quality education in the country, he added.

BMTC holds a monopoly over stage carriage operations within a 25-km radius of the BBMP limits. Despite being the primary mode of public transport, it has faced criticism for its stagnant fleet size—between 6,500 and 7,000 buses for over a decade—even as the city's total vehicle population has surged past 1.2 crore. However, transport minister Ramalinga Reddy countered Surya stating that BMTC is one of the major transport carriers and the city doesn't need bus operations from private players. He said: "Over 40 lakh people rely on BMTC buses every day. BJP has been supporting private companies at the cost of state-run organisations. During the UPA regime, state-run corporations were allowed to directly procure buses with subsidies but now under FAME and other others schemes, they are forcing corporations to rely on private players. His (Surya's) statement is favouring private companies." BMTC has a gross cost contract model under which multiple private players are running over 1,700 electric buses. Under PM e-Drive programme, BMTC is expected to get 4,500 e-buses. However, employee unions fear such models could pave the way for gradual privatization.

The announcement was made by chief minister Sukhvinder Singh Sukhu on International Day against Drug Abuse and Illicit Trafficking Thursday. He said, "The vision of a prosperous country can only be realised by channelling the energy of the youth in the right direction." Reiterating his govt's zero-tolerance policy towards the use and trafficking of drugs, Sukhu said, "None, even govt employees, found involved in drug trafficking will be spared. There is no place for drugs in Devbhoomi." He called on the youth of the state to join the fight against drugs, help themselves and others as well to come out of it. The state govt remains committed to cracking down on drug networks and taking stern action against the offenders, he assured the gathering. Sukhu also said the state govt is focused on providing employment and skill development opportunities for those recovering from addiction, thereby integrating them back into mainstream society. He said, "The Himachal govt has approved the setting up of a fully equipped 100-bedded de-addiction centre in Kotla Barog of Sirmaur district with an outlay of Rs 5.34 crore. The construction will start this year. Himachal govt is working towards establishing a district-level de-addiction centre in every district." Highlighting the efforts of his govt, Sukhu said it approved the implementation of the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PITNDPS) Act soon after assuming power, something that the previous BJP govt could not do during its five-year tenure. Health and family welfare minister Col Dhani Ram Shandil (retd.) said much more still needs to be done in the fight against drug abuse. He emphasised the need for a large-scale movement akin to the freedom struggle, and said every individual must actively participate in to to uproot this evil. Drug peddlers are enemies of society, he added. Stating that values and discipline must be inculcated at home to prevent the youth from falling prey to drugs, the cabinet said, "This is essential for the success of any anti-drug campaign. Parents and teachers should maintain regular dialogue with children and encourage them to actively participate in sports and other constructive activities."

These directives were issued during a discussion on the newly introduced Public Service Promotion Rules-2025, held on Thursday at the secretariat. The chief secretary said the implementation of these rules would resolve a long-standing issue that has persisted for nine years. Their enforcement will lead to greater administrative efficiency, he said. Besides, he emphasised the need to conduct meetings of the Departmental Consultative Committees and ensure timely resolution of confidential reports, departmental inquiries, and pension matters of employees. The employees at the state secretariat have already voiced their opposition to the new promotion rules, which they allege sideline the interests of general category, backward class and minority employees.
